3. SECURITY: POLICE UPDATE 9/11/2018 to 12/12/2018: BURGLARY No cases. Theft Coop 4
thefts of meat and alcohol; Durham services £350 worth of fuel taken - CCTV enquiries are ongoing;
Durham Road garden gate stolen - suspect identified; Edward Avenue part stolen from electric supply box -
suspect identified. Criminal damage Lawson Road Smashed window - no CCTV in the area; Beaumont
Close damage to front door - suspects spoken to; Durham Road Smashed window - suspect identified;
Durham Road North fence damaged - no suspects identified. Youth anti-social behaviour in the following
areas: China Delight; Edward Avenue; Beaumont Close; Barrington Way; Runcie Road; Lawson
Road; Burn Street; Grange Park Crescent. The main youths involved have all been spoken to,
warned, and given advice about the way they have been behaving.
PACT Walkabout: 14 February 6.00pm at Bowburn Community Centre. PCSO Shaun Banks
explained that the change of time shows that there is a visible police presence when it is dark. It
also allows people who work the opportunity to attend.
4. MINUTES OF GENERAL MEETING 20 November 2018 agreed.
MATTERS ARISING: Integra 61 hope to attend the general meeting on 19 February.
At this meeting a member informed that the contract had been signed between Integra 61 and the
new owner of the first building.
Air quality A comparison of the results in Bowburn is made with the national annual mean air
quality objective of 40 μg/m3. The site is shown on a map accessed from the air quality web page
on the Durham County Council website. (http://www.durham.gov.uk/airquality); enter Bowburn; use
the ‘I’ icon in the top right hand corner to click on the green square where the information for the
site is shown. The result for Bowburn in 2017, when records started, is 31.1 μg/m3. The 2018
result should be available later this year.
Gas box is to be painted when repairs are made to another gas box.
Matters arising from the Trustees Meeting 4 December
Park seat receipt still not received.
History Book It cost £1570.00 to print the history book; Agreed to pay £865.91 from the Coop
Community Fund towards the cost of the printing; Agreed to pay the balance of £684.09 from the
Regeneration Fund, with the agreement of Julie Anson DCC. The History Group expressed their
thanks for this payment.
Redhills seat Once the text is agreed for the ‘token’, the Partnership will be able to sponsor a seat.
Eight tokens are already assigned to the ‘Bowburn’ seat, but others can be added.
Footpath from Integra 61 to the side of 22 Durham Road West; A letter has been written to
Planning emphasising that the footpath is an essential link to the village.
Agreed at this meeting to copy the above letter to Highways, and Cllr McKeon will follow up the
details of the construction of the footpath.

5. FINANCES:
i)Treasurer’s report: £12.50 Income from Tea/Raffle tonight. £10,918.86 balance at the end of
December of which £9283.60 is restricted. The advertising ‘teardrop’ banner (£105, including
stand) was shown to the meeting.
ii) Raffle: J Geyer won the raffle kindly donated by J Richardson. M Ridley will bring the prize in
February.
iii) The new quiz is ‘All at sea’ to return by 16 February 2019.
iv) History book: Sales of the local history book are going well.

7. LOCAL REPORTS:
i)PLANNING: The Durham Plan and Cycling Plan are going to Cabinet tomorrow 16 January.
County Hall is ongoing.
Hill Top View footpath has no progress.
Parkhill site There have been more issues with debris on the road, however there was a response
Keepmoat, but this should not have happened again.
A member at this meeting asked that the same vigilance is given to the poor state of the A688 from
the entrance of the Tursdale site, and during the roadworks for Integra 61.
Nature Trail There is to be a meeting in March.
Bowburn Hall lodges have been approved.
Oak Tree is open, and the pictures show an impressive respite home for children with disabilities.
‘Old’ Coop area The car park will be constructed when the flats are built.
Old Quarrington barn conversion: No update.
Ogden’s renewal application: Access for shoppers is opposite Eden Street via traffic lights, and
commercial traffic would enter via the estate road.
Agreed to comment on (a) both sets of traffic lights being integrated and paid for by the
developers; (b) that air quality may be acceptable now but not when Integra 61 is operational; (c)
when the Bowburn Relief Road is constructed traffic should be directed to the shopping area via
this road.

ii) Community Centre: Trading has been exceptional in December and the pantomime was a
success. There may be a summer panto for adults. The offer of a former dressing room was given
to the Partnership, Parish and Councillors for storage and meetings.
iii) Youth Centre: Christmas Party: Another very successful Christmas party for children in the
village, organised by our Young Volunteers. This event was funded by CDCF. Focus this term:
Positive mental health, personal safety, healthy lifestyles / sports and cooking, 1-1 sessions with
young people who ask for addition support, young volunteers are planning upcoming events,
Junior youth club will focus on team games, cooking, sports, arts and crafts with a focus on
bullying and anti-social behaviour. Gym: All fitness classes are very busy. Young people take
priority in the event of classes being full and all classes have young people taking part with a wide
range of older members - at a charge of 30p. The Gym is becoming more popular with Young
People taking up monthly membership.
iv) Bowburn Primary School: The access road to the new school has been approved.

v) Speedwatch: The scheme will be described next month.
vi) Bowburn.net: Agreed, on finding an acceptable cost, that B&PCP take on the annual cost of
the domain name (“bowburn.net) which has been paid by George Stoker since the site was set up.
The site is limited because you cannot upload many unlimited items, but links have been created
to B&PCP, the Banner Group and the Interchange.

