Summary of HF 215 - Education Reform.

Major Provisions:

1)  2% allowable growth, one-time payment of 2% for FY14 

2)  4% allowable growth for FY15

3)  5-year extension of Early Intervention Block Grant

4)  Task force to review improved student assessments

5)  Task force to recommend changes to teacher administrator evaluation to include student achievement data

6)  Voluntary teacher pathway based on 3 models: a) Governor's Plan; b) Instructional Coach Model; c) a comparable plan developed by district

7)  Option to base school year on 180 or 1080 hours

8)  Changes to homeschool lesson reporting and oversight

Teacher starting salary (including TSS funds):  $33,500;;  Mt. Pleasant CSD: $35,520
