3. Security (i) Police: It is hoped that PC Pattison will be able to attend Partnership meetings in future.
Parkhill Nil; Bowburn 2 criminal damage, 9 Anti-social behaviour, 1 theft from a vehicle.
126 offences of low level anti-social behaviour in the Parish of Cassop-cum-Quarrington area.
3(ii) PACT: PACT meetings will continue to take place but are not always well-attended so in future the police aim to go to the public rather than expecting them to go to the police. Next meeting 17 August at 6.00pm. ALL
3(iii) Neighbourhood Wardens: Contact the wardens is 03000 261000 and report environment offences online to DCC or to your local County Councillor Jan Blakey 03000 268685.
4. Minutes: Meeting 21 June: The minutes were approved as a true record and agreed by members.
Matters arising: Within the agenda
5. Finances: (i)Income £5.50 tea/raffle, Expenditure £40.50 rentals; Bank account: Once all checks are done, the application the Co-operative Bank plc account will be complete.
Holding Funds: The Bowburn Village Celebration (BVC) has transferred their funds into the Partnership account. Once the B&PCP July bank statement has been checked and deductions made, the funds will be repaid to BVC.
A representative for BVC thanked the Partnership for holding their funds in the transition period. Mike
Endowment Fund: Trustees will meet on 30 August to discuss the criteria for the Endowment Fund. All trustees
Co-op Local Community Fund. The Co-op has accepted the application to publish ‘The history of Bowburn’ in a softback form, and has enquired about bank details. Janet
5ii) Raffle prize: J Blakey won the prize, kindly donated by G Kitson. Next month S Raine will donate a prize.
5iii) Quiz: The next quiz is ‘City Sights’ at £1; closing date 13 August 2016.
6. Item for Any Other Business: ‘Dog’ bins in the play-park.
7. Current Masterplan: 7A Regeneration Fund:
Planters: Mary Terrace: 3 planters filled with compost and planted with seasonal flowers have been delivered on Mary Terrace and in front of Bowburn Community Centre.
Oxford Terrace: Highways England has given permission to place a planter on the land south of Oxford Terrace. Partner Construction, Hill Top View, has kindly contributed £100 towards the cost of a planter, and B&PCP will liaise with them to co-ordinate any verge works with the placement of the planter. Janet
Durham Road: A member had noticed that planters were placed at the back of the footpath in Lynn Park Crescent, Cornforth Lane; it was agreed to make further enquires to place similar planters in Durham Rd, Bowburn. Janet
Railings along C12A: Julie Anson has contacted Paul Anderson DCC who is making all the necessary checks for the S106 application to replace the railings along the C12A. Julie Anson

The pavement is not in a dangerous state and is not a priority for DCC.
Point houses in Durham Road
DCC conservation does not recommend raking out pointing which is satisfactory as it could harm the bricks and allow water to seep in.
Grass strimming

Check with DCC; Pay Parish Council to do this.
Weeds growing in front houses look unsightly and blight the area; with the help of the Parish litter pickers it is proposed to strim the weeds.
Gas meter boxes in Durham Road
After agreeing that the Partnership could contribute a reasonable sum towards improving this problem, it was agreed to contact all residents in Durham Road to gain ideas as to how to smarten up the gas boxes.

7B Reports:
7Bi) County Durham Plan (CDP):
The six week period for gaining views on the Issues and Options in the County Durham Plan ends 5 August.
Partnership members are invited to the Parish Council meeting on 20 July at 7.00pm in Bowburn Community Centre, to put questions on both Integra61 and the County Durham Plan to Stuart Timmiss DCC. All
Planning issues: Cooperage development: Contacting Ramside Estates with concerns about the unfinished former Cooperage building was delayed until a later date because work had re-started on site. Keep under review. Janet
For information; The secretary made personal contact with Ramside Estates and was informed that there had been serious problems with the building firm in charge of the redevelopment. However a new firm has taken over the contract and the building work is scheduled for completion very shortly.
Janet Maitland hairdressers: A telephone message was received from Mr Peter McDermott, Director of Janet Maitland, on 6 July informing that work had started but quite a bit of asbestos was found which delayed the start; he was sure that ‘you’ would not want asbestos floating round Bowburn. Now that is done ‘we’ have already started.

7Bii) Parkhill: Agreed to remove this item now that both residents groups have been dissolved.
7Biii) Community engagement – Keepmoat and Riverside: Keepmoat supported the Youth Club garden;

7Bv) Highways/Environment Group: Replacement seating in Mary Terrace and at the entrance to Leyland Close;

Bowling green hedge: DCC has taken out the free standing right hand post and made an attempt to tidy up the left hand side post but left in-situ the chainlink fence.
The top of the remaining concrete post is damaged; the metal reinforcement is showing through and looks unsightly. A member offered to straighten the top of the post. Martin
Park Bungalow: Concerning the demolition of the bungalow, this matter is still with both the Council and CISWO legal teams. Keep under review. Janet
Durham Road: Inform the secretary of B&PCP of any parked vehicles on the pavement of Durham Road with photographs, date and time. Janet
Potholes: Report potholes to DCC so that they can be repaired as quickly as possible. All
7Bvi) Community Centre: The summer bookings are going well. The next board meeting is 26 July at 6.30pm
7Bvii) Youth Club: Summer activities with trips are on offer plus boxing sessions and a residential for the juniors.

