1. NU had to provide free parking for all attendees
2. NU had to provide security for the parking area
3. Provision of traffic control devices, including personnel, had to be provided to ensure the free flow of traffic and the security and safety of said traffic flow.

In their 2019 text amendment proposal NU offers free parking and implies this offer is an extraordinary gesture of goodwill toward the neighborhood. But NU can't even offer free parking to all attendees, since NU limits the offer to "until the lots are full". In 2019 there are significantly less parking spaces available than in 1984.
