GENERAL MEETING - Bowburn & Parkhill Community Partnership - Charity Number 1112151

2. Declarations of interest: Declarations of interests would be made as required throughout this agenda.
3. Security (i) Police: PCSO Pattison emailed the following offences for last month:
Cassop – No Incidents; Bowburn – 2 burglary, 4 theft, 5 Antisocial behaviour; Tursdale - 3 theft
3 (ii) PACT: There were low levels of crime this month in the Parish areas. The 2 incidents of burglary included one of the building sites being targeted and an insecure bicycle stolen in Lawson Road.
Members were concerned that the incident of assault in Bowburn had not been reported, and agreed to enquire whether there was a reason for certain non-reported crimes. Janet
3 (iii) Neighbourhood Wardens: Contact the wardens is 03000 261000 and report environment offences online to DCC or to your local County Councillor Jan Blakey 03000 268685.
4. Minutes: Meeting 20 September: The minutes were approved as a true record and agreed by members.
Matters arising: Comments were submitted regarding the planning application for the New Level Nursery.
5. Finances: The Unity Bank account is still in the process of being closed and the new Cooperative Bank account is open. A summary of accounts will follow the final bank statement from the Unity Trust bank. Mike
Endowment Fund: The trustees agreed that the Information Sheet for the Acorn Fund should be signed on behalf of the Partnership in the name of Mike, with Janet as reserve.
It was agreed that if the members of Old Quarrington Association wished to deposit their remaining funds with the Partnership, they would be allowed to do so. These funds could then be added to the funds in the Acorn Fund, but protected within it. Richard
Co-op Local Community Fund: Each of the 3 nominated projects B&PCP, Youth Club, and Stray Aid are to be given the opportunity to advertise their project within the Coop shop in Bowburn. ALL
5ii) Raffle prize: Martin Ridley’s prize will carry over till next month.
5iii) Quiz: ‘Anyone for camping’ at £1 with a closing date of 12 November 2016.

7A Regeneration Fund:
Oxford Terrace planter: Thanks were expressed to Riverside Housing for donating £100 towards the planter for the top of Oxford terrace. Mr Peter Lee will inform Janet when it is ready to be put in position. Janet
Durham Road planters: Trustees met with Michelle Shearer, DCC, who agreed that planters could be placed at the lower end of Durham Road. It was agreed to purchase two planters, one to be placed between houses 23/24 and the other between houses 27/28. Agreed to contact these 4 houses, P Lee and the Parish. Janet
Railings along C12A: Awaiting an update from DCC on the progress of replacing the railings along the C12A. Paul Anderson, Julie Anson

Point houses in Durham Road
DCC conservation does not recommend raking out pointing which is satisfactory as it could harm the bricks and allow water to seep in.
Grass strimming and weed strimming in Durham Road and from the Chapel to Henderson
Check with DCC; Pay Parish Council to do this.
Weeds growing in front houses look unsightly and blight the area; with the help of the Parish litter pickers it is proposed to strim the weeds.
20/09/16 There was to be a site meeting in Durham Road with Jimmy Bennett and Martin Briscoe on 21 September to discuss the strimming.
18/10/16 The Partnership was given permission from DCC to strim the grass verge from the Methodist Chapel to the bus stand opposite the Hare & Greyhound, and advised to write to Ogden to ask them to cut back the hedges to make the highway safe and tidy up the area. Awaiting a reply.
Gas meter boxes in Durham Road
19/07/16 After agreeing that the Partnership could contribute a reasonable sum towards improving this problem, it was agreed to contact all residents in Durham Road to gain ideas as to how to smarten up the gas boxes.
16/08/16 Three residents from Durham Rd are in agreement with the refurbishment of the gas boxes.
20/09/16: Costing new gas boxes is in progress. To Do Martin
18/10/16: RJL Plumbing gave a quote of £192, including VAT, to replace each gas box after checking for gas leaks.
It was agreed to contact the residents of houses in Durham Road which have a damaged gas box about their replacement, and contact all residents in Durham Road to agree to the painting of the boxes. Janet

7Bi) County Durham Plan (CDP): Waiting for the next stage in the timetable of the Durham Plan.
Planning issues:
Integra61 noticeboards: It was agreed to invite representatives from Integra61 to a future meeting, November if possible. Janet
Janet Maitland hairdressers: Work is progressing. Keep under review. Janet
Cooperage: Agreed to contact Ramside Estates concerning reinstating the footpath alongside the Cooperage being with like for like paving. Janet
8Bii) Community engagement – Keepmoat and Riverside: Riverside had a very successful community engagement event at the Fun Day on 24 September.
7Biii) Highways/Environment Group: Replacement seating in Mary Terrace plus the entrance to Leyland Close, and the installation of a height bar at the park entrance off the C12A.

