ANNIVERSARY CELEBRATION - 10 years of Bowburn & Parkhill Community Partnership

The Deputy Mayoress, Councillor Jan Blakey, opened the celebrations to commemorate the 10th Anniversary of Bowburn & Parkhill Community Partnership. The Partnership welcomed Ashleigh Walker, who along with Katie Roberts, created the art work for the Partnership logo and the following visitors and members from the past and today:

The meetings for 2014 are – 14 May, 9 July, 17 Sep, and 12 Nov: 6pm in Bowburn Community Centre.
2iii. Neighbourhood Wardens: No report this month
3. Minutes: The minutes of 18 February were approved as a true record and agreed by members.
Matters arising:
>Children’s Home in Durham Road West re planning permission: Enquiries are being made into the timing of opening the home; planning permission could have been more relaxed at that time. Cllr Blakey
A planning application in Annfield Plain is not the same type of residential as that in Durham Road West.
4. Finances:
Income: Quiz - £112.00; Tea & raffle income, net of costs for January - £5
Payments: Affiliation fee, Quiz prizes, Room hire
Income and expenditure relating to the Fun Day - £5 stall fee
Raffle prize: W Bates won the prize, kindly donated by J Blakey.
Quiz: The new quiz, at £1, for prizes of £20, £10, and £5 is ‘It’s Entertainment’. Closing date is 17 May.

6. Current Masterplan:
6A. Regeneration Fund:
Romaine Square: Works to improve access to the bus stop area are complete.
A litter bin will also be installed and maintained by the Street Scene team.
A member said now that a footpath has been laid to the bus stand the residents would like a footpath in front of all of Tweddle Terrace and Castle Street.
Community Centre: Invoices have been received for the chair lift and the stage lights. An application to the Regeneration Fund will now be completed.
6B Reports:
i) 10 Year Celebration: Members thanked everyone involved, especially the secretary, for organising the 10th Anniversary celebration
ii) Highways:
> Speed humps on Tail-upon-End Lane: Awaiting a start date
> Now that the lighting on the cemetery road is not going ahead the local members, after some discussion, agreed to repair the pavement and install bollards on Durham Road to protect the residents, and to remodel the fencing opposite the junction of the C12a and Tail-upon-End Lane
>Infant School Parking Re - Waiting Restrictions Orders: Attention was drawn to the situation outside the Infants School. Parking here to drop off or collect children leads to a dangerous and totally unacceptable situation on a considerable length of Crow Trees Lane, including much of the length down the hill leading to the Old Quarrington road. This is particularly problematic in view of the bend
>Daisy Field entrance: The plan shows sight lines either side of the proposed entrance to the housing estate on the bend for a distance of 160 metres; the road is not being narrowed but it was commented that the entrance would have to be re-modelled on the same level as the C12a to be able to see the stated distance.
>Bollard opposite Community Centre: It is hoped to install two parallel bollards across the footpath
A member asked for the oil spill on Durham Road to be cleared as soon as possible. (Cllr Blakey)
iii) Parkhill: The Parkhill Residents Association will meet on 8 April in Bowburn Community Centre.
iv) Community Centre: See 6A for chair lift and stage lights.
The Centre is doing well. 7 people attended a licencing course and the Centre hopes to get a full alcohol licence.
25 April Brenda Collins will give a performance (over 18s only) on behalf of the Banner Group and the Centre.
Tickets are available from the Centre at £3.00 each. This is a joint event with the Banner Group (Item 9).
Next meeting is the AGM at 6.00pm on 26 March followed immediately by a General Meeting.
v) Youth Centre: The Area Youth Worker has been reappointed, which is very good news for Bowburn. Grants have been awarded to enable outings in the holiday.
vi) Environment: The secretary will continue to liaise with Mr Paul Armstrong every two months. (Janet)
vii) Planning: Grange Park Estate aka The Daisy Field:
The Chair wrote to the inspector to address the points in last month’s minutes.
viii) Housing: None to comment on.
6C. County Durham Plan:
There seems to be some confusion concerning the Pre Submission Draft reading 470 houses for Bowburn with no site allocations. However Gavin Scott (DCC) states that there are no new housing allocations in the Plan for Bowburn and that he will check all of the housing numbers before the Examination.
Neighbourhood Plan: The designated body is the Parish Council, which has applied to have this status.
7.Correspondence:
>Big dig day at Old Durham Gardens 22 March 1-4pm. Take part in de-wintering the gardens and learn about the origins and future plans for the garden. There are 4 other projects in County Durham
>Lyn Boyd sent Best Wishes to yourself (Janet) and all other members of the partnership – past and present.
>Pat Wilcock emailed “Thank-you for the invitation to the celebration of the Partnership tonight. I do congratulate and thank everyone for the hard work and successes they've had over the last 10 years”.