8. CORRESPONDENCE: All correspondence has been circulated by email.
9. REPORTS IN THE WIDER AREA: M Gray from ‘livin’ has replaced I Walker as the Housing rep
and Vice Chair (statutory partners). K Pounder was welcomed back, he thanked everyone for the
‘get well’ messages. County Durham Housing Group delivered a presentation on the AAP
Business Representative Role and the link with the Housing Group. A video was shown on
Improving 7-day access to Primary Care Access. Head of Service, DCC, delivered a presentation
on The County Vision – Emerging Findings Document. The public consultation closes on 18
January with the final vision document going to the County Durham Partnership Board in May
2019. Jane Bellis gave an update on the Joint Priorities Task Group; Vikings school – Durham
Cathedral; Investing in Children – Children and Young Peoples Research and Campaign Project;
Foundation of Light – Kicks Scale Up. Board members agreed in principle to support the projects
subject to confirmation from members who were unable to attend, as the meeting was not quorate.
There was a verbal update on local policing information and on neighbourhood issues previously
raised by residents. Neighbourhood Budget project agreed: Early Years Foundations Stage
Outdoor Development – Coxhoe Primary School via councillors Blakey/McKeon/Dunn: Amount:
£9,000.00 (£3,000.00 each).
Next Board meeting: Tuesday 5 February from 5.00 pm – 7.00 pm at Kelloe Primary School:
ii) COUNTY COUNCILLOR ROUNDUP: Cllr Blakey recommended that lighting columns are not
considered for removal from Tursdale Road until the Integra development is complete. She hopes
to get sharps boxes around the village so that needles can be safely disposed.
Cllr McKeon reported that the gate at Parkhill has been repaired. DCC is to check a further
flooding problem at Parkhill. The enquiry about Internet reception at Old Quarrington is with
Cabinet at DCC.
iii) PARISH: Report of Cassop-cum-Quarrington Parish Council, 21 November and 19 December
2018
November: Planning Application for reserved matters by Persimmon Homes for 170 houses on
Integra 61 site was discussed. Members agreed planning approval should not be granted until the
roundabout was complete. Joanne Ashworth (Groundwork NE) attended the meeting and
reported the public consultation held about the Coal Column on 20 September had been poorly
attended and inconclusive. It was agreed that Colin Rose, the sculptor chosen for the work, should
be asked to attend a public meeting to discuss the proposed work so as a decision could finally be
made as to whether to go ahead. Members discussed the Remembrance Day Ceremony held on
11 November and all agreed it had been a success. A vote of thanks was given to Mike Syer and
Janet Blackburn for their hard work in organising it.
December: Colin Rose (see above) was to attend a public meeting on 16 January, before the
Parish meeting. This was to be advertised on the Parish website and elsewhere. The
Neighbourhood Plan Steering Group had met prior to the Parish meeting, and a report on the
latest version of the NP was given to members. A member reported a trailer obstructing Bridleway
36; the Clerk was instructed to contact Owen Shaw (P.R.O.W. Officer) requesting a site visit and
removal of the obstruction if still in place.

Neighbourhood Plan: Progressing towards the consultation stage.
Litter pick: Saturday 2 February – meet at 9.30am in the car park of the Community Centre
Coal Column: See above.
iv) QUARRY LIAISON: The next meeting will be in March 2019.
10. GROUP NOTICEBOARD:
i) Banner: Meeting 28 January.
ii) BVC: Thanks were given to help with articles for Interchange 89. Articles and photographs are
being accepted for Issue 90.
Quiz night Friday 25 January 2019 from 7.30pm on Crowtrees WM Club.
iii) History: The History Room is open on Wednesday’s between 1.00pm and 3.00pm.
12 February talk by R Addis on Brewers in Newcastle. Future talks take place on the second
Tuesday of each month.
23 February 9.30am The County Durham Forum for History and Heritage is holding its AGM in
Bowburn Community Centre. 10.00am report from the Forum Chair; 10.15 Mike Syer on ‘Bowburn
Colliery’s early years; 11.15am AGM starts.
11. AOB: A member warned of a potential scam text message suggesting that a Council tax
payment needed to be made.
