4. MINUTES OF GENERAL MEETING 21 January 2020 agreed.
MATTERS ARISING: All on the agenda
5. FINANCES: i) Treasurer’s report: Income: Tea & Raffle £9.10, Community Kitchen donation £100
Expenditure: Room Hire (October, November, December and January) £72; Insurance £108.64
Summary: Total funds £13,598.46 of which Unrestricted funds £964.12
Community Partnership’s endowment fund (31/12/2019) has gained £329.18 since the previous quarter
and there is an unchanged balance of £566.55 in the Revenue account which can be either used to make
grants or re-invested in the investment fund.
ii) Raffle: J Blackburn won the raffle donated by J Blackburn; R Cowen will donate the next prize.
iii) Quiz: Winners of the quiz ‘Tis the season to be jolly’ were P Hutchinson, W Carr and J Redsell; The new
quiz is ‘On the move’ £1 per copy, return by Saturday 16 May 2020.

7. LOCAL REPORTS:
i) PLANNING: The Durham Plan: There was one more session on Housing Allocation. Some modifications
are likely to be made in respect of small proposals within or close to settlements, but these are unlikely to
affect actual allocations of sites. The Inspector has not yet issued any report into his findings following the
Examination in Public. This is likely to happen soon. After that, the County Council will need to consult on
any major modifications for a period of 6 weeks before the Plan can be finally approved and adopted.
How the Inspector will address the major controversial issues such as the proposed roads to the north and
west of the City and major deletions from the Green Belt at Sniperley and Sherburn Road is still not clear.
Parkhill site Nature Trail: The application to increase the number of houses on the site at Parkhill to 65 has
now been amended to a reduced figure of 64. Members expressed their concern that a similar increase
occurred at Coxhoe after planning consent had been given. In an urban setting it may be appropriate to
increase the number of houses, but not in semi-rural areas such as Bowburn and Coxhoe.
Agreed to express our concern to the County planners that developers are being allowed to increase site
numbers after planning consent. RICHARD

OQ barn: The barn on the track between Old Quarrington and Parkhill to residential use is still not
determined.
The chair declared an interest when noting that a barn conversion in a different area has been refused
within a very short time. Cllr McKeon explained that the application had already been refused by Planning
because the barn is in a very remote area
Tarmac: No update
Pile driving on Integra 61: The chair declared an interest when he explained that a resident who
complained about the noise of pile driving in the extended hours for Integra 61 was told that because of the
noise from the MW traffic, the pile driving would not be a problem.
Members felt that this reasoning should not be used as a precedent for future pile driving. It was agreed
that it is necessary but should be within County’s guidelines and not given permission for extended hours.
Fire Training Station:
A small extension onto the Fires Services training site does not affect the line of the new road.
Right-hand turn out of the Services: It has been noted that some traffic is making a right-hand turn from the
main exit at the Services. Members queried if the order was still in place for a ‘No Right-Hand turn.
Cllr McKeon will make enquiries but said that lorries found it difficult to negotiate the roundabout.
Richard noted that he had made this point to planning before the roundabout was constructed Cllr McKeon
Roadchef sign at the Services: An illuminated sign outside the main entrance. There were no objections.
Thinford: Noted that there are to be six commercial outlets on the site of the former Thinford Inn.
ii) Community Centre: AGM and next meeting Tuesday 24 March; start time 6.30pm

iv) Bowburn Primary School: The Esh Group is the chosen contractor to build the school.
Cllr Dunn has forwarded our request for DCC to route the site traffic for the new school via the A688.

Trees have been planted in Mary Terrace and others will be planted around Bowburn.
9. REPORTS IN THE WIDER AREA: 9i AAP Board Meeting; 27 January 2020; Key Messages
M Gray was Chair. C Varty and M Carr have been re-appointed as public reps. C Watson is a non-voting
co-optee. D Wafer, DDC, delivered a presentation on the existing Durham Bus Station which is to be
demolished and a new facility constructed on the same site by late 2021. Prior to the following item, a oneminute
silence was observed in memory of Ron Hogg. J Carling gave an update on the proposals to
increase the police precept. DCC sought views on two consultations: Safe Durham Partnership Plan plus
Joint Health and Wellbeing Strategy. Durham and Darlington Fire and Rescue Service gave an update on
the Integrated Risk Management Plan 2020-2023.
C White, NHS Durham Dales, Easington and Sedgefield CCG gave a presentation on two public
consultations until 3 March; Stroke Rehabilitation Services and Inpatient Rehabilitation Services.
The Joint Priorities Task and Finish Group meeting agreed Two Older Persons Social Isolation Fund
projects; Coxhoe Village Hall ‘Happier & Healthier Together’, and ‘Foundation of Light Revitalise’.
Inspector Honeyman gave an update on local policing including an update from Sgt Hall of Sherburn Team.
Board members agreed the Neighbourhood Budget projects: Safeguarding Kelloe & Quarrington Hill Sports
Field: Clls Dunn and McKeon; Amount: £2,979.56. Cassop Front Street Regeneration: Clls Dunn and
McKeon; Interest Declared by Cllr McKeon as a Parish Councillor; Amount: £6,976.00

ii) COUNTY COUNCILLOR ROUNDUP:
Cllr McKeon: A salt bin has been concreted in place in Lawson Road and Millford Way. There is a solution
to fly-tipping at Old Quarrington to the A688. There are to be a row of bollards on Prince Charles Avenue
next to the grassed area. A warning letter has been sent to the DCC allotment owner opposite the
Community Centre because of the fires on this site, which is the first step to losing the licence.
iii) PARISH: See reports in the January minutes
Neighbourhood Plan: The draft Environment section is being completed by Shaun Hanson, who will send
the final draft of the NP to the Parish Council for their comments.
Next meeting: Bowburn Community Centre 19 February Bowburn Community Centre from 6.30pm.
Litter pick: Saturday 7 March – meet at 9.30am in the car park of the Community Centre.
iv) QUARRY LIAISON: No update on an alternative bridleway through the nature reserve.
Richard had seen an unusual increase in the number of lorries going into the Quarry; there was no
information as to why this should have happened.
10. GROUP NOTICEBOARD: i) Banner: The group are making enquiries about insuring the five banners.
ii) BVC: Issue 94 is being prepared; articles plus photos should be sent to interchangebowburn@gmail.com
Quiz night: The next quiz night is 27 March from 7.30pm in Crowtrees WM Club.
iii) History: 10 March, Bowburn Community Centre at 7.00pm, for £3.00 is “The Buildings of England”
The History Room is open on Wednesday’s between 1.00pm and 3.00pm.
11. AOB: 14 March - 607 Squadron have a Freedom Parade from Palace Green to Millennium Square.
