Ideology
Donethal’s political ideology is authoritarian theocracy. The Zemani faith is under threat from enemies that seek to corrupt our world with earthly and materialistic pleasures, a struggle that began in the cosmic war between Plutus and the Fallen. Adherents of this ideology value personal piety, social justice, and communal harmony as interpreted from the Holy Texts. The people have an individual identity as a believer in the Zemani faith and a collective identity as a body of believers, who must aid their members in their internal struggle against evil and protect them from foreign intrusion.
Authoritarian theocracy has been the dominant ideology throughout Donethal’s history. Its necessity has been consistently defended by the Clergy. In the aftermath of Cavan’s recent formation of its own state, Dacca’s transformation into a NeoConservative Democracy, and lack of control over the Disputed Territories, including no secured passage into the Holy City, the Anointed One declared that Cavan, Dacca, and the separatist group of Redento in the Disputed Territories have an aligned goal to destroy the Donethalian way of life, and these threats must be neutralized to ensure that citizens of Donethal are free of moral corruption and able to worship Plutus in peace. In addition, the Clergy has a growing suspicion of its northern neighbor Orissa’s intentions.
Donethalian society is steeped in tradition. The Zemani Covenant have always been the moral authority for all Donethalians, therefore complete acceptance of Covenant teachings is required. Because Plutus has sole claim over all truths, all ideas outside of Covenant doctrine are dismissed as perversions. This is reflected in Donethal’s education system, which is designed to lead children into living an upright and righteous life so they may be resilient to outside forces that attempt to lead them astray. For this reason, primary and secondary schools are funded by the state, and all children must complete secondary school.
All real power is vested into a single individual who is known as the Anointed One. The executive, legislative, and judicial institutions are not independent, they are directly ruled by the Anointed One. Unlike democratic governments, there is no legal recourse or any check on this highest authority because the notion that the Anointed One could make any wrong decision is outright blasphemy according to Covenant doctrine. The collective belief of Covenant members and the Clergy is that Plutus directly guides the Anointed One on all matters, and this is the basis of the government’s legitimacy as an authoritarian theocracy.
Donethal’s defense is structured by its Holy Order military. Its members are drawn from young males who were unable to get into the University. They can mobilize at any given time should a foreign nation attack, and they are always ready to be called upon when the Anointed One declares a holy war.
On international politics, Clergy members generally retain skepticism about the motives of other nations. Being reliant on divine guidance, the Anointed One must approve of trade deals and all other matters of diplomacy. Of central importance to the Clergy is the passage to the Holy City, located in the Disputed Territories. Pilgrimage to this holy site deepens their connection to Plutus and is vital for all members of the Clergy. Thus, Donethal’s main interest in the Disputed Territories is the Holy City, and it will be up to the Anointed One to decide how this matter will be resolved.
In Donethal, deeply held religious beliefs are socially necessary since losing such belief would mean losing all hope of a civilized and orderly society (Ball, Dagger, & O’Neill, 2020, p. 222). Authoritarian theocracy persists because its existence has spanned many generations, and the Covenant is always adept in explaining modern phenomena. For instance, the effects of climate change would be categorized by the Covenant as divine intervention (Zafirovski, 2021, p. 322). Authoritarian theocracy encompasses nationalism, militarism, and imperialism. Since political power is concentrated into a single individual, the Anointed One, any political action by the Anointed One can be justified on religious grounds, including a large military expenditure to wage a holy war (Zafirovski, 2021, p. 323). Thus, the Anointed One commands unprecedented loyalty.
Donethal’s ideology of authoritarian theocracy creates a totalitarian regime that encompasses all aspects of everyday life through the shared beliefs of its citizens and The Zemani Covenant. It justifies the regime structure of placing one, all-powerful individual at the apex, fusing church and state into a single entity, and controlling all information that is accessible to the citizenry. Authoritarian theocracy pursues moral truth, which comes solely from Plutus Zemani. Such truth is made known to the Anointed One, who in turn spreads this truth to the people. The strong conviction in such knowledge legitimizes the regime.

