3. Security (i) Police: Parkhill Nil; Bowburn 2 criminal damage, 9 Anti-social behaviour, 1 theft from a vehicle.
126 offences of low level anti-social behaviour in the Parish of Cassop-cum-Quarrington area.

4. Minutes: AGM 17 May: The minutes were given provisional agreement by members.

Matters arising: Within the agenda
5. Finances: (i)Income £10 tea/raffle, £69 quiz; Expenditure £11 tea/biscuits, £30 quiz prizes, £3.50 retirement card.
Bank account: Contrary to what Mike was told, the Co-operative Bank plc does not require the bank account details of all the trustees, so it was agreed that he will proceed with the application.
Endowment Fund: Trustees had agreed the criteria for an Endowment Fund overseen by the County Durham Community Foundation (CDCF) prepared by Mike based on the CDCF criteria.
Dissolution of B&PCP – If the Partnership were to close, it was provisionally agreed to leave the monies in CDCF targeted for the Bowburn/Parkhill area. Agreed to proceed to set up the fund after 23 June. Mike
5ii) Raffle prize: M Bell won the prize, kindly donated by R Cowen. Next month G Kitson will donate a prize.
5iii) Quiz: The next quiz is ‘City Sights’ at £1; closing date 13 August 2016.

3 large planters filled with compost and planted with seasonal flowers along the A177 are ordered.

7B Reports:
7Bi) County Durham Plan (CDP): The six week consultation period on the new Plan is from 24 June until 5 August; there are a series of events that people can attend, one of which is on Monday 4 July in Durham Town Hall from 4pm until 7.30pm. It is also possible to respond on line at www.durham.gov.uk/CDP
Gavin Scott has been asked to attend the Partnership meeting on 19 July at 6pm to take questions on the CDP as it affects the Parish area and the Parish Council members are to be invited to this meeting. Janet
Planning issues: Agreed to contact Ramside Estates with concerns about the unfinished former Cooperage building Agreed to contact Janet Maitland to enquire about the predicted start for the refurbishment of the former paper shop
7Bii) Integra61: Integra61 have produced a brochure to advertise Integra61 to the business world.
Representatives are attending the Parish meeting on 20 July at 7pm, and Partnership members are invited.
7Biii) Parkhill has been asked to suggest environmental projects for their area.
7Biv) Community engagement – Planter at Oxford Terrace: Lee Bailey has liaised with Rachel Trew from the Riverside development team about a planter for the top of Oxford Terrace. She is going to have a word with Partner construction about this as there may be planned verge works in the near future.
7Bv) Highways/Environment Group: The local councillors are to purchase 3 seats to replace two in Mary Terrace and one at the entrance to Leyland Close.
Next meeting is 5 July at 6.00pm in Bowburn Community Centre.
Bowling green hedge: DCC will take out the free standing right hand post and cut off the damaged top part of the left hand side post to tidy it up but leave it in-situ to support the chainlink fence, otherwise there are likely to be bits of wire poking out which could pose a safety hazard.
Park Bungalow: Arrangements have been made to make the bungalow secure through DCC property services. Concerning the demolition of the bungalow, this matter is still with both the Council and CISWO legal teams.
Durham Road panels: To prevent parking on the pavement of Durham Road, it was suggested at the Highways meeting that metal panels could be placed between the bollards. Michelle Shearer, DCC, has asked for proof of parking on the pavement of Durham Road, with photos if possible. Action All
It has been suggested that if immediate police action was taken against those parking on the pavement that could prove a more effective remedy than erecting more road furniture along Durham Road.
Meanwhile take photographs of vehicles parking along the pavement of Durham with date and time. Janet
Potholes: The chair has been informed that if the council are not aware of potholes, and have undertaken reasonable steps to ensure the road is safe, they are not responsible for damage caused by potholes.
It is suggested that DCC be made aware of potholes. All
7Bvi) Community Centre: Assistance has been given to Coxhoe Village Hall to provide room space whilst refurbishment work is carried out.
7Bvii) Youth Club: All sessions are successful: The juniors may have transition sessions for Y7/8 as they go into the seniors. The Senior sessions are focussing on drug & alcohol awareness, bullying and internet safety. There are drop-in sessions for young mums with babies and NEETs. The girls group have planned six weekly practical sessions, and the lads group have opted for sport & fitness. There are summer activities with trips on offer plus boxing sessions and a residential for junior members.
Staffing issues – Parish money has been asked to pay for a full youth work programme; 3 staff have left and not replaced.
It may be possible for youth workers in the area to network to ‘share’ staff.

