3. SECURITY:
Cllr McKeon reported anti-social behaviour in Bowburn park which the police are aware of; it left
broken glass in the three playing areas. The glass has been cleared but the areas are closed until
fully cleaned.
Pact meeting: The next PACT is Wednesday 11 September at 6pm, Bowburn Community Centre.

4. MINUTES OF GENERAL MEETING 16 July 2019 agreed.
MATTERS ARISING: Enquiries about trees at Ogden’s Estate; Janet to follow up.

5. FINANCES: i) Treasurer’s report: Income from the Tea & Raffle of £8.50; £3000 from the AAP
grant for Summer Activities has been paid into our account. Total funds £10 888.20
The Coop will pay an underpayment on the bird boxes of £48.71 into our funds. Agreed to add this
money to the ‘tree’ project as the School and Youth Club have enough money to spend on bird
related goods.
Gas boxes: Four houses in Durham Road need repairs to the gas boxes, but Janet has only been
able to contact two of the houses.
Agreed to have these two boxes repaired immediately.
Janet will contact the plumber when she has the contacts for the other two houses.

Ray Young won the raffle kindly donated by G Parker. S Raine to bring the prize in September.

7. LOCAL REPORTS: i) PLANNING: The Durham Plan: The examination hearing sessions start
at 9.30am on Tuesday 22 October 2019. They are likely to take place Tuesday to Thursday over
twelve days from October to December.

Hill Top View footpath: To update next month.

Good progress is being made on the MW roundabout
Integra 61: The chair expressed concern that the noise from pile driving for the warehouse is
becoming a ‘nuisance’.
Agreed to ask James Taylor of Integra 61 how long piling will take place.

Parkhill site Nature Trail: Geoff Scott is currently off work due to surgery and hopes to return soon.

‘Old’ Coop area: Building work is in progress. Cllr McKeon to ask for an update from DCC.

OQ Barn: The application has been called into Planning for September / October.
Bogma Hall: Richard wrote to planning to object to the application for 50 to 70 houses in Coxhoe
on the grounds that there will be a knock-on effect to Parkhill and Bowburn from increased traffic,
and increase the argument to construct the Bowburn Industrial Estates Access Road.
ii) Community Centre: Next meeting Tuesday 24 September start time 6.30pm.
iii) Youth Centre: The Holiday Scheme is going well and is almost fully booked.
Fun Day is 7 September. Stalls can be booked for £5
iv) Bowburn Primary School:
New Primary School application: Sport England has objected to the loss of playing field; DCC do
not consider this to be a problem.

9. REPORTS IN THE WIDER AREA:
AAP 18 July 2019 Key Messages
Proposals for the Durham History Centre was from 4.30 with display boards and paper copies of
the consultation survey. J Straughan-Hawley was chair. The AAP worked in Trimdon to advertise
the Brass event; promote the work of the AAP and increase Forum membership acting as the
Forum as there is no Participatory Budget. A Blakemore and C Carter are the new public reps. J
Haworth – DCC’s Head of Strategy gave a presentation on the ‘County Durham Vision 2035’ and
an update on the County Durham Partnership Forum. Agreed £25,000.00 Older Persons Social
Isolation Fund be discussed at the Joint Priorities Task and Finish Group and signed off at Board.
Sgt Clarke gave a verbal update on local policing information. NB project agreed, Activities for
Children & Families in Sedgefield Library, by Cllrs Brown & Robinson for £2,500.00. Cr White of
Durham Dales, Easington and Sedgefield CCG gave an NHS update.
Next meeting - Monday 23 September from 5.00 pm at Bowburn Community Centre.
Area budget project
Projects can be submitted throughout the year until the funds are spent
End date 3 September – meeting Tuesday 10 September 2019 (Start date End of November
2019)
End date 10 October – meeting Thursday 17 October 2019 (Start date End of January 2020)
End date 11 November – meeting Monday 18 November 2019 (Start date Mid-February 2020)
Grant Limits: Minimum of £5,000 and maximum of £10,000 with match funding required if over
£5000, with one project via a single application. Projects can be for revenue or capital, or both.
Xmas lights: Cllrs McKeon gained capital funding through an application to the AAP on behalf of
the Partnership to install the sockets on lighting columns in Durham Road in Bowburn; Cllrs
McKeon and Dunn’s Neighbourhood Budget will pay to test the columns and the lights
themselves. The Parish Council will pay £100 per column for ongoing maintenance which includes
storage, testing and putting up the lights.
ii) COUNTY COUNCILLOR ROUNDUP:
Cllr McKeon: The Quarry Road and A688 will have dolomite cleared from the roads. She is looking
to gain a safer crossing for the staff at the MW Service Station. She will ask when the ‘no right
turn’ from the MW Services comes into force. The Youth Club has gained funds from the AAP for
an exercise-based programme. Parkhill planters facing the main road have been installed. A
property has been cleaned in Steavenson Street. Kelloe Bowling ground is being fitted with a
water supply.
iii) PARISH: Cassop-cum-Quarrington Parish Council meeting on 14 August in Cassop
Next meeting Bowburn Community Centre 18 September from 6.30pm
Litter pick: Saturday 5 October – meet at 9.30am in the car park of the Community Centre; no litter
pick in September as it clashes with Fun Day. Bowburn Litter Group has been nominated for a
DCC Environment Award – result awaited.
Neighbourhood Plan: A detailed article will be published in the Interchange in September.
Art piece: Groundwork, acting on behalf of the Parish, has submitted an S106 application for
funding to employ an artist to commission a piece of art commemorating Bowburn’s mining
heritage.
iv) QUARRY LIAISON: A meeting on 5 September will discuss the “Blue Route”.
Standard meeting is 10 October.

Quiz night: The next quiz night is 20 September 2019 from 7.30pm in Crowtrees WM Club.
iii) History: The History Room is open on Wednesday’s between 1.00pm and 3.00pm.
The 2nd Tuesday talks resume in October.
11. AOB:
Coop waste bins: There is concern that the two bins overflow because they are not emptied
frequently.
Cllr McKeon explained that the Coop will have a service level agreement.
Old Quarrington dog poo bin: A bin could go next to a seat towards the top of the OQ Road. There
would then be a bin at each end of the Bridleway to PH, which is popular with dog-walkers; it
makes a good-sized triangle with the other one at the cemetery road because the distances
between bins is not too far.
The bin would be well away from the houses so there should be no objections on hygiene
grounds. It is also very accessible for emptying.