Community gym: The gym is open every morning and the number of volunteers is increasing which could lead to an increase in sessions; to be reviewed in September.
7Bviii) Coal column: An application for the coal column would have to be made through county.

7Bix) School parking: Residents should contact Durham Constabulary on ‘101’ and request that the school area is monitored as part of the local neighbourhood beat, and give specific vehicle details, date and time of the problems regularly occurring with photographs, if possible.
Members were in support of installing 20mph signs on the approach to the Infant and Junior School. The likelihood of installing these signs is being assessed by DCC. Cllr Blakey
Suggested traffic calming along the C12A in conjunction with the 20mph signs was put on hold until the results of the installed signage had been assessed.
8. Correspondence: Child Sexual Exploitation: If you are concerned that a child is being harmed or neglected call 03000 267979 at any time, 24 hours a day; If the child or young person is at immediate risk of harm call 999.
The Durham cycle rides take place in September – the ‘Big Ride’ is 4 September and the’ Beast’ is 18 September.

9. Reports and matters arising:
9i) EDRC AAP Board Meeting: Key messages: Board Meeting on 13 July at Sedgefield Methodist Church Hall,
Roger Goodes, Chair, delivered a presentation on the County Durham Plan Issues and Options, which is the first step in preparing the plan. The Plan will set out how much development is required in the county up to 2033. This includes jobs, housing and shopping, by directing development to where people want to live and businesses want to invest. It will also set out its approach to protecting the natural, built and historic environment. Lyndsey Hunter gave an update on progress made through and following the Joint Priorities Task and Finish Group meeting held on 30 June.
Mark Edwards, Acting Neighbourhood Inspector gave a verbal update on how AAPs and the Police and Communities Together (PACT) system can work closer together and become more effective. This will be a standard agenda item for the AAPs to allow for partners and neighbourhood issues to bring up to date, local information to the communities at their Board meetings. Board members had received the quarterly project progress report for Quarter 1: April - June 2016 via email. Next meeting: 6 September Trimdon Village Hall, Trimdon Village.
It’s Up 2U funding: The closing date to apply for between £3000 and £15 000 is noon on Friday 12 August 2016 and the public voting event will take place on Saturday 26 November at active life centre Coxhoe from 10am and 2pm. Voters must live, work, study or volunteer in the EDRC AAP area and be aged 11 years and above.

9ii) Cassop-cum-Quarrington Parish Council 18 May 2016:
Discussion took place about possible future support by the P.C. for Youth Services in the Parish. Clerk to provide assessment of possible future effect of Youth Service funding to the Annual Parish precept, based on a spectrum of possible costs. First seasonal grass cut had taken place on various bridleways and footpaths. The new system means DCC pays a grant to the Parish, which arranges its own cutting regime. Next meetings: 20 July (Bowburn) and 17 August (Cassop). Next litterpick: 6 August 2016.
Neighbourhood Plan: NP banners were erected on 23 June in Bowburn/Cassop Community Centre and Christ the King Church in Bowburn, and leaflets were handed out in Bowburn CC as voters were leaving to encourage people to register to receive information about the NP. Handouts were also inserted in to the June edition of the Bowburn Interchange. Nearly 200 e-mail addresses were collected as a result of this.
F Salisbury and R Cowen visited Old Cassop to describe the process of the NP plan; this ensures that all residential areas in the Parish have been captured.
9iii) Quarry Liaison: Work is progressing.
Mr. Johnson of Quarrington Farm has acquired two fields from ‘Tarmac’. The situation regarding the permissive rights agreed as part of the planning application needs to be clarified. Sylvia/Richard
10. Group Noticeboard:
(i)Banner: The Centenary, Tursdale Mechanics and Children’s banners were all marched into Durham on 9 July at the Durham Gala. The day was very well organised, thanks to Mike, and enjoyed by all.
Those who attended the Eve of Gala concert had a good evening entertained by the band DENNIS.
There is the possibility of the Centenary and Tursdale banners going to an exhibition in Bermondsey.
(ii) BVC Interchange: Issue 79 was well received and members commented that it had plenty of information. The Quiz Night on 15 July went well; the next quiz will be held on Friday 30 September in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: The Resources Room is open every Wednesday 1pm till 3pm.
(v) Fun Day 24 September: Booking forms at £5 per table are available from the Community Centre.
11. AOB: There was concern that the general waste bins in the play-park were being used for dog waste, but it was pointed out that both bins can be used for dog waste, but ensure that it is properly wrapped when put into the ordinary bins.
