2. Declarations of interest: Declarations of interests would be made as required throughout this agenda.
3. DCC Budget Consultation: Janet gave an overview of the Council’s budget consultation and members were asked to complete the questionnaire in relation to the budget.
4. Security (i) Police: PC Pattison emailed the following offences for last month: Cassop – 1 Theft;
Tursdale – 1 Criminal damage; Bowburn – 4 Burglary, 3 Theft, 1 Criminal damage, Anti-social behaviour – 11
The four incidents of burglary are not thought to be related; building sites in Bowburn were targeted as well as the Care Home.
PSPOs (Public Space Protection Orders) for dog control: DCC has extended powers to encourage responsible dog ownership by turning Dog Control Orders into PSPOs, which will identify particular public places and does not allow certain things to be done in the restricted areas ie:
If the PSPO is agreed, it will be an offence with a fixed penalty notice of £100 (reduced to £60 if paid within 10 working days) to:
1. Allow a dog to foul without picking it up (already an offence) 2. Allow a dog to stray
3. Fail to put a dog on a lead when directed to do so by an authorised officer
4. Allow dogs in fenced off play sites which are Durham County Council owned and managed; in the Partnership’s area this would be in Bowburn park and Park Avenue.
Give your views on this proposal between 12 September and 5 December.
Agreed to support the legislation but add that dogs should be on a lead at all times throughout the play areas.
PCC Ron Hogg: The vision is for County Durham and Darlington to be areas where people have confidence in the police and the criminal justice system; victims and vulnerable people feel supported; and all communities feel safe. Log onto the consultation for your views by 12 November.
A member commented that there was nothing in the vision about public safety plus his confidence in the PCC was lessened because there had been no site visit, implied at the AAP meeting on 6 September, to view the irresponsible parking or suggestions to improve the situation.
4(ii) PACT: Meetings will continue to take place but are not always well-attended so in future the police aim to go to the public rather than expecting them to go to the police. Next meeting 12 October at 6.00pm. ALL

5. Minutes: Meeting 16 August: The minutes were approved as a true record and agreed by members.
Matters arising: Within the agenda
6. Finances: (i)Income £8.00 August tea/raffle, £67.00 Quiz money. Expenditure £30 quiz prizes, £630.00 Noble Funfairs, £180.00 Zoo Lab, £550.00 Rock-iT Climbing;
Endowment Fund: Trustees discussed two finding options towards the Acorn Fund: Option 1 from unrestricted funds, the opencast fund and the environmental schemes would amount to £9029.72; Option 2 includes Option 1 plus the remaining Regeneration monies amounting to £15 242.22. Option 2 would be much nearer our target of £25 000, but agreement would be needed through Julie Anson to DVRC to give the Partnership permission to allocate the remaining Regeneration monies to the Acorn Fund for future grant making purposes in the area of benefit.
Co-op Local Community Fund: The application to the Coop Fund has been successful which means that funds would be gained from Coop members buying Coop products which would help to publish ‘The history of Bowburn’ in a softback form. Members can either sign up to a project and 1% of their spend will go to their project, or 1% of the spend on Coop goods would be divided between each of the 3 nominated projects – B&PCP, Youth Club, Stray Aid.
6ii) Raffle prize: J Blakey won the prize, kindly donated by S Raine. Next month M Ridley will donate a prize.
6iii) Quiz: ‘Anyone for camping’ at £1 with a closing date of 12 November 2016.

7A Regeneration Fund:
Oxford Terrace planter: It was agreed to spend £500 + VAT on one planter filled with compost and planted with seasonal plants to be placed at the top of Oxford terrace. In subsequent years the Parish would adopt the planter along with the ones in Mary Terrace.

20/09/16 A member informed that the footpath in Henry Avenue has been resurfaced. This item can now be removed from the list.
Point houses in Durham Road
DCC conservation does not recommend raking out pointing which is satisfactory as it could harm the bricks and allow water to seep in.
Grass strimming and weed strimming in Durham Road and from the Chapel to Henderson
Check with DCC; Pay Parish Council to do this. Janet
Weeds growing in front houses look unsightly and blight the area; with the help of the Parish litter pickers it is proposed to strim the weeds.
20/09/16 There was to be a site meeting in Durham Road with Jimmy Bennett and Martin Briscoe on 21 September to discuss the strimming.
Gas meter boxes in Durham Road
19/07/16 After agreeing that the Partnership could contribute a reasonable sum towards improving this problem, it was agreed to contact all residents in Durham Road to gain ideas as to how to smarten up the gas boxes.
16/08/16 Three residents from Durham Rd are in agreement with the refurbishment of the gas boxes.
20/09/16: Costing new gas boxes is in progress. To Do Martin

