GENERAL MEETING
Tuesday 20 June 2006 from 6.30pm to 8.30pm

2. Sgt D Turner, PC Cockburn:
Bowburn is recognised as a Ôhot spotÕ and police have seized alcohol and targeted acts of vandalism. Discussions are taking place for an Ôalcohol free zoneÕ, which would be signposted. It is hoped to have an ÔOver 21Õ scheme or ÔChallenge 21Õ scheme where people have to prove their age. The bus shelter in Prince Charles Avenue has been removed to discourage unwelcome groups. The MPÕs support has been sought in moving forward the improvement of the Coop area. Residents are being asked to how their lives are affected by anti-social behaviour. There are no powers for Disposal Orders at the moment. Helicopters will video incidents such as off road bikes then investigate the evidence. A motor bike have been seized and crushed to send out a message that action will be taken and bikes have been sold as a result of this action.
A member hoped that the police could report on cases in the Interchange or at the Partnership meetings in an endeavour to break the culture of people not bothering to ring the police.
Another member felt that it was good for morale to know the outcome of an incident.
A member asked if certain crimes were downgraded in priority but was told that was not the case.
Sergeant Turner explained that he is set targets and his area is the best performing team, which means it has the highest percentage of cases that are arrested, charged and more importantly convicted.
PC CockburnÕs report from 17 May:
Cassop - 1 criminal damage; Parkhill Ð 1 criminal damage; Bowburn - 2 arson, 4 thefts, 3 criminal damage Youth nuisance has gone down except on the Industrial Estate where extra patrols are being sent.
A member was concerned about the dangers of disused containers and PC Cockburn said that one firm has been advised to dispose of old containers and renew fencing.
3. Minutes of last meeting and matters arising Ð 16 May 2006
Correction Page1: The name of the CCTV firm should have been BaydaleÕs.
Having noted this correction the minutes were taken as a true record by R Walsh and K Calvert.
Matters Arising:
Page 2: A member referred to the flood area in the Rec saying that there are water voles in the area.
C Feenan is aware of that.
Page 4: the rep for the swimming pool at Kelloe noted that there had been a successful meeting.
4. Report and matters arising Ð Trustees 30 May/14 June 2006:
Recreation Ground: There was concern about the terms (including length) of the City CouncilÕs lease from CISWO; wanted to ensure that the project was compliant with Disability Discrimination Act requirements and have this reported on.
CCTV: agreed that three options be sought from Baydales and the City Council for the use of CCTV in the Coop area around what measures were possible, costs, which agency has legal responsibility, and other options for the village. Agreed to have this matter referred to the Environmental Group.
Agreed to invite Sgt Turner to a General meeting.
Bank signatories: The following trustees would be signatories R Walsh as Vice-Chair, J Halford and
D Whittaker to overcome the interests of trustees when it came to the Community Chest payments.
Application Form for Regeneration Fund: A start has been made on amendments which will be completed at a special meeting on 14 June.
Special Meeting, 14 June 2006: Both the Application Form and Notes for Completion were amended.

6. TreasurerÕs Report: Balance to date: General Fund - £341.98, Home Front Recall - £106.67,
Centenary Fund - £3688.19, Community Chest Ð Nil.
The CVS is arranging to give professional advice on preparing accounts for monthly meetings, the AGM, and the Charity Commission.
Janet announced that this free service was available for all voluntary groups from the CVS on 384 4801.
7. Community Chest: There were 5 applications.
Parkhill Residents Association: recommended and approved to give £995.31
Crowtrees Football Club: recommended and approved to give £668.56
Bowburn Boys & Girls Football Club: recommended and approved with the proviso that a second quote is provided before the bid is sent off.
Bowburn Bowling Club: recommended and approved to give £3381.53
Bowburn Infant & Nursery School: recommended and approved to give £740.62. J Blackburn and A Shutt declared an interest in this application.
It was pointed out that only 2 officers recommend the bids for the Community Chest to a General Meeting but it is the members who give the final approval to all successful applications.

9. Reports:
> Carol Brown Ð Community Development Officer:
There will be a July launch for the Apprenticeship scheme. Everything is in place for the Centenary. M Bell is leading the Heritage project through the History Group. The members of the Youth Group have discussed their project. The Community Centre is getting information for refurbishment.
> Masterplan Ð Leader of each priority group to give monthly update.
> Highways: Unchanged

> Unadopted Roads: Unchanged
> Recreation/PARC:
Cycle and walking track are incorporated in the trim trail; Parking will be available next to the bowling green; Sensory garden is smaller, Main football pitch will be floodlit, Biodiversity area will move to the side of the Rec.
Consultation events will be held around the village during the week; Public event in the Community Centre is on 11 July; Final exhibition is on 23 July at the Birthday Party.
All the results will be put together for a meeting at the end of August.
A member asked about the cost of the PARC project, but Carol will need the funding figures before she can comment on this, which would probably be in September.
> Community Centre: Fiona Brettwood outlined her previous feasibility study she did for the Centre, which was followed by a discussion on possible refurbishments. There will be a further meeting with Fiona. Agreed that the car park be used: permanently, to start a Ôwalking busÕ to the Infant & Nursery School; and for the Centenary Celebration on 23 July. Questionnaires about the use of the Centre have been distributed through the Interchange.
> Church: The roof has been boarded up.
> Parkhill: Representatives from Parkhill have met with the City planners, who advised on an overall plan of the play areas for Parkhill, which will be delivered in stages. Plans were shown to members of the football field for the older children, and the green in the middle of the estate for the younger childrenÕs play area. There will be a consultation event for the plans.
A member thought the central green at Parkhill was dangerous as a play area for young children, but was told that the roads around this green were estate roads and the area would be fenced off. It had approval from the Police but not from the City Council.

> Heritage: The group have met Carol to assess their plans.
> Centenary. The events for the Birthday Party are being finalised. There was a request to put out the bunting from the beginning of July.
> Regeneration Working Group: Already dealt with earlier in proceedings.
> Parish Council: At the AGM Maggie Robinson was re-elected as Chair and Howard Armstrong as Vice Chair. The Police report was as given out earlier in the meeting. The hanging baskets were delayed because of the tragic death of Mr. D Ward. The Parish gained Highly Recommended award for the Millennium Garden. The audit gave a good report of Ôgood housekeepingÕ.
Maggie would like to point out that members of the Parish Council give a voluntary service and do not get paid.
There will be a village clean up on Saturday 1 July at 9.30am from the Community Centre.
