The argument that NU is making is that they are willing to compromise by reducing the amount of events requested. NU's usual strategy is to propose something outrageous and then, after the community's opposition reaches a climax, to scale down the proposal, as "evidence of their concerns for the community".
However, NU is after a zoning change. It makes no difference to them, in the short run, how many events they can host at the stadium and plaza. The University knows full well what a zoning change means in the longer-term: an easy path to increase their demands later. For an example of this procedure, of course, one only needs to read NU's history about their past attempts to strongarm the City into their demands. But another example can be seen in what happened at Wrigley Field re. night-games.