Community gym: New volunteers have had equipment and first-aid training and will shadow an experienced worker before taking a session independently; the gym is open every morning.
7Bviii) Coal column: Geoff Woodcock of Esh informed Janet that the S106 monies from the development are now with DCC so an application for the coal column would have to be made through county.

7Bix) General housing: No updates.
7Bx) School parking: Parking Services, DCC, informed that it does not have the legal powers to enforce offences such as dangerous parking and obstructions. It lies with Durham Constabulary and consequently enforcement action may only be taken by a Police Officer. Therefore residents should contact Durham Constabulary on ‘101’ and request that the area is monitored as part of the local neighbourhood beat.

8. Correspondence: Co-op Local Community Fund. The Partnership has been invited to apply for funding by the staff of our local Co-op between 10 June to 8 July.

9. Reports and matters arising:
9i) EDRC AAP Board Meeting: Key messages: Roger Goodes is Chair of the EDRC AAP and Chris Varty & Jan Blakey are Vice Chairs. Chloe Brown, from Investing in Children, gave an update on the work of the AAP Youth Forum. Sandra Stephenson gave an update on progress since the Participatory Budgeting Task Group and the Joint Priorities Task Group. It was agreed to contribute £10,000 Welfare Assistance Budget to share funding with the Spennymoor and the Great Aycliffe & Middridge AAPs, for an officer to work with the North East First Credit Union. The Chair congratulated all of the Chairman’s Medal Award nominees for their hard work in the community and they were presented with framed certificates.
The next board meeting is Wednesday 13 July in Sedgefield Methodist Church from 5pm.
It’s Up 2U funding: The closing date to apply for between £3000 and £15 000 is noon on Friday 12 August 2016 and the public voting event will take place on Saturday 26 November at active life centre Coxhoe from 10am and 2pm. Voters must live, work, study or volunteer in the EDRC AAP area and be aged 11 years and above.

9ii) Cassop-cum-Quarrington Parish Council 18 May 2016:
There were no changes to the officers at the AGM; Andrew Shutt is chair and Sylvia Raine is vice chair.
At the May litter-pick there had been a shortage of picking tools for the volunteers present, so it was agreed that Cllr. Raine should purchase 6 new ones. However, Cllr. Salisbury offered to provide some purchased by the now defunct Parkhill Residents' Assoc. These were accepted with thanks and used at the latest pick. Parish discussed the probable loss of Youth Provision in the Parish if further funding is withdrawn by the County Council, and resolved to consult with the Youth Club and the wider community on the possibility of the Parish taking over more of the financial burden for this. Next meeting: 20 July 2016; Next litterpick: 2 July 2016
Neighbourhood Plan (NP): The Parish has been given permission to publicise its NP at the Community Centres (Bowburn & Cassop) and the Church of Christ the King on the day of the Euro. Referendum (23 June). People will be asked to register their interest to be kept informed on the progress of the plan, and a handout will be given.
9iii) Quarry Liaison: Work has re-started and a large clearing has been made and care needs to be taken when walking in the area.
10. Group Noticeboard:
(i)Banner: The Centenary banner and the Tursdale Mechanics banner were in Chester-le-Street for the Don Robson memorial.
Eve of Gala and Gala Day arrangements would be published in the June Interchange.
(ii) BVC Interchange: Issue 79 will be ready for distribution at the end of June. The Quiz night on 20 May went well and the next quizzes will be held on Fridays 15 July and 30 September in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: The Resources Room is open every Wednesday 1pm till 3pm.