Penal and Civil Canon law of the Covenant:
Donethal possesses a centralized authoritarian regime structure and sole authority is reserved to our leader, the Anointed One, pertaining to penal and civil canon laws, our judiciary, and our fundamental laws. The Canon law of the Covenant is the civil legal system of Donethal and final court of cassation in the civil legal system of Donethal. Canon law informs legal procedure and judicial competence by being the direct source of how our norms and laws are interpreted and applied in the Covenant and throughout Donethal. The Covenant organizes and governs itself in accordance with the Canon laws of the Covenant who enforces hierarchical authority and regulates the activities and missions of the Covenant externally and internally to ensure order of our legal system in accordance with the Zemani faith. The theocratic legal system of Donethal is based upon positive ecclesiastic laws which have been formed by divine/religious law and natural laws that grant the totality of power in every branch of government to the Anointed One. Ultimately, Canon law of the Covenant is all-encompassing because our civil legal system is not only moral in nature, but doctrinal because our laws are granted formal authority solely by the Anointed One who is the messenger of Plutus. Though canon law has the typical elements of a Western legal system because it has laws, court, lawyers, and judges, but ultimately, canon law is still theocratic in nature because legal interpretations rely upon secular jurisdiction and a theoretical basis for capital penalties imposed during incarceration and sentencing of the Covenant. Lastly, sentencing and incarceration of citizens who break penal law of the Covenant is decided by the Anointed One because ultimately judgment depends upon our God Plutus. The Anointed One serves sole authority to enact either capital punishment, life in prison, prison terms, or whatever punishment our leader sees fit as the direct messenger of Plutus and the Secretariat of State.
Judiciary of the Covenant: The judiciary of the Convent serves in the name of the Anointed One and consists of a sole judge with limited jurisdiction, a tribunal constant of four members, a Court of Appeal that also consists of four members, and a Supreme Court with only three members. The Sole judge, Tribunal, Court of Appeals, and Supreme Court are all appointed by the Anointed One and serve the Secretariat of State in judicial matters. The Sole Judge presides over civil law and city state law, the Tribunal hears both penal and civil cases, the Court of Appeals hears appeals against previous judgments, and the Supreme Court which consists of high ranking church officials hear appeals of original jurisdiction involving both penal and civil matters that do not involve the Anointed One.
Fundamental law of the Covenant:
The Fundamental law of the Covenant is our main government document of Donethal and informs legal precedence of theocratic rule in Donethal. Ultimately, the Fundamental law of the Covenant is a document that describes our systematic judicial structure and informs our mission in the world to advance Zemani initiative of knowledge by declaring Plutus and the Messenger of Plutus as having sovereign authority to interpret and develop laws of the state. Article One discusses the powers of the Anointed One, Article Two discusses the Secretariat of State, Article Three discusses the legislature, Article Four discusses drafting laws, Article Five discusses executive power, Article Six discusses important matters, and Article Seven discusses emergency legislative powers. Furthermore, Article 8-11 outlines the powers of senior members of government.
Article 1- The Anointed One possesses absolute authority over legislative, executive, and judicial powers and legislative dispositions can only be created by members high up in the clergy without approval of the Anointed One in cases of emergency where there is limited time to follow the norms of Canon law because of the superfluous nature and urgency of the matter at hand. An Interregnum not confirmed by the Anointed One requires full civil procedure in accordance with Canon law and guilt or innocence is determined by our leader, the messenger of Plutus who was appointed to deliver the judgments and sentencing terms of all citizens.
Article 2- Representation of Donethal is reserved to the Anointed One who is the Secretariat of State and sole representation of our state when it comes to matters of international law, diplomatic relation, internal affairs, and the signing of treaties.
Article 3- Unless the Anointed One has declared himself as the only person who can exercise a certain legislative power, legislative power is reserved to members high up in the clergy composed entirely of senior cardinals who have been commissioned by the Anointed One to deliver legislative decrees on behalf of Plutus and the messenger of Plutus. If the Anointed One is absent during any legislative session or preceding, Cardinals high up in the Covenant shall preside over the decrees delivered by the commission.
Article 4- The commission can only exercise its power within the limits of the laws bestowed on the Anointed One exclusively. The commission can collaborate to draft laws, but only the Anointed One can enact laws that were submitted to the Secretariat of State in advance for consideration.
Article 5- Executive power is vested in the Anointed One who gives power to the President’s of various commissions, but the Presidents of the commission must conform to canon and fundamental law before exercising normative executive power on behalf of the wishes of the Anointed One
Article 6- If matters of great importance inflict the state, a decision is informed together with high members of the clergy and Secretariat of State who ultimately makes the final decision once being advised by senior members of the Covenant.
Article 7- The First Cardinal of the Covenant is granted power to issue an ordinance if the issue at hand requires urgency, but the Anointed One is granted sole authority to veto the decision confirmed by the Commission up to ninety days after legislative and regulatory norms were put in place without approval of the Anointed One.
Article 8- The Anointed One is regarded as the Secretariat of State and represents the State as the leader of Donethal who legally represents all commissions of the State on the Anointed One’s behalf. All legal decisions are not codified and written into law until the Anointed One has signed off on the legislation.