Bowling green hedge: A member will tidy the top of concrete post. To Do Martin
Park Bungalow: The possible demolition of the bungalow is still with both the Council and CISWO. Janet
Durham Road: Inform the secretary of B&PCP of any parked vehicles on the pavement of Durham Road with photographs, date and time. Janet
7Bvi) Community Centre: Anne has returned to light duties after her operation. Extra cameras are now fitted both inside and outside the building. Landsdowne secondary school reunion will take place on 21 October.
An application has been made to the AAP to refurbish the Left Hand games room members were requested to vote on this project at the PB meeting in the Active Life Centre on 26 November. ALL
7Bvii) Youth Club: Attendance is increasing in the darker nights. A Junior youth club is yet to start as it was hoped to do some partnership work with ‘Fitness for life’ in adult and children’s sessions, but these did not go ahead as there was no take-up. Joanne will contact the Junior School to let parents know that there is a Junior Youth Club available.
One Point will take young people to Blackpool in half-term.

Gym times: Mornings 9.15am till 11.30am; Evenings Tuesday, Wednesday and Thursday 6.00pm till 8.30pm.
7Bviii) Coal column: The trustees had a positive meeting with Lucy Chapman of Groundwork who said that Groundwork would charge 3% to prepare and apply for the S106 monies, and at that meeting it was suggested that the Parish could take on the maintenance and liabilities.
There would be a charge of 13% if Groundwork were to project manage the entire sculpture from application to installation with extra environmental works at the base of the column (this would include the above 3%, not be additional to it, but would not include any planning application fee).
At this meeting it was agreed to make further enquiries of Durham County Council through Cllr Plews and Geoff Woodcock of Esh for DCC to take ownership of the Coal Column project. Mike, Cllr Plews, Janet
7Bix) School parking: There has been no reply from Ron Hogg’s department concerning the school parking in Bowburn. Janet
8. Correspondence: Winter Recycle Times: Monday to Thursday – 10am to 4pm: Saturday, Sunday and bank holidays – 9am to 3.30pm.
Parliamentary Boundary Review: Agreed to support the recommended changes of the NE constituencies. Cllr Plews. Richard
9. Reports and matters arising:
10i) EDRC AAP: 5 October in Bowburn Community Centre with Roger Goodes in the chair
Neighbourhood Inspector Sarah Honeyman was welcomed to her first meeting as Police representative.
In the absence of Clair White, Head of Commissioning, Durham Dales Easington and Sedgefield Clinical Commissioning Group (DDES CCG), the Chair ran through the presentation; Chloe Brown, Investing in Children, updated on the work of the AAP Youth Forum; Jane Bellis gave an update on the revised priority themes for 2017/18 on which AAPs will seek the views of all residents; 500 completed Council Budget Consultation questionnaires received (this included 421 forms which Sedgefield Community School completed). The questionnaires are currently being analysed; Neighbourhood Inspector Sarah Honeyman gave a verbal update on local policing information and on neighbourhood issues raised by local residents; A NP is being prepared for Cassop-cum-Quarrington Parish. Questionnaires were available at the meeting.

Neighbourhood Plan: Questionnaires have been distributed to gain the views of the public; there is a PDF version and an online version on https://www.surveymonkey.co.uk/r/CCQNPLAN.
9iii) Quarry Liaison: The OQA is to meet to consider the path through the field formerly owned by Tarmac Lafarge which it had been agreed would provide an alternative circular route once the top bridlepath was closed as a result of the proposed workings at Cold Knuckles Quarry. Sylvia/Richard
10. Group Noticeboard:
(i)Banner: The Centenary banner was seen at the Heritage Open Day at Hilton Castle, the Tommy Hepburn Memorial plus Houghton Feast, and will attend the Remembrance Day service in Bowburn on 13 November.
Concert, 18 November in Bowburn Community Centre from 7pm
(ii) BVC Interchange: Thanks were expressed for Issue 80 being distributed in time to advertise the Fun Day.
The next issue is being prepared and articles would be welcome.
The next Quiz Night will be held on Friday 2 December in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: On 26 October at 7pm in Bowburn Community Centre, Michael Burden will give a talk on his family relations who lived in Clarence Street Bowburn. A calendar is on sale for £3.00, showing before and after photographs throughout the history of Bowburn.
The Resources Room is open every Wednesday 1pm till 3pm.
There is a fundraising dinner dance @ £18 in Cornforth Community Centre for the Tursdale War Memorial.
(v) Fun Day 24 September: The event was successful after a slow start. Because of the wind an inflatable bouncy castle could not be used for safety reasons. The Art Group was pleased to gain new members.
It was hoped that funds could be raised for another such event on 2017.
11. AOB: There was concern that the new LED street lights in Bowburn did not emit as much light as in the past, leaving large areas in the dark. It was wondered if more filaments could be turned on.
