2. a) Minutes of last Trustees’ meeting – 5 March 2013:
The minutes were agreed as a true record, and passed unanimously.
Matters Arising: > Item 3 Finance – the CVS checked the annual accounts.
Item 5 Policies – the appeals process has been updated
3. Finance:
Income – It was agreed to donate £209.92 from the Projects fund plus 8 pence to give a total of £210.00 towards an item of entertainment for the Fun Day in September 2013. (J Blackburn)

4. Correspondence:
The Durham City CVS is under threat of closure but members of the CVS are working to develop a project to ensure continued support to its members. Member organisations of the present CVS have been asked if they would support this new organisation by becoming a ‘member’ and pay a sum to access services and advice.
After some discussion at this meeting it was agreed in principle that the Partnership would become a member of the re-formed CVS and pay a fee for services - once the overheads were known and a balance sheet was seen and approved.
5. Policies: An arbiter for the Appeals process is to be agreed at the next Partnership meeting.
6. Future Plans for Bowburn & Parkhill Community Partnership
(i) MASTERPLAN:
>Parish Plan sub-group was held on 11 April – a summary of suggestions will be made available to the trustees. (J Blackburn)
>Masterplan priorities: Objectives are still to be finalised.
>Regeneration Funds
Project 005 drainage of footpaths 36 and 37: It was suggested that the Parish apply for this project supported by matched funding from the Partnership via the Regeneration Fund.
The Parish would need to seek three quotations for the work.
Julie Anson would need to make a site visit. (S Raine)
006 Improve access to bus stop at Romaine Square: It was agreed to ask J Stephenson, DCC, for a site visit to inspect the steps to the bus stop as they are too steep. However there is an accessible path which may require signage. (J Blackburn)
>Green space update: It was agreed to update the open spaces plan and decide at the June meeting of the Partnership what should be done to preserve them.
Housing on the ‘daisy field’: A consultation event was held at the Community Centre to allay fears of building 43 houses and possible flooding on the field above the Junior School. The application will go to committee.
>Park bungalow: Even though the process of resolving the rebuilding or demolition of the Park bungalow is with the legal department of DCC it was felt that the situation of would only be resolved through arbitration. (Cllr Blakey, J Blackburn)
(ii) STREET LIGHTING/FOOTPATHS: The top footpath in the Park is deteriorating. (Cllr Blakey)
(iii) PUBLICISE FUNDING: The AAP Participatory Budget will be updated on 26 June at Cassop.
(iv) FLOODING: John Reed, DCC, has been invited to the next General Meeting in either June or July to discuss the flooding at the Community Centre in Bowburn on Saturday 18 May. (J Blackburn)

Queries were made about a waste bin outside the changing room at the football field. (J Blackburn)