Article 9- The First Cardinal who is our Chief Ambassador and Chief Diplomat at UN Ambassador has the responsibilities of a Secretary General and assists the Anointed One with the application and laws in the State. The First Cardinal oversees government commissions on behalf of the Anointed One, oversees the application of laws to ensure the dispositions are normative in nature once put into effect, oversees administrative activity, and takes place of the Anointed One if the leader is absent and unable to take part in the decision at-hand.
Article 9- The Chosen Collector or Chief Economist drafts financial budgets to be approved by the Commission and submitted for approval by the Anointed One. Furthermore, the Chosen Collector is tasked with collecting tithings from the citizens of the State.
Article 10- The Chosen Commander or Security Chief assists the Anointed One with consultation of internal and external security matters and serves as first commander to our troops, the Anointed Zemani Protectorates of the Covenant. The Chosen Commander carries out the wishes of the Anointed One in military pursuits and national security threats and is granted the authority to request the assistance of the Anointed One.
Article 11- The Chosen Secretary informs the press and the citizens of the State on the present legislative issues at hand. The Chosen Secretary informs the public of the Anointed One’s decisions involving the State and corresponds with the press and public on the reason behind codified law.

History of the Donethal People
Donethal has a rich history of traditions, Sacred Texts of Plutus Zemani that were found by the Zemani Pilgrims, and discovery of the Holy Oil Lands.
Historically, commoners within the state of Donethal cannot view or touch the Sacred Texts due to the Old Donethalian Language that can only be interpreted by the Anointed One and his anointed clergymen. These texts serve as a foundation for the people of Donethal to understand the ideas of peace, war, conflict, manners, and the good of all people. While the texts have been changed over time due to updated versions of the text provided by the Anointed One, people take these laws from the book with the knowledge to better themselves and their fellow Donethalians.
Through these Sacred Texts, it has given the foundation for the people of Donethal a more nationalistic idea to the people who have fallen from grace. As such the teaching of Plutus generates a fascinating story about the cosmic war that has taken place between Plutus and the fallen that occurred before mankind existed. It has said that within this war, Plutus, the creator of man, and our planet, was being attacked by the fallen followers that tried to corrupt his own people to believing in their false Gods and the Holy Oil Lands were purposely set to never be extracted from the lands. As the cosmic war ensued, thousands of lives were lost in the genocide that took place between Plutus followers and the fallen. While Plutus reigned supreme at the end of the war, the fallen were banished to the lands between, known currently as Cavan, and made these fallen work in the Holy Oil Lands.
Traditions of the Donethalian people are required within each household to read, and praise the teachings of Plutus. These traditions are normally conducted by the husband of the house while the women and children follow. Several of these rituals can be found within the sacred text of The Zemani.
Sacred Texts
The nation of Donethal is run strictly based on their sacred text, the Zemani. The text is the roots of civilization in the nation, it is sacred and is central to the teachings of Donethal. The text conveys spiritual truth and establishes a connection to the divine. The nation of Donethal uses this sacred text to influence societal values, social hierarchies and even influences their take on world politics.
Religious Holidays in Donethal
Religious Holidays in Donethal are heavily enforced throughout the state to showcase the strength and goodwill of Donethal. These holidays include the birth of Plutus, the discovery of the Holy Oil lands and celebration of the Anointed Leader’s Birth. Celebrations of these holidays can last from a single day, to a week. While these holidays are commonly accepted by the people of Donethal, enforcement of these holidays are crucial for the unification of the people and the state. Celebrations such as parades, parties, and so forth that drive the historical and cultural properties serve as a catalyst to promote the anointed one, and the people of Donethal.
The state on the other hand allows work to be canceled for the holiday celebration, but workers who disapprove of the work holiday will be fined by the clerics. Fines can range from citations of 100 (Don) to imprisonment depending on protesting of certain religious holidays.
The Zemani Covenant
The Zemani Covenant, which has several government funded churches, sanctums for the monks, and monasteries for the women are located throughout the entire state of Donethal. People who devote their entire life to the Zemani religion promote health, wellbeing, mass, and community service to individuals across the state. As young adults finish their College or University it is promoted by the government to become part of the Zemani Faith in order to serve those who are either fallen, or otherwise in need of assistance. In the southern part of the state, they work to help the refugees who are of different faiths to explore the possibility of conversion into the Zemani Faith. People in this line of work focus on the main foundation principles of Plutus, and his teachings in the Holy Oil Land. While they promote prosperity, they teach commoners how Plutus gave his life to benefit the Donethalian
Education in Donethal
The education system in Donethal is based on the teachings and religious texts of Plutus in the Zemani faith. Education begins at age 6 where children learn about the nationalistic ideology and theology of Donethal. As the Donethal education systems are free in primary and secondary education, University of Donethal is a private education system that is paid by the families in order for their children to continue education to achieve success.