i) AAP - East Durham Rural Corridor Area Action Partnership Board Meeting 22 January: Key Messages

Community Resilience: Get your village/centre/self ready for an emergency
Digital Durham: Super broadband coverage is increasing in the East Durham Rural Corridor
AAP Funding Arrangements 2014/ 2015: £120K to each AAP plus additional £20,000 for initiatives to improve health (£10,000) and to help manage the implications of Welfare Reform (£10,000).
This will give AAPs a total resource of £140,000 in 2014/2015.
It is suggested that AAPs do not align more than £40,000 per year of their Area Budget to a combination of Participatory Budgeting and Small Grant Schemes
Voices Project: Young People supported by Investing in Children to manage £40K of funding for youth group and a Participatory Budget. There will be 6 x Youth Forum Meetings in the year; 3 x Agenda Days; 6 x Councillor Surgeries; Staff Time; Young Persons Travel
Healthy Horizons: Bid for funding for over 55s
Durham Community Action – Community Engagement Project
Chairman’s Medal 2014: 4 people were nominated to go forward for a medal in our AAP area.

ii) Parish Council: Meeting, 19th February 2014
Hallam Land Management & ID Planning gave a presentation about their proposal for a development at Park Hill. They pointed out it was smaller than the original plan by Redscape, being for only 190 houses. However, Councillors suggested local people would still not be happy with the plan.
As there had been no request from the electorate for an election to fill the vacancies left by the deaths of Parish Councillors Jan Chambers and Muriel Marsden, it was agreed to co-opt two new members. The new members are John Johnson of Bowburn, and David Chambers of Park Hill.
As part of the ongoing commitment to support policies included in the Parish Plan, Councillors agreed to donate £300 to Bowburn Art Group, run under the auspices of the PCP, mainly for older residents of the Parish.
The next meetings are 19 March and 16 April in Bowburn Community Centre.
Litter picks 5 April and 3 May weather permitting – from Bowburn Community Centre at 9.30am.
iii) Quarry Liaison: It appears that the quarry has been mothballed at present.
9. Group Noticeboard:
>Banner: There is a Brenda Collins concert on Friday 25 April, tickets are on sale now. Music from “Brassed Off” by Oil Lamp Productions is the Eve of Gala entertainment on 11 July, with no age restriction.
>BVC: The next issue of the Interchange is out in March. Delivery rounds are to be collected from the Community Centre. Please contact Mike Syer if you could deliver the Interchange in your area.
Quiz Night – The Quiz Night in February was very enjoyable and the next quiz is on Friday 16 May in Bowburn Club lounge at 7.30pm.
>Credit Union Bank: The collection point is open for banking and information on Fridays from 11am to 12 noon in Bowburn Community Centre, when new members can also join.
>Fun Day: The Fun Day is on Saturday 27 September. There are a variety of attractions; Climbing wall, T cups, Swing boats, Fun house, Creepy crawlies and more. Stalls will be £5 as in previous years.

If you enjoy and want to see the Fun Day(s) continue please come along to the next meeting on 3 June at 5pm in the Youth Club to help organise this year’s event.
>History: The meeting this month will be hosting a talk on the Medieval Walls of Durham given by Richard Annis.
