Suppress internal uprising:
If there are internal uprisings (e.g., by indigenous populations, in refugee camps, etc.), you MUST spend the designated amount of Military Resources (MR) to suppress the uprising BEFORE the Diplomatic Event starts. The Secretary-General will inform you of the designated amount through an Embassy Briefing.
Stoke external uprising:
You can also spend Military Resources to disrupt other countries by aiding their internal dissenters/rebellions. This, essentially, draws down the accounts of the countries with rebellions. Teams must submit this action via a secret DAR directly emailed to the Secretary-General. The cost to the other nation applies in the NEXT round. At the discretion of the Secretary-General, this cost is typically one-half of your intervention efforts. Because of the isolationist and independent views of Redento, Cavan, and the IPC's Birshin Isles, resources funneled through these entities are worth twice the value in both uprisings and war. For example, when stoking an uprising, if a nation spends 500 MR to arm rebels, then the target nation will need to pay 250MR to stop the uprising; unless the payment goes through Redento, Cavan, or Birshin Isles, in which case the target nation must pay 500. There are limits to amount that you can arm rebels, but this varies by country.
Win a Diplomatic Event through military means (i.e., WAR):
During an Event, if your diplomacy is failing and you want to earn your allotted Event Points, you can Declare War.
A Declaration of War must be signed by all aggressor nations and include the amount of MR each commits to the war effort and their moral justifications. Aggressors must submit this action via a secret DAR directly emailed to the Secretary-General AND direct message the target nation's leader and chief diplomat in Slack at least 6 hours before the end of the Event.
Once a nation has been notified it is attacked, it can try to find allies. The aggressor(s) cannot add more allies after a war declaration.
Aggressor nation(s) must have 1.5 times the MR as the attacked nation(s) in order to prevail in a conflict.
The victor(s) of the war automatically earn their Event Points and the vanquished earn 0 points for that round.
If the Aggressor prevails, both sides lose all committed MR.
If the Defending nation thwarts the attack, the Aggressor loses all of the resources committed and the Defender loses 3/4 of their committed resources.
The Aggressor(s) must provide a moral justification for the attack (eventually, by someone, in Canvas).