8B Reports:
8Bi) County Durham Plan (CDP): Waiting for the next stage in the timetable of the Durham Plan.
Planning issues:
Integra61 noticeboards: Boards have been erected along the A177 to Tursdale. Integra61 have applied for a lower number of houses on the site which will subsequently reduce the amount to education.
New Level Nursery: An application has been made for retrospective planning permission for a car park and an aviary; and planning permission for motorhome storage and a caretaker’s house to replace the caravan.
Agreed: Request a condition that there is no occupancy in the motorhomes and caravans; object to the caretaker’s house and question the size of the carpark and whether the aviary may need a licence. It was noted that much of this application is retrospective which is common to this site. Richard

Cooperage: Members agreed that although the insets for the faux windows were very slight they would not raise any further objections.
8Bii) Community engagement – Keepmoat and Riverside: Riverside hope to have a community engagement event at the Fun Day on 24 September.
8Biii) Highways/Environment Group: Replacement seating in Mary Terrace and at the entrance to Leyland Close, and the installation of a height bar at the park entrance off the C12A.

8Bvi) Community Centre: Bookings have not been down over the summer period and a profit was made during July and August. An application has been made to the AAP to refurbish the Left Hand games room members were requested to vote on this project at the PB meeting in the Active Life Centre on 26 November. ALL

8Bviii) Coal column: Mr Graham Wood, DCC, has advised that Lucy Chapman of Groundwork may be able to take on the Coal Column project and manage the costs and it was suggested that the Parish could take on the maintenance and liabilities. Janet

10. Reports and matters arising:
10i) EDRC AAP: Meeting 6 September Trimdon Village Hall, Trimdon Village, from 5pm.
Paul Darby gave a presentation on the Council Budget Consultation.
Sandra Stephenson gave an update on the Joint Priorities Task and Finish Group and the Participatory Budgeting Scheme. Following the submission of initial project proposals, 4 projects have been agreed and are currently being appraised by the funding team. The Joint Priorities Task and Finish Group have also agreed 2 projects in principle. Twelve ‘It’s Up 2 U’ applications have been submitted, appraised by the funding team and queries have been sent to the applicants.
Inspector Alex Clarke gave a verbal update on local policing information and neighbourhood issues which had been submitted by local residents.
Ron Hogg, DCC spoke on the draft public consultation for 2016-2021 which runs until 30 September.

10ii) Cassop-cum-Quarrington Parish Council 17 August (Cassop) 2016:
Views were sought by the County Council on behalf of BT about proposed removal of certain telephone kiosks in Bowburn & Cassop. Members agreed no objection should be made unless any were received from members of the public (who were to be notified by BT by notices in the phone kiosks affected).
Councillors agreed to the recommendations of the Finance Committee, which met earlier, whereby the precept was increased to cover the cost of Youth Services in the Parish, no longer to be supported by the County Council. Savings in the annual budget were identified, and were to be put in place, but still there would need to be a substantial increase in the precept, a rise of £12.90 per annum for Band D properties (25 pence per week). This was to be publicised in the Interchange.
Next meetings: 21 September and 19 October (Bowburn).
Litterpick on Saturday 3 September covered the cemetery and surrounding area – 20 bags and the cemetery bin were filled; Next litterpick is 1 October 2016.
Neighbourhood Plan questionnaire is to be distributed in September 2016 to elicit public views via a stall at the Fun Day to hand out copies, a PDF version, the Parish website and an online version.

11. Group Noticeboard:
(i)Banner: The Centenary banner will be seen at the Heritage Open Day at Hilton Castle and the Fun Day in Bowburn.
(ii) BVC Interchange: Issue 80 is being distributed and was said to be varied and interesting.
The next Quiz Night will be held on Friday 30 September in Crowtrees Club at 7.30pm.
(iii) Credit Union Bank: The bank is open on Fridays from 11 am to 12 noon in the Community Centre.
Both schools have opened a Credit Union Bank for children and family members.
(iv) History: The Resources Room is open every Wednesday 1pm till 3pm.
(v) Fun Day 24 September: Tables are £5 and booking forms are available from the Community Centre. Cars are to be off the car parks by 10am.
11. AOB: Richard completed The Beast cycle ride and has received a pleasing amount of donations
