Below find a series of transcripts of the meetings organized by the City or City officials (Revelle community meeting/Reid townhalls) re. NU proposed Stadium Development and Text Amendment (and MOU).
The first ones shown below are the very rough incomplete Council meetings (October 30 & November 20) and the two Reid townhall meetings. These "rough" transcripts will be replaced soon with corrected versions.
Just one comment regarding an amendment that Councilmember Kelly put on the "floor" to table the MOU for just a few weeks and that Mayor Biss tiebreaking vote did not allow to pass. The short pause would have allowed the Council more time to explore in depth the legal repercussions of tying the NU Community Benefits with the Text Amendment, and also review the implications of the language of the MOU regarding words such as "unreasonability" etc.
In fact, there was in fact no rush on demolition, no December deadline, because State requirements for buildings deemed eligible for the National Register of Historic Places effectively postponed the decision granting the stadium demolition for several months.
NU and City Staff found out about this state requirement in October.
Therefore, Mayor Biss must have also known about this. His rush in casting the tiebreaking vote shows his overwhelming desire to grant NU unfettered control over future decisions by Council regarding the U2District.
This also explains the most recent clause in the MOU regarding "Northwestern not building a new stadium".
