2. DECLARATIONS OF INTEREST FOR THIS MEETING: Declare interests when appropriate
3. SECURITY: Police report 08/05 to 12/06
Burglary: 4 reports including burglaries at the South Industrial Estate which has now been put forward as a
Police target hotspot. Investigations ongoing. Theft: 14 reports including thefts from the Shell Petrol Station,
Bowburn Services, Family Shopper, and Coop. Investigations ongoing. Criminal damage: 4 reports
including windows of residential properties being put out - increased Police patrols in the area.
Investigations are still ongoing. Anti-social behaviour: 12 reports of anti-social behaviour including noise
nuisance regarding mopeds around Bowburn Medical Centre and issues with youths around the Family
Shopper and China Delight. The same youths are being investigated by the Anti-social behaviour team at
Durham County Council who are currently working through their escalation process.

4. MINUTES OF GENERAL MEETING 21 May 2019 agreed.
MATTERS ARISING: All on the agenda
5. FINANCES: i) Treasurer’s report: Jackie Richardson has agreed to take the position of treasurer; Mike is
assistant treasurer during the handover.
Mike updated the finances with income from the Tea & Raffle and Quizzes, and a spend of the Quiz Prizes,
Bird Boxes and backup hard-drive, leaving £7911.53 in total of which £1310 is unrestricted.
The secretary requested a toner cartridge for the printer. JANET
Agreed to make enquiries about repairing damaged gas boxes on Durham.
Donna to record the required house numbers DONNA
A donation of £1000 was made to the Acorn Fund within CDCF.
ii) Raffle: D Paget won the raffle kindly donated by J Geyer. M McKeon to bring the prize in July. MAURA
iii) Quiz: New quiz ‘Bodycare’ £1 per copy, return by 17 August 2019.
6. ITEMS FOR ANY OTHER BUSINESS: Fly tipping.
7. LOCAL REPORTS: i) PLANNING: The Durham Plan goes to full council tomorrow, Wednesday 19 June.
County Hall: Durham City Parish is preparing a challenge.
Hill Top View footpath: It is hoped that DCC will create the path from Hilltop View to the A177 and repair the
railings when the works on the MW roundabout are in progress. COUNCILLORS
Works are taking place on the island approaching the MW roundabout, rather on the pavement next to the
railings.
Parkhill site Nature Trail: Make further enquiries about a meeting to create the Nature Trail. JANET
Now that the Coal Column will not be constructed in Bowburn, a consultation will take place in Parkhill to
spend £50Th of S106 monies from the Parkhill development on % Art.
‘Old’ Coop area: A DCC officer visited the site, but there is no report.
ii) Community Centre: At the last meeting it was agreed to replace the carpet in the main foyer.
For information the Community Association would be able to apply to the AAP small grants fund for the
carpet.

iii) Youth Centre: The Centre is closed this week to install the air con and heating in the hall which will
enable more bookings.
In half term the young people had an enjoyable trip away. Plans are being made for the Summer Holiday
Activities project.
iv) Bowburn Primary School: Both schools have sent their thanks for the Bird Boxes and Richard has
offered to give them a talk on local birds.
A planning application has been put forward for approval in September, depending on the responses; if
successful, contractors would be appointed in September 2019.
It was asked if all children in the area would get places.
Cllr Dunn explained that the school was planned around the numbers in the village and future development.
It was asked about the future of the Infant School building?
The Chair informed that the building has been included in the Neighbourhood Plan as a Heritage Asset.
The Councillors have had talks with DCC Assets Team about developing the land for Social Housing and
protecting the building. Part of the site next to the beck is protected by a SSSI.
8. CORRESPONDENCE: Archaeology volunteers: Durham University appeals for archaeology project
volunteers. Initial workshops will be held this summer before fieldwork is carried out between summer 2019
and summer 2020. Final workshops are expected to take place in summer 2021, followed by a conference.

Community energy fortnight 22 June – 7 July: Events will be held to empower future generations to fight
climate breakdown.
9. REPORTS IN THE WIDER AREA:
i) AAP Next Board Meeting Monday 20 May: Parish Cllr Dowson was appointed as alternate Parish/Town
Councillor rep on the Board. M Gray was appointed Chairperson for 2019/20. J Straughan-Hawley was
reappointed as public representative. Cllr Robinson was appointed as Vice Chair (Members) and J
Straughan-Hawley as Vice Chair (Public Rep). Cllr McKeon, outgoing Chair, was thanked for her support
with Board business and role on the Joint Priorities Task and Finish Group. Thanks were given to M Gray
and J Straughan-Hawley for acting as Vice Chairs, and standing in as Chair. S Howell, Head of Culture &
Sport delivered a presentation on Sedgefield Sports Developments, then took comments on the DDC
Section 106 Board about the allocation of resources for sport.
Jane Bellis reported on the Joint Priorities Task and Finish Group; all monies were allocated for 2018/19.
Sgt Alex Clarke gave an update on local policing information.
The following Neighbourhood Budget project; was shared with the Board:
Scheme: Defibrillator; Councillor Brown; Interest Declared No; Amount £1,369.00
The Board agreed for this project to go ahead.
Next Meeting: 18 July starting at 5pm in Trimdon Community College.
ii) COUNTY COUNCILLOR ROUNDUP:
Cllr Dunn: It was a relief to see that the hold-ups on the MW junction were not such a problem as predicted.
Cllr Blakey: Reported problems of slippage in the churchyard at Quarrington Hill may result in its closure.
It was said that comments on this problem could be made on the proposed Tarmac planning applications.
iii) PARISH: Cassop-cum-Quarrington Parish Council meets on 19 June in Cassop
Next Litter-pick: 6 July meet at 9.30am in the Community Centre car park.
Neighbourhood Plan: Awaiting feedback from DCC on the ‘health check’
Art piece: The Parish Council will discuss the procedure for choosing a new piece of % Art on 19 June.
iv) QUARRY LIAISON: The “Blue Path”. The path that has been closed since the land was sold. A meeting
on 25 June will discuss an alternative route.
10. GROUP NOTICEBOARD:
i) Banner: Preparations are being made for the Eve of Gala concert on 12 July which includes unveiling the
second mural and naming a room ‘Ann Gething’; the Gala Day parade is on 13 July with a bus into
Durham.
ii) BVC: Issue 91 is at the printers.
Quiz night: The next quiz night is 26 July 2019 from 7.30pm in Crowtrees WM Club.
iii) History: The History Room is open on Wednesday’s between 1.00pm and 3.00pm.
Bill Armstrong gave an excellent talk on ‘A pineapple church’.
The 2nd Tuesday talks resume in October.
11. AOB: A trailer appears to be abandoned on the C12A road. Enquiries are being made.
12. NEXT GENERAL MEETING: 16 July at 6.00pm in Bowburn Community Centre
