EXECUTIVE SUMMARY
The education system in Donethal’s religious institutionalized education does not accept any children who attend primary and secondary school due to different religious ideologies. Since in Donethal, we have only public institutions we need the creation of public, private, and religious schools. Children who reside in Donethal must attend religion classes in their schools regardless of their religious background. With these types of classes, they must learn the basic religious ideology on the bases that they will understand the background, history of Donethal, and the struggles within the Nation. For this policy, it will focus on the creation of schools for the new members of society, primarily focused within the refugee sector and incoming immigrants, that will teach them the basis of Donethal’s religious ideologies.
DESCRIPTION OF PROBLEM
Problems in the current state of Donethal is the discrimination of children throughout the public education system. As our ideology suggests that children will lead into an upright and righteous life, it shall be a great threat to the education for children that are not born within Donethal. Since children do not have the right beliefs within Donethal, we must give this opportunity to all children for the proper education in Donethal. Education within our country, we value teachers because they raise the upcoming generation and the future of our state. We must make the exception of creating a diverse workforce within the public sector for the future of Donethal. The punishment for children with the different religious ideologies cannot be exempt from participating from the public education sector. As numerous reports have been filtered through our Chosen Secretary, this must come to an end. Due to the state’s acceptance of refugees and the imperative matter that is hindering all children from different states going to the public state schools. As such, the education sector will proceed to find a fair solution to help children from all different backgrounds to obtain a prosperous education. In the state of Donethal, we shall consider that children from all other nations deserve a more prosperous life and a future within Donethal.
PROPOSED POLICY
§ Article 1. Basic terms and definitions
a. In this Law, the terms are used in the following meaning:
a. Public school is maintained through public expenditure for the education of children in a community that constitutes a part of a system that is free public education commonly including primary and secondary school
b. Private school is maintained through private means for the education of children in a community that constitutes a part of a system that is privately owned and operated.
c. Religious school is maintained through state religious means for education of children in a community that constitutes a part of a system that is state owned and operated.
§ Article 2. Holy Text of Donethal on Education
1. The Holy Texts of Donethal for education is based on the founding of the Holy Texts for Donethal consists of this law, acts of the Holy Texts in the field of education and religion concluded in the manner by law
§ Article 3. The Right to Education
1. Everyone has the right to quality and affordable education in Donethal.
a. The right to education includes the right to receive lifelong learning, the right to access education, the right to free education in cases and in the manner prescribed by the laws of Donethal.
2. Equal conditions for access to education are being created in Donethal. No one may be restricted in their right to education.
a. The right to education is guaranteed regardless of age, sex, race, state of health, disability, citizenship, nationality, political, religious, or other beliefs, skin color, place of residence, language, origin, social and property status, and as well as other circumstances and signs.
§ Article 4 Ensuring the right to Education
1. The state shall provide
a. Free public primary school, secondary school, and higher education in accordance with educational standards.
b. Paid private primary school, secondary school, and higher education in accordance with educational standards.
c. Free religious primary school, secondary school, and higher education in accordance with educational standards.
2. Development of public, private, religious, primary school, secondary school, higher and education in accordance with the Holy Texts.
3. The right to free education is ensured by
a. For applicants for primary and secondary education. Through the development of a network of educational institutions, enforced by the state of Donethal, extend sufficient education to ensure the right to educational standard of all citizens in Donethal, foreign citizens and refugees. Regardless of people permanent temporarily reside in the territory of Donethal
§ Article 5, State policy in the field of Education
1. Education is a state priority that ensures innovative, socioeconomic, and cultural development of society while financing education is an investment in human society, potential, sustainable development of Donethal’s society and state.
§ Article 6. Standards of Education
1. The standard of education defines:
a. Requirements for mandatory competencies language, math, religious studies of Donethal, history and learning outcomes of the applicant at the appropriate level.
2. Education standards are developed in accordance with Donethal’s Qualifications in education
3. Education standards are developed and approved in the manner prescribed by special laws and other regulations defined by the Holy Texts and the Anointed One.
