GENERAL MEETING - Bowburn & Parkhill Community Partnership - Charity Number 1112151

2. Declarations of interest: Declarations of interests would be made as required throughout this agenda.
3. Endowment Fund: Mrs Barbara Gubbins, Chief Executive, County Durham Community Foundation - CDCF
Barbara gave the history of the CDCF over the past 20 years and its policy of taking separate pots of money to invest in one fund with the profits shared out to each of the separate pots. There is an expectation that each ‘pot’ will be left with CDCF for a lifetime and will increase over time to £25000, known as an Acorn Fund. To protect each investment at the year-end March 2015, the Fund paid out 4% for grant making activities with 1.25% in fees payable. The pay-out need not be taken out in any given year but could be rolled over. B&PCP could make applications to our own fund.
If B&PCP agreed to create a fund there would be agreements to sign. It was recommended to have a launch to advertise the fund and encourage locals to donate to the fund. All donations accrue gift aid which increases the amount by 25%.
B&PCP would set the conditions for grants using CDCF guidelines as an outline.
Applications would be made to CDCF but B&PCP would make the decision on pay-outs to reduce the management fees and CDCF could recommend additional funds to complement an application.

4. Security (i) Police report from PC Cockburn: The beat team were on rest days so unfortunately nobody could attend the Partnership meeting. Crime incident logs for the area since the last meeting are as follows:
Parkhill - No crime recorded; Cassop - 2 garages broken into during the day; Nothing taken from the first garage; Still chainsaw and leafblaster taken from the second. Bowburn - Business burglary at Tursdale; Minor assault at Bowburn Care Home which was dealt with via Restorative Approach; Minor assault involving school children in Surtees Avenue whereby parents did not want any action taken; 3 Cannabis plants found growing in a garage in Leyland Close. One person cautioned for the offence; Shoplifting at Bowburn Services where items taken were cuddly toys; Shoplifting at Bowburn Co-op where foodstuffs were taken. One person charged with the offence; Making off without paying for fuel at Bowburn Services.
In addition to the above we had a spate of garage/ shed burglaries in Bowburn overnight on Thursday 10 March where 8 premises were involved. Roller shutter garages were mainly targeted around the Broadmeadows and Millford Way with various items being taken.

5. Minutes: General Meeting 17 February: The minutes were approved as a true record and agreed by members.
Matters arising Item are within the agenda.
6. Finances: i) Income of £93.40 is £85 cash from latest quiz and £8.40 tea & raffle (25/1/16), net of £1 costs. The £500 is from Riverside Housing grant for the Fun Day.
Expenditure of £15 and £10 is quiz prizes. £120.12 is insurance premium. £90 is room hire and affiliation fees Bowburn Community Association).
6ii) Bowling Green: The Partnership is awaiting the completion of the work on the bowling green and will then contribute £2500 towards the cost, using the grant for such purposes.
6iii) Endowment Fund: Following the discussion in Item 3, members were in general agreement to invest funds in an endowment fund with County Durham Community Foundation (CDCF), after a period of 3 months following the referendum on the European Union. It was also agreed that Mike would look into agreements using guidelines from CDCF. (Mike)
6iii) Fun Day Meeting: Sufficient funds are available to hire a selection of ‘rides’ for 24 September.
6iv) Raffle prize: M Ridley won the prize, donated by J Blakey. Next month R Cowen will donate a prize.
6v) Quiz:
The next quiz is ‘Transport’ at £1; closing date 14 May 2016.

8. Current Masterplan: 8A Regeneration Fund: It was agreed to check the Masterplan for unfinished projects; Postpone decisions until ideas for future projects are in from the Interchange. Janet, Mike
8B Reports: 8Bi) County Durham Plan: The pre-submission draft is due for release on 8 April. Richard
8Bii) Integra61: No updates; Janet Maitland hairdressers has now applied to demolish the garage. Richard
Heath Close: The estate has been named Hill Top View. Agreed to congratulate the site manager, Mr Bill Croft, on keeping the roads approaching the site as clean as possible during working hours. Janet
Keepmoat: Sarah Booth, Community Engagement and Investment Manager, is happy to help with the S106 application for the railings on the C12a.
8Biv) Highways/Environment: Next meeting is Tuesday 5 April at 5.30pm in Bowburn Community Centre.
8Biva) Railings on C12A: Janet is waiting to hear from Mr Brian Kitching concerning the suitability of the quotes from Deerness and G&I. The S106 application to pay for the fencing will be completed when all quotes are verified. Janet, Mike, Richard
8Bivb) MW roundabout markings to Coxhoe: Colin Mortimer A1+ has re-assured me that B&PCP would be contacted with the results of their survey in the near future. Continue to await a response. Janet
8Bv) Parkhill: No update this month.
8Bvi) Community Centre: The Centre is doing well. Next meeting is on Tuesday 22 March at 6.00pm. This is the AGM when all group representatives should attend to keep their affiliation benefits.
Donna Paget will represent the Partnership at future Community Centre meetings.
8Bvii) Youth Club: Members agreed to comment on the consultation on the youth service. Janet

8Bx) School parking: Ron Hogg, Police Commissioner, has been informed of the problem parking outside the schools in Bowburn; to date no reply. It was suggested that cars could park safely in Wylam Terrace. Janet

10. Reports and matters arising:
10i) EDRC AAP Board Meeting: Wednesday 9 March with P Brookes as Chair; J Scurfield (Children & Adult Services) explained the need for a Youth Service Review; J Bellis gave updates on the £40 000 funding for a participatory budget to be spent on capital projects; funding has been allocated from the 2015/16 budget; H Mulhearn (Investing in Children) explained that the Youth Forum needs to recruit more members.
Next meeting AGM/Board – Tuesday 17 May from 5pm in St Albans Church Hall Trimdon Grange.
9ii) Cassop-cum-Quarrington Parish Council:
Planning – The Parish did not object to the police station at 2 Prince Chas Ave being turned into a residential property. SLERP (Street Lighting Energy Reduction Programme): There were objections to street lights being removed from in front of the lay-by and Tursdale village entrance, in response to the County's proposal to remove most of the street lights from the A688 Tursdale by-pass. The meeting held on 9 February was discussed, in which Parish Councillors met with County Officers plus representatives from Coxhoe PC and B&PCP, regarding future provision for primary education in the Parish. After a lengthy discussion it was agreed to inform the County that Parish Councillors are of the opinion that a new primary school in the Parish would be a better use of Council resources than attempts to enlarge the two existing schools, both of which are in need of replacement. The next meetings are 20 April and 18 May in Bowburn Community Centre at 6.30pm. Litter Pick 2 April 9.30am from Bowburn Community Centre.
Neighbourhood Plan: It is the intension to begin a new Neighbourhood Plan. Coxhoe and Kelloe Parishes are considering working with Cassop-cum-Quarrington Parish on a joint Neighbourhood Plan.
9iii) Quarry Liaison: The next meeting is 17 March. There were concerns about the steepness of the new path through the quarry.
10. Group Noticeboard:
(i)Banner: The route for the Banner procession has been decided and is in the Interchange for consultation.
(ii) BVC Interchange: Issue 78 is ready for delivery by the volunteers
The next quizzes will be held on Fridays18 March and 20 May in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: The next talk is on Wednesday 23 March by Rob Langham World War 1 historian about the North Eastern Railway in the First World War; admission £3 (free if Local History Society member).
The Resources Room is open every Wednesday 1pm till 3pm.
