BACKGROUND INFORMATION
Classroom STaR Chart
All certified classroom teachers and librarians are required to complete the Teacher STaR Chart. The district can determine the deadline for teacher star chart submission based on the district intended needs: Campus STaR Chart, technology plan submission, E-Rate guidelines.
Campus STaR Chart
Principals are ultimately the instructional leader on each campus. Since technology applications instruction is required at each level, principals should take a leadership role in the submission of the Campus STaR Chart. As such, principals should:

NCLB Administrator Assessment
The Texas Education Agency (TEA) has been required to report on the progress of districts receiving funds from No Child Left Behind, Title II, Part D as of January 2002. Districts receiving Title II Part D funding are required to report this additional data annually.
The NCLB Technology Reporting System is used to collect the additional data for these Title II Part D federal reporting requirements. This district level component of the STaR Chart system will open in April 2013 and close on June 30, 2013 for the 2012-2013 school year. All NCLB data must be entered by the time the system closes on June 30th so that data can be aggregated and forwarded to the United States Department of Education.

eRate Digital Citizenship and Cybersafety Online Learning Module
As a result of a federal mandate, school districts have to certify their staff and students have had learned about CyberSafety and Digital Citizenship. Part of the East Central ISD District Technology Plan calls for technology-based professional learning opportunities for administrators, teachers, librarians, and district levels. One of these professional learning opportunities–mandated by the federal government in its requirements for public school districts to receive eRate funding–is to learn more about CyberSafety, Digital Citizenship, and Appropriate Email Use.
Please discuss this information and the options available with your campus and/or district professional staff under your supervision. At the campus level, this includes any and/or all of the following staff: Principal, Assistant Principals, Vice Principals, Campus Instructional Coordinators, Classroom Teachers (including Physical Education, Special Education), Counselors, Teacher-Librarians/Media Specialists. At the District level, this includes Curriculum & Instruction Directors and their teacher specialist teams, as well as Technology Department professional staff.
All educators, including district, as well as campus, teachers, and administrators, in East Central ISD will have a four-month window to view a series of lessons on digital citizenship and email to be followed by an assessment. The 100% online, self-paced course is available online. The online course and assessment take an average of 20 minutes to complete.
Digital Citizenship Lessons for Students
All East Central ISD students will have a four-month window to be provided two lessons on digital citizenship and email with the use of CyberSmart curriculum. After East Central ISD students are certified in Digital Citizenship, elementary and middle school teachers should activate students' email accounts by logging into the Student Account Manager (SAM) at the Technology Department web site. Students certified in Digital Citizenship will be able to access their student email via GoogleApps.
