2. Declarations of interest: Declarations of interests would be made as required throughout this agenda.
3. Security (i) Police: It is hoped that PC Pattison will be able to attend Partnership meetings in future.
3(ii) PACT: PACT meetings will continue to take place but are not always well-attended so in future the police aim to go to the public rather than expecting them to go to the police. Next meeting 17 August at 6.00pm. ALL
3(iii) Neighbourhood Wardens: Contact the wardens is 03000 261000 and report environment offences online to DCC or to your local County Councillor Jan Blakey 03000 268685.
4. Minutes: Meeting 19 July: The minutes were approved as a true record and agreed by members.
Matters arising: Within the agenda
5. Finances: (i)Income £6.50 July tea/raffle, Expenditure £1602.00 3 planters, £5.99 gift to Independent Examiner; Bank account: The new account with the Co-operative Bank plc is now open.
Holding Funds: The temporary funds for Bowburn Village Celebration (BVC), and Project 4Bs are now closed with a transfer of £7143.78 to BVC, and £753.50 to Project 4Bs.
Endowment Fund: Trustees will meet on 30 August to discuss the criteria for the Endowment Fund. All trustees
Co-op Local Community Fund. Awaiting contact from the Co-op in September to see if the application to publish ‘The history of Bowburn’ in a softback form has been successful. Janet
5ii) Raffle prize: R Cowen won the prize, kindly donated by J Blackburn. Next month S Raine will donate a prize.
5iii) Quiz: The ‘City Sights’ winners were M Minto (Durham), J Taylor (Stratford) and D Janes (Pontypridd); the new quiz is ‘Anyone for camping’ at £1 with a closing date of 12 November 2016.

7. Current Masterplan: 7A Regeneration Fund:
Oxford Terrace planter: B&PCP will liaise with Lee Bailey to place the planter in the green at Oxford Terrace. Janet
Durham Road planters: Enquires will be made with DCC to place planters in Durham Rd, Bowburn.
Railings along C12A: Contact will be made with Julie Anson and Paul Anderson DCC to update the progress on replacing the railings along the C12A. Paul Anderson, Julie Anson

Repair surface of ‘old’ Henry Ave – The pavement is not in a dangerous state and is not a priority for DCC.
Point houses in Durham Road – DCC conservation does not recommend raking out pointing which is satisfactory as it could harm the bricks and allow water to seep in.
Grass strimming and weed strimming in Durham Road and from the Chapel to Henderson – Check with DCC; Pay Parish Council to do this. Janet
– Weeds growing in front houses look unsightly and blight the area; with the help of the Parish litter pickers it is proposed to strim the weeds.
Gas meter boxes in Durham Road – 19/07/16 After agreeing that the Partnership could contribute a reasonable sum towards improving this problem, it was agreed to contact all residents in Durham Road to gain ideas as to how to smarten up the gas boxes.
– 16/08/16 Three residents from Durham Rd are in agreement with the refurbishment of the gas boxes. Agreed to cost new gas boxes before progressing. Martin

7B Reports:
7Bi) County Durham Plan (CDP): Representations have been submitted – thanks to Richard Cowen for these.
Parish Council meeting 20 July: Members were encouraged to respond to the consultation. However it was said at that meeting that residents had been disillusioned in the past, when they felt that comments of planning applications were ignored, and the fear was that this could happen again with the representations submitted for the Durham Plan
Planning issues: Cooperage development: Work looks to be nearing completion inside the building; the scaffolding has been removed to reveal an expanse of brick adjacent to Durham Road.
Agreed to check the plans for the faux ‘windows’. Keep under review. Richard, Janet
Janet Maitland hairdressers: Agreed to make further enquiries about the actual start date for the work. Janet
7Bii) Community engagement – Keepmoat and Riverside: Riverside hope to have a community engagement event at the Fun Day on 24 September.
7Bv) Highways/Environment Group: Replacement seating in Mary Terrace and at the entrance to Leyland Close;

