In January, 1979 there was correspondence between the Property Standards Inspector, Ed Nehring and the Director of Inspections and Permits, William Dettmer regarding the use of stadium parking for the hospital's use.

The following letter raises the issue of the U-2 District parking ordinance that allowed only NU faculty, staff and students to use the U2 parking lots.

To William A. Dettmer from Ed Nehring Re. Dyche Stadium parking (Vic Liebes’memo)
In answer to Vic Liebes’ memo of 01/25/79, I have reviewed the section of the zoning ordinance and find as follows:
The parking area at Dyche stadium which is located in the U1, and U2 zoning districts constitutes required parking for NU Faculty, staff, and students and therefore cannot be rented out to someone else for required or non-required parking (zoning ordinance XB1)
Even if the hospital’s parking at this location would meet section XB10L, it could not be counted as satisfying parking requirements for the hospital. Only the Zoning Board of Appeals and the City Council could grant a variation from the parking requirements of the Zoning ordinance or the Zoning Amendment Committee could amend the parking requirements for the hospital.
The parking variation was granted to allow Hospital Parking on the west lot as can be inferred from the June 5, 1979 letter sent by the 1410 Central Street Corporation, which complained (#4) that the hospital parking on the U lot created increased traffic, noise and dirt in the neighborhood.
