General Facts:
The Indigenous Peoples Council (IPC) works for the international recognition of the rights of indigenous peoples across Zemia. These rights include, but are not limited to, the rights to self determination and to their autonomy, territory, basic human rights, and residence within existing regions.
The United Nations Declaration on the Rights of Indigenous Peoples was adopted in September 2007. The IPC promotes enforcement of the Declaration both in the UN and within host nations.
The IPC represents approximately 1.5 million indigenous people living in Zemia nations and territories:
Ukugan in Khulna, Amuria, and Kurgan
Diniut in Donethal, Dacca, and the Disputed Territories
Kurganite Refugees in Donethal
Birshin Nation in the Birshin Isles
While percentages may vary across nations and territories, indigenous peoples comprise approximately 1% of Zemia’s total population of 200 million. (tml updated 4/2)
The Principle Goals of the IPC Are:
To strengthen unity among Zemia’s indigenous peoples
To promote the rights of nations and the interests of our peoples on the international level
To ensure and further develop indigenous culture and society for both the present and future generations
To seek full and active participation in the political, economic, and social development in our host nations and territories, while maintaining political, economic, and social autonomy within our own territory
"We Do Not Yield"
With high cliffs perfect for defense against invasion, the Birshin Nation of the Birshin Isles was the only population of indigenous Zemians to remain unconquered by the influence of colonization. It refuses to join what it called the "United Nations of Settlers."
Despite their hostility towards and isolation from the colonizing nations that established themselves across Zemia, the Birshin Nation remains extremely friendly with their indigenous brothers and sisters scattered throughout, and are committed to offering them aid in their times of need.
The capital is Kainga, located inland of the steep seaside cliffs in a heavily forested area and is home to the permanent council of IPC members.
Kainga, is located in the Southernmost part of the Hapori Forest near the naval city Kokiri. The majority of the Hapori Forest is populated by large village communities. The native Birshins make up the majority of the population, but there are also smaller villages established entirely of refugees from different tribes. Having abandoned the hostile nature of inter-tribe relations before the era of colonization, all refugees find themselves well integrated and readily accepted in the Birshin communities.
The people here are also intently focused on the preservation of nature and all within it, and Birshin environmentalists have been crucial in insights for advancements of the “GoGreen” Movement rising across Zemia.
The lower cliffs of the Birshin Isles contain a large but hidden cove that opens up to the small city Kokiri, where Birshin warriors are trained to fight on the Zemian seas. The culture here is heavily influenced by their connection to the ocean, and small fishing towns can be found scattered beyond Kokiri.
The Birshin Isles has a formidable navy. Contrary to the belief that the indigenous populations of Zemia are “simple”, Birshin chiefs were able to apply their expertise at sea to the changing tide of technology. While their naval fleet is certainly behind other Zemian nations in terms of weapons technology, Birshin navy men and marines more than make up for this in terms of their cutthroat strategy and slightly underhanded tactics.
Branching off from the Birshin Nation’s strong naval power is a group of rogue pirates not officially recognized by the Nation’s leadership called The Kaitiora.
Their main goal is to provide aid in whatever form it is needed (military, economic, etc.) to the indigenous peoples scattered across Zemia who were left brutalized and suffering at the hands of colonization.
The Kaitiora are notorious for targeting shipping vessels along the Commerce Canal, and are adept at avoiding the patrolling efforts of Dacca’s official Marine Merchants. The unofficial Commerce Militia Guard also finds themselves baffled by the silent and slippery nature of the Birshin pirates.
Goods stolen from various Zemian nations are then directly given back to the indigenous peoples in the area. The Kaitiora demand reparations in a much more direct and aggressive manner than the IPC prefers. The IPC has influence but not control over them.
