These are our specialitiies and key competenciers and we do this through consulting, training, advising, managing and leading and responding. We do this with governments, Crown Agencies, private companies, NGOs, Community groups and selected individuals who are involved in this area.

We plan and support operations, provide Disaster Risk Reduction, Coordination, Reduce risk, mitigate the effects of disasters and emergencies, and to recover from disasters. We also develop sustainable capacity development and Capacity Building methods.

Disaster Management has many faces and definition but oestensibly it is the organisation, coordination and management of information, resources and responsibilities for dealing with all humanitarian aspects of major emergencies where slow and predictable or rapid onset. This includes the 4 main headings (and several sub-headings) such as Mitgation, Preparedness, Response (including Disaster Relief Operations) and Recovery in order to lessen the impact of disasters on people and their lives.

Disaster Management is synonymous with so many terms such as Emergency management, Disaster Recovery Management, Disaster Risk Management or Humanitarian Disaster Coordination etc, International Disaster Management requires many skills, functions, abilities and personal acumen.

DIMERSAR not only delivers training and consultations in this area but also has a string international network of people and groups within specialised organisations.

Defining Risk

Hazard:

An external risk factor represented by the potential occurrence of a natural or man-made event that can occur in a specific place, with an expected intensity and duration.

Vulnerability:

An internal risk factor of a person, object or system exposed to a hazard, which corresponds to how it may be affected.

Risk:

The probability of exceeding a specific level of social, environmental and/or economic damages, over a predetermined period of time.

“Acceptable risk” refers to the specific value of damage a community is willing to assume.

Risk is based on quantifying the damage expected to occur from a specific hazard. It depends not only on the hazard, but also on the susceptibility and capacity of the affected to respond.

The equation R = f (A,V) means that risk is a function of the hazard and the level of vulnerability, and is directly proportional to both of these factors. In order to prepare an accurate risk estimate, it is necessary to analyze both the hazard and the level of vulnerability
