Base Access Procedures - Joint Base Cabot Air Station (JBCAS)
Authorized Access Categories:
Active Duty Military Personnel: Valid Department of Defense (DoD) Common Access Card (CAC) required.
DoD Civilian Employees: Valid CAC or Civilian ID badge required.
Contractor Personnel:
Must possess an authorized contractor ID badge.
Base sponsor verification required.
Temporary Passes:
Visitors:
Must be sponsored by a valid base member.
Temporary Visitor Pass issued at the Visitor Control Center (VCC) after ID verification and background check.
Civilians Supporting Events (Airshow, Exercises):
Temporary Event Access Badge issued upon event roster validation.
Entry Procedures:
All personnel must present valid government-issued identification at the gate.
All vehicles entering JBCAS are subject to random inspection.
Non-military visitors without a DoD ID must report to the VCC prior to entry.

Vehicle Registration and Driving Policy - Joint Base Cabot Air Station (JBCAS)
All privately owned vehicles (POVs) operated on Joint Base Cabot Air Station must comply with base registration and driving standards to ensure safety, security, and accountability.
Registration Requirements:
All vehicles must display a valid Department of Defense (DoD) base decal or registration certificate.
Registration is conducted at the Vehicle Registration Office located at the Visitor Control Center (VCC).
Required documents for registration:
Valid driver’s license
Current vehicle registration
Proof of insurance
Military ID or base access credential
Driving Rules and Reminders:
Seat belts must be worn at all times.
Hands-free devices must be used when operating a vehicle.
Speed limits are strictly enforced:
20 MPH in parking lots and housing areas
30 MPH on main base roads unless otherwise posted
Random vehicle inspections may occur at base entry points.
POV owners are responsible for the upkeep of registration records with the VCC.

Visitor Control Center (VCC) - Joint Base Cabot Air Station
The JBCAS Visitor Control Center (VCC) processes all visitor access requests and issues temporary base entry passes to authorized guests.
Primary Services:
Visitor Pass issuance (24 hours or multi-day options)
Contractor and vendor pass processing
Event access control coordination (airshows, open houses)
Background checks (NCIC-III) for first-time visitors
Lost or stolen ID card reporting assistance
Required Documents for Visitor Pass:
Valid government-issued photo ID
Approved base sponsor form (if applicable)
Vehicle registration and proof of insurance (for on-base driving)
Special Event Access:
Designated fast-pass procedures available during public events
Parking and shuttle information provided with event-specific passes

The JBCAS Security Programs Office administers controlled access programs, restricted area badge issuance, security clearances, and security education across the installation.

Lost and Found Property Office
The Security Forces Squadron maintains a centralized Lost and Found program for recovery and management of lost personal and government property found on base.
Services Provided:
Cataloging and safeguarding of found property
Notification of owners based on identification within items
Coordination with Base Legal Office for unclaimed property disposition
Property Claim Requirements:
Description of item
Valid ID for retrieval
Documentation if applicable (proof of ownership)
Unclaimed Property Disposal Policy:
Items held for 90 days before being turned over to Defense Logistics Agency (DLA) or disposed.
