3. Minutes of last meeting – 20 December 2005
The minutes were accepted as a true record by K Calvert and R Cowen
4. Matters arising:
Richard Cowen informed members that he had been contacted by the quarry about a
meeting, but it had been cancelled.
Asked if he was going to be the rep, Richard said he may not be available to attend
all the meetings. Ron Jackson agreed to be the Partnership representative.
5. Items of Other Business – register issues for item 11:
R Cowen asked the Partnership to discuss the very obvious Burnhope Mast.
C Whitfield asked if members would select a rep for the PARC consultation event.
P Dawe asked if members would select a representative for a PR film by Keepmoat.
6. Treasurer’s Report:
Robin sent the following information.

(Debits) Cooperage FC = £1970.00, Homing Society = £1650.00

It was pointed out that the December minutes showed the Cooperage bid as
£1975.00 and the Homing Society as £1645.00
A member mentioned that unspent lottery money must be returned.
The Partnership is aware of this.
17. Community Chest:
There are two new applications.
Oaktree Darts (Electronic Scoreboard, No Dor Dartboard) recommended and
approved £485.27
Keumgang Taekwondo Clubs (Trainee equipment) recommended and approved
£918.75
A member asked what happens to the Taekwondo equipment if the club moves. A
discussion took place and there was the suggestion that the Partnership should have
the right of a clawback clause. Another said would have to take advice on this being
a retrospective agreement. The trustees would report back on their decision. The
Partnership had approved the bids tonight so they would have to go through.
Maureen explained that the last four bids had gone through too late for the Xmas
payment, but would be paid out as soon as the cheque arrived.
Applications approved to date total £18 384.96
Maureen distributed photographs of the delivery of the cabin for the Homing Society.

>Secretary asked quarry for proposed liaison committee (03/01/06).No reply

>Secretary to traffic section of County Hall expressing concern about markings on
B6291 approaching the roundabout from Parkhill (Leter03/01/06). No reply received.
>Secretary expressed concern over the holes in the Rec. near the old BMX track
(Letter 03/01/06). No reply received.
A member commented that the police advised that the road markings at Parkhill must
be adhered to.

9. Reports:
Carol Brown (Community Development Worker) introduced herself as the community
worker for Bowburn. She has had the official handover from John Tindale and Lee
Kirby and all queries should be directed to Carol at Byland Lodge.
She revisited the information given by John at the December meeting concerning the
apprentice scheme and added that she will give a presentation in school to the
Bowburn/Parkhill children who will be leaving in June 2006.
A member asked if those up to 25 years were being targeted, and Carol answered
that there had been very little take up from this older age group, but they would be
offered places if there was no take up from the younger ones, and she was happy to
take the names and addresses of those up to 25 who were interested in the scheme.
Members were informed, by Mike, that the scheme was for building related trades,
and it was asked if this covered office staff related to the building trade.
Mike said that he would check if GONE would allow this.
Carol Brown has met the PARC group to further their application.
2Masterplan: Carol suggested that members should take the list of priorities and agree
to between five and eight items for the next meeting and she also felt that some
items in the prioritised list could be combined e.g. all Community Centre related
projects.
Mike asked if he could add a 29th item, concerning small environmental projects, to
the list as he had been told it would be included and it had not been.
A member suggested that this could be inserted into ‘Item 2’, “a ‘tidy up’ along the
main road”.
Members agreed to change the wording of ‘Item 2’ to read;
“Organise minor environmental works along the main road and throughout the
villages.”
A member felt it was time to stop consulting and make a decision.
Carol suggested that a decision be made at the February meeting so that interested
members/groups could work on the bids and come back to the Partnership with their
findings.
Regeneration Working Group: Has not met since the last Partnership meeting.
Parish Council: PC Cockburn’s report indicated the instances of burglary, theft,
assault, and criminal damage in the villages. A community development worker
would attend the next parish meeting to talk about her role with the city council.
Bowburn and Cassop community centres are to receive £2100 for necessary work,
and all groups that applied for grants have been given them. The Parish AGM is to
be held in April of each year, and the general public can attend all meetings.
The garden competition was won by (1) Mr. R Aitchinson from Bowburn, (2) Mrs.
Ward from Parkhill. The ceremony will be held in February.
The Cassop Grange Farm footpath is being attended to by the Rights of Way Officer.
Vandals have broken glass vases in the cemetery and strewn the glass on the paths,
which is both distressing to visitors and a danger to cars and other transport.
Outreach Workers: No representation
Trustees: prioritised the Master plan into a condensed list, omitting repeated items
and drawing attention to items that can be omitted because they have received
funding from the Community Chest.
12 Villages/SRB6 Representative: are applying for Company Ltd By Guarantee. The
group had queried why they did not have a representative on the Paralegal Course.
They have received £3000 grant for learning in deprived communities. 12 courses
have been set up and a leaflet will be printed about them. The launch of the sensory
trail will be in April/May and the Partnership is invited. There is to be an independent
report on the 12 Villages. Information on funding was given to the secretary. Free
training of NVQ Assessors was given by Project ONE.
10. Group Noticeboard:
Banner: announced a talk by Arthur Moyes on Friday 27 January, and the next
meeting is at 2pm on 19 January.
Bowburn Website: None
3BVC: The next edition of the Interchange will be a Banner Special, followed by a
general news edition in March/April. Next meeting is at 6pm on Thursday 19 January.
Centenary: Plans are underway for a Folk Night in July, and for the design of a
presentation medal for the children up to the age of 16 years.
Community Centre: Centre had been closed over Xmas. Next meeting 23 January.
Football Teams:
>Boys/girls: have won a majority of their games. Children who attend school
coaching courses will receive a certificate signed by Sir Trevor Brooking. In the
holidays there will be similar courses in the village. Alan has his licensed coaching
badge. With council permission, under 5’s should be able to play. Disabled players
are not excluded from playing. Equipment is on order and the rain jackets have
arrived. To save costs they are hoping to have flood lights around the pitch.
>Cooperage: The two matches played after Xmas had not gone well, but the
manager is optimistic that results will improve.
History: No meeting.
PARC: have met with Carol Brown and are getting things moving again.
Youth Centre: No report but, it was noted that Joanne Eden was now doing outreach
work in Bowburn with Jon Niblo as well as being the principal youth worker in the
Youth Club.
11. Any Other Business:
>The PARC officers asked for a representative from the Partnership to attend a
consultation meeting on 9 February.
As this meeting is before the next Partnership meeting it was decided to elect
representatives in AOB. They are Ron Atkinson and Dawn Whittaker.
>The makers of the PR Film for Keepmoat would like someone from Bowburn to put
his/her view of the regeneration. After some discussion Paul Dawe was selected.
>It was felt that the Burnhope Mast is very obvious, but there is little that can be done
about it. However, perhaps R Cowen may like to ask for a report about it?
>A member objected to a document that suggested that Bowburn/Partnership were
not doing anything about the vandalism in the bungalows.

Meetings are held on the third Tuesday of the month.