As children begin studying at Primary school, Grades 1-5, they study the primary function of farming, religion, and the Donethal Language.
Secondary school, Grades 6-10, are more biased towards the promotion of the industrialization sector of the holy lands, intermediate/advanced Zemani theology courses, and introduction into military theory.
College of Donethal for women is offered to young female adults who have excelled throughout primary and secondary school. The College offers programs that push to promote Plutus theology in agriculture, clothing design, and business.
University of Donethal for men is offered to young male adults that have excelled throughout primary and secondary school. The programs are promoted to benefit the theological, industrial, media, political, architecture, and farming sectors in order to create a promising environment for all Donethal residents.
Young male adults who are unable to start University of Donethal are required to either enlist with the Holy Order military, work in the Holy Oil Lands, or work in local business (e.g agriculture) benefitting the common people of Donethal.
Young female adults who are unable to start College of Donethal are required to start work in local business (e.g. clothing manufacturing, or agriculture) to help benefit the population of Donethal.
Working environment in Donethal
The Zemani, by Plutus Book 1 Chapter 4 verse 8; “the working environment is the place of growth and prosperity where commoners and slaves are working towards for the forth coming of a nation.” People within the working sector are separated entirely on their beliefs, lower class individuals working the most tedious and heavy labor, commoners supervising their actions, and the clerics running the organization. Donethal men are placed in the higher positions of cleric and supervisor, depending on work experience while the women can only work within the inner city. As such, women can only work in local businesses that provide food, rest, and other basic necessities.
Women within the working sector do not have prestigious positions that men have within the work environment, but they are thought to be mothers in the work environment. With this separation in place the numerous workplace environments that are located either in the Holy Oil Lands or in the most prestigious inner city promote basic economic growth. Unions for the commoners are in place in either the private or public sector, while slaves, who are considered to be the fallen, work for the good of all people.
Social Structure
The people of Donethal follow a very strict social structure. Due to the fact that their government is Theocratic, at the very top of their hierarchy is their God, Plutus Zemani. The following pieces of the social structure goes as follows, in guidance with how Plutus Zemani orders it to go, of course; following the supreme being is the Anointed one, he speaks on behalf of Plutus Zemani. Next, is the Anointed Ones covenant, the other members of the government. These members include, The Chief Diplomat, the UN Ambassador, the Chosen Collector, the Chosen Commander and the Chosen Secretary; each one of these positions assist the Anointed one, however, have nowhere near as much power as he does. The fourth level of the social structure is those in the military, protecting our nation. The fifth level is those a part of the workforce, working to improve the industrialization of Donethal, making money to support their families and paying 10% of each check to the government to supply them with everything they need to protect and keep the nation running smoothly. The next level, second to last level on this hierarchy is women. Women's role in Donethal is very domestic, they learn at a young age how to raise children and how to keep up with the household. At the very bottom of the social ladder are peasants and laborers, serving the Anointed one as well as those in the Covenant. They also serve people with financial abundance.
Codes of Behavior
The codes of behavior in Donethal are very strict. The way citizens are supposed to behave are
written in the Zemani, so there is really no margin
room for error. The code of behavior in the sacred
text says:
1. Men are the providers, or they go straight to the military.
2. In exchange for men being the breadwinners and protectors, women must serve and be very obedient to their husbands.
3. Women should never pose to be superior to men.
4.The people of the Zemani faith should keep their virginity until marriage and once they enter marriage they must always demonstrate loyalty and dedication to their partner.
5.Women are expected to dress feminine, showing little to no skin.
6.Men are also expected to dress in a modest appearance.
7.Nobody in the Zemani faith are permitted to have any alcohol or drug consumption
8. Everybody in the Zemani faith must fully immerse themselves into the religion, following everything Plutus Zemani says, and fully believing and having 100% faith in whatever he has in store for them.
Rituals
Starting from a young age, the people of the Zemani
faith must begin to complete their three sacraments.
First Sacrament: Baptism, to be fully submissive to
Plutus Zemani right when they are born.
Second Sacrament: Concord, when children attend a ceremony that allows them to be one with the Supreme being.
Third Sacrament(for men): A pilgrimage, a very long, harsh, difficult journey to the holiest land in the nation of Donethal, the birthplace of Plutus Zemani.
Fourth Sacrament: Marriage, the final sacrament is matrimony, when husband and wives make the commitment to serve one another.
There are many other rituals that are important while working to complete sacraments, this includes attending mass at the Zemani Covenant three times a day, which they must shower before to get rid of any dirt before entering this holy building. Fasting for three months out of the year to show their dedication and trust in Plutus Zemani, and prayer before and after every meal.