Bowling green hedge: A member has checked what work is needed and will tidy the top of concrete post. Martin
Height bar: Cllr Blakey has been quoted £2200 to install a height bar; this charge is being considered. Cllr Blakey
Park Bungalow: The possible demolition of the bungalow is still with both the Council and CISWO. Janet
Durham Road: Inform the secretary of B&PCP of any parked vehicles on the pavement of Durham Road with photographs, date and time. Janet
Potholes: Report potholes to DCC so that they are aware of them and can repair them as quickly as possible. All
7Bvi) Community Centre: Bookings have not been down over the summer period. An application has been made to the AAP to refurbish the Left Hand games room. NB The next board meeting is Monday 19 September at 6.30pm.
7Bvii) Youth Club: Summer trips have been well attended with more planned over the next few weeks. The area Junior residential to Bromley Grange was a great success. The young people took part in all the activities, made new friends and had a great time. Summer youth clubs start next week: Tuesday Junior youth club followed by the Senior session, and Wednesday Boxing followed by Senior youth club. The decoration of the building is complete and looks fantastic; we now have a clean, bright place to meet, and the garden has been cleared.

Community gym: The gym is open every morning and opening times will be reviewed in September.
7Bviii) Coal column: An application for the coal column would have to be made through county.

7Bix) School parking: The cost of installing 20mph signs on the approach to the Infant and Junior School would be £13 000 to Local Members, increasing to £18 500 if an education programme is included. On hold. Cllr Blakey
Members at this meeting thought that the signs may not be effective and double yellow lines combined with high kerbs monitored by the Neighbourhood Wardens would be more useful as the number of houses increase resulting in an increase in traffic. It was questioned whether R Hogg had responded to our previous enquiry as the purdah period was now well over. Janet/Cllr Blakey
8. Correspondence: Improvements in fares are planned for young people and students across the North East Combined Authority (NECA) area on Go North East services. (Arriva have a similar scheme).
Ron Hogg Police Commissioner 2016-2021: R Hogg would like feedback on his draft ‘Police, Crime and Victims’ Plan by completing an online survey at www.durham-pcc.gov.uk
Leazes Bowl: 22 August, or earlier, there will be no right turn at Leazes Bowl roundabout onto New Elvet Bridge.
9. Reports and matters arising:
9i) EDRC AAP: The Medium Term Financial Plan ( MTFP) Budget Consultation will take place during September/early October this year and will be launched at the Board meeting on the 6 September in Trimdon Village Hall before being cascaded to existing meetings and events happening within the AAP. It is important that local people are informed about the Budget situation, approach and proposals and participate in the consultation.

9ii) Cassop-cum-Quarrington Parish Council 18 May 2016:
Next meetings: 17 August (Cassop) and 21 September (Bowburn). Next litterpick: 3 September 2016.
Neighbourhood Plan: The Plan will be relaunched on 24 September at the Fun Day when a questionnaire will be available for residents. The database now has 210 addresses and anyone who has not been contacted should contact the Parish on ccqneighbourhood@gmail.com
9iii) Quarry Liaison: Richard has been in touch and the claimed permitted right of way is being looked into.
A huge amount of excavation work has been done and it seems that extraction will take place soon. Sylvia/Richard
10. Group Noticeboard:
(i)Banner: The Centenary banner was taken to the funeral of Davey Hopper and will be seen at the Heritage Open Day at Hilton Castle and the Fun Day in Bowburn.
(ii) BVC Interchange: Issue 80 is in progress; please submit articles by the end of August.
The next Quiz Night will be held on Friday 30 September in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: The Resources Room is open every Wednesday 1pm till 3pm.
(v) Fun Day 24 September: Tables are £5 and booking forms are available from the Community Centre.
11. AOB: Seat in park: It was hoped that a place could be found for a second seat in the play park.
