Minutes of Trustees Meeting

2. Minutes of last meeting – 30 March 06: Accepted as a true record by D Whittaker and N Dixon
3. Matters arising: On the matter of VAT J Tindale emailed to explain that if a project was led by the City Council then they would reclaim VAT and exclude that cost from the project. If a group, who is not VAT registered, is the applicant then it is probable that VAT would have to be paid. One trustee noted that if the City was leading a bid, in effect, it bypassed the Partnership.
4. Matters arising from General meeting, 18 April: It was suggested that the Water Authority is contacted to draw attention to the House of Lords Case and the consequences. However it was decided that they should be given a reasonable time to rectify the matter.
There have been queries about the Community Chest concerning groups who have not spent the total £5000. They would like to make a further application, as long as it makes their total spend £5000.
JT agrees that this is acceptable, but it could restrict the number of groups who benefit from the Chest.
Trustees had no objection to looking at a further application on its merit and allowing an aggregate spend of £5000.
5. Correspondence:
>The BVC group would like to spend a surplus amount from the Community Chest in a different way from the application. Because they had a cheaper estimate for printing they can expect an under spend of at least £500 and would like to print the other two 2006 editions in half colour. There were no objections to this request.
>Joanne Eden, youth worker, has asked for the feelings of the trustees to the young people attending the general meetings. Trustees agreed to give them a slot on the agenda, when they might want to give their views on, say, the Teenshelter and they would not have to stay for the full meeting.

7. Treasurer’s report: The annual accounts have gone to the CVS to be checked for the AGM.
Janet asked trustees to sell Balloon Ride tickets for the Centenary Birthday Event.
8. Regeneration Working Group-Report and Questions: Concerning match funding Brian Spears had said that the situation was no different from the past that is, if the Partnership decided a project did not need match funding then it was not necessary.
SHIP money is overspent, but the shortfall will not be taken from the £1.8m.
Jan Blakey highlighted problems on the sites at Lawson Rd/Philip Ave and it was suggested that a liaison group could be set up with the site foreman. Anti social behaviour is a policing matter. There should be no movement of dumpers between sites.
The Trustees at this meeting agreed that Mike should enquire if JCB’s are insured to go on the road.
F Brettwood reported at the Working Group that she is finalising the Executive Summary, abridged edition, and is waiting for Grimley Consultants to supply data relating to the Indices of Deprivation. She can then launch the Masterplan in September.
GONE is being approached by J Tindale to widen the training opportunities, and the Esh Group is putting a scheme together.
9. Application form for the Regeneration money (£1.8m): Amendments were made to the DCC Flourishing Communities application form and a title of “Bowburn & Parkhill Regeneration Fund” was given to the form.
Janet will ask for the Flourishing Communities Fund Guidance Notes to bring to the next meeting.
10. AOB: Robin aired concerns about the design of a play area having too much emphasis on one particular sport, and ensuring adequate provision and access for the disabled.
Jan Blakey was worried about the breakdown in the relationship with the 12 Villages Network and the City Council and was concerned that the same situation may happen with the B&PCP.