4. The Anointed One, which in accordance with this Law and special laws are authorized to approve educational standards and shall publish on Donethal’s the states website and or statement from the Anointed One
§ Article 7. Creation of Schools
1. Standard of Education defined in § Article (6) (1.) (a.) requires mandatory competencies for learning outcomes based on ideological foundation of all children
a. Creation of public schools for the foundations will serve the basis foundation for primary and secondary schools for citizens, permanent, temporary, and refugees of Donethal.
i. Enforcement of Laws will apply to students aged 6-18 to pursue both primary and secondary school.
b. Creation of private schools for the foundations will serve the basis foundation for primary and secondary schools for people of Donethal based on private schools founding principles and own enforcements
i. Enforcement of Laws will apply to students aged 6-18 to pursue both primary and secondary school.
c. Creation of religious schools for the foundation will serve the basis foundation of primary and secondary schools for citizens of Donethal
i. Enforcement of Laws will apply to students aged 6-18 to pursue both primary and secondary school.
§ Article 8. Enforcement of such laws
1. Effective immediately these articles will be enforced by the state agency of education board and Anointed One through creation of public, private, and religious education
2. In accordance with this law and special laws, Creation of schools will be based in state funding to create said public, private, and religious schools in the state of Donethal.
RESEARCH
Researching the topic pertaining to a more diverse education, we must focus on several factors regarding public, private, and religious schools. As such, seeing how “public school districts are sometimes selective about who attends specific schools, and families may have some choice within the public sector as well.” (Alt, & Peter, K, 2002) As this does hinder the education system within Donethal, we do have to consider the vast diverse population that resides within Donethal. As a state that has an ever-growing population, we must consider the future for our children. We need future leaders and upcoming clerics to help the people of Donethal, and purposely help citizens in need. While “A considerable degree of interest and research has explored the imperative role school leaders across the range of diverse schooling systems play in continuously transforming schools into effective learning environments.” (Buchanan, 2013) This article summarizes the idea that with a diverse schooling system plays an important role for shaping future generations of Donethalian residents. As such, with a more diverse schooling sector within Donethal, we can achieve this through the necessary backing and introduction of public, private, and religious schools that encompass a wider range of citizens, regardless of status within the country.
CONCLUSION
Our state values the religious basis of Donethal, creation of public, private, and religious schools will benefit the entire society of Donethal. Immigrants, refugees, and temporary citizens whose child wishes to learn about Donethal, and its prestigious education system will focus on learning the righteous path towards salvation, regardless of religious values. Children will no more be led against the path of rejection while being in Donethal but receive the invaluable lifelong learning that our ideology proclaims as being ideology “that children will lead into an upright and righteous life” will now be provided in the education institutions of Donethal.

The education policy for Donethal is extensive and well thought out, but the long term consequences may go against the goals of the nation. Donethal is very religious and its power structure is intertwined with its state religion. It is taking in many immigrants that do not follow this religion, and upon maturity or upon gaining of citizenship the ratio of people who believe in the state religion to the population will lower. Donethal outlines that children, including immigrants, are to be taught the basics of their state religion, but this does not account for place of worship attendance or prayer outside of school, nor for the teachings of different religions directly from parents. I do not believe that this method of education will be efficient in converting immigrant children to the state religion.
There are also some issues with providing free education to the people of Donethal. While this does help to guarantee that they will be more prosperous in high skill jobs, much of Donethal’s labor force is unskilled labor operating oil production or farming. These are jobs that will need to continue to be worked for the country to operate, and they are jobs that do not require any higher education. Increasing the general education level of the populace could mean that many citizens are not able to use their degrees in the field of study, or that there are worker shortages in the oil and farming industries. Another issue with educating your society is that people tend to be less religious with higher education. According to a study from PewResearch, people who are highly educated believe religion is less important, that the existence of God is not certain, pray less, and are atheist more than people who are less educated.
Overall, these education policies seem like they will have many long term negative consequences for Donethal that will take planning to avoid. Citizens will follow the state religion less, be overqualified for important unskilled labor, and will be more educated and thus less religious.
