Free Translation:
The matter of Kashrus when it comes to eating and drinking, is of huge importance. Therefore to ensure this we must have a Rov Hamachshir (Certifying Rabbi). In addition we must have a Mashgiach [Kashrus supervisor] present etc. There has never been such a practice among the Jewish people that we solely trust the owner of an establishment, even if he is genuinely G-d fearing, rather we must have a Mashgiach present.

The following is a free translation of a letter addressed to R’ Aharon Rubashkin from the Frierdiker Rebbe. The Rebbe refers to his meat business and the importance of having a Mashgiach Temidi.

Greetings and blessings!
In response to your letter from the past 27th of Tammuz regarding the establishment of a meat store with a production facility to make Vorsht [type of preserved meat sausage] partnering with those who are skilled in making Vorsht, it is a very proper thing to do.
The Chabad Chassidic community has always been very careful regarding a takana [enactment] made by the Alter Rebbe and each of the Rebbeim were strict regarding this practice during their leadership, namely that one who deals in the business of selling meat or produces smoked meat or Vorsht, even if he [the individual that owns the business] is acclaimed to be a Yirei Shamayim, is knowledgeable in Torah, and has outstanding middos, he still requires a Mashgiach Temidi [Full time Mashgiach]. I’m sure you’re also going to keep this established standard. May Hashem strengthen the health of all of you and your families, may you live, and give all of you good and bountiful parnasah.
