GENERAL MEETING - Bowburn & Parkhill Community Partnership - Charity Number 1112151

3. Security: (i) Police update: None this meeting

4. Minutes: Minutes of the General Meeting 17 July 2018: The minutes were approved and agreed.
Matters arising: Crime statistics. Suggestions were made to increase the scope of the statistics to include
information over several years; include other criminal offences even with a zero count which would show that
Bowburn is a safe area to live in.
5. Finances:
i) Treasurer’s report: No changes since the last meeting. £9.50 was collected in Tea and Raffle monies.
Royal British Legion: Mike has bought a commemorative wreath; members agreed to donate £5 to RBL.
Advertising Banner: A ‘teardrop’ banner to advertise monthly General Meetings is to be bought.
5ii) Raffle: M Bell won the prize kindly donated by J Geyer: Gary Parker will donate a prize in October.
5iii) Quiz: The new quiz ‘Musical Interludes’ is on sale at £1 with a closing date of 17 November 2018.
6. Policies: An adapted version of the DCA ‘Complaints Policy’ has been adopted; it is shorter and more
straightforward than the Partnership’s previous policy.
7. ITEM FOR ANY OTHER BUSINESS: Gas box; Wylam Terrace; Tursdale Workshops.
8. LOCAL REPORTS:
8i)Planning issues: The Durham Plan: No further updates.
County Hall: There are lot of issues with this application from Durham City residents.
i Hill Top View footpath: No further progress.
Parkhill site: No update on the dust and mud.
Nature Trail: The next meeting will be in October when there will be an update.
Bowburn Hall lodges: No further updates.
Oak Tree care home: Cllr McKeon has tried to make contact, but it is difficult to get in touch.
Former Coop area: It could take until October to finalise the S106 contributions.
Road Chef drive-through: Coach reversal manoeuvres to be confirmed, and that it is feasible to use all drop-off
points before approval can be given.
Cllr Dunn said that pressure was growing for a Left-Hand turn from the site.
Barn at Old Quarrington: The application has been called in, and is likely to be determined at the October
Planning Committee
8ii) Community Centre: The centre continues to do well. Thanks to Cllrs McKeon and Dunn there will be a
Xmas tree and lights in the grounds. The mural is making progress.
Fun Day: Looking forward to everyone supporting the Fun Day on 29 September.
8iii) Youth Club (Contact 0778827732): Continues to do well.
8iv) Primary school: Awaiting the decision of CISWO to make progress on the application.
9. CORRESPONDENCE: All general information has been sent out via email.
10. REPORTS IN THE WIDER AREA:
10i)AAP: Date and time of next meetings Tuesday 2 October from 5.00 pm – 7.00 pm at Bowburn Community
Centre.
These projects are being delivered to the AAP area: Hearts and Minds (Domestic Abuse); Baby ready or not
(Breastfeeding campaign); Keeping safe and well (Targets older people); Plastic fantastic (Tackling single use
plastic); Young carers identified; Youth voice; Information and advice.
PCSO Shaun Banks is to go to the AAP meetings to report on our area.
County Durham Homes has been co-opted onto the AAP board.
Participatory Budget: Christmas Light decorations – thanks to Cllr McKeon for making the application.
Residents need to vote for this project on 3 November 10am to 2pm at Coxhoe Active Life Centre.
10ii) County Councillor roundup:
Cllr Blakey: Through her Neighbourhood Budget two memorial seats will be placed in Mary Terrace
Pick up a weed and a piece of paper every day to keep your pavements clear
Cllr Dunn: Explained the AAP projects (see 10i above)
Cllr McKeon: Informed that the joint application has gone through to clean the War memorial stone, plant new
shrubs and place images of ‘Tommies’ at the extreme ends of the memorial.
The Armistice meeting put forward ideas for November.
Wylam Street footpaths are to be resurfaced.
DCC are focusing on mental health issues, and early years.
10iii) Cassop-cum-Quarrington Parish Council Meeting: The next meeting is 19 September at 6.00pm.
Neighbourhood Plan: The Neighbourhood Plan progress was reviewed, and the group is now ready to move
forward to drafting the plan and beginning the formal consultation period.
Coal Column: A consultation meeting will be held on 20 September between 4.00pm and 6.00pm in Bede
communal centre.
Time Capsule: There was interest in creating a time capsule to be sunk under the ‘column’.
Litter pick: Saturday 6 October – meet at 9.30am in the car park of the Community Centre
10iv) Quarry Liaison: The next meeting will take place in October.
11. Group Noticeboard: (i)Banner: The Centenary Banner will be displayed at the Fun Day and the Tursdale
Banner may go to the Thomas Hepburn memorial if transport is available.
(ii) BVC Interchange: Issue 88 will be ready for distribution by volunteers at the end of this week.
The next Quiz Night will be held on Friday 21 September in Crowtrees Club at 7.30pm.
(iii) History: The Resources Room is open every Wednesday 1pm till 3pm.
12. AOB: Gas box: Martin hopes to get one gas box repaired and another painted as soon as possible.
Wylam Street: A member is extremely concerned about weeds in Wylam Street.
Tursdale Workshops: There Is concern about the dust blown onto the carriageway and the slippy road surface
when it is wet.
