INTO THE 21ST CENTURY

踏入2000年,總會確定了「抱負」、「使命」和「價值觀」,為全港童軍及社會人士提供清晰方向。 2003年,香港面對沙士疫潮,童軍除了果斷地宣全港童軍暫停集會,更發動童軍參與政府的「抗炎宣傳」、「全城清潔行動」和簽署「衛生約章」等,種種努力與1980年香港童軍參與天花防疫時一樣,展現出對社會責任之承擔。 兩年後的南亞海嘯,香港童軍發起售賣籌款紀念章,響應世界童軍協會為災民募捐。 在香港總監鮑紹雄帶領下,香港童軍人數於2005年達到100,000人之歷史紀錄;並且和國內青少年單位保持良好交往,多次組織交流活動,包括大型境外活動「同心同根萬里行」,讓童軍認識和關心祖國。副香港總監許宗盛更在20059月「第37屆世界童軍會議」中,被選為世界童軍委員會主席。在慶祝香港童軍95周年之際,總會於香港童軍中心11樓設置「香港童軍運動里程碑」配合童軍文物廊的展覽,讓童軍成員對香港童軍的發展有更清晰的解。 2006年底,總會於西九龍文娛區舉辦「大都會露營」,慶祝香港童軍95歲誕辰及為世界童軍運動周年紀念揭開序幕。



Stepping into the 21st century, the Scout Association of Hong Kong launched its “Vision, Mission and Values” (VMV) to provide a clear direction for both its members and the public. During the outbreak of severe acute respiratory syndrome (SARS) in Hong Kong in 2003, the Association was actively involved in various hygiene campaigns against SARS, and supported the territory-wide cleaning campaign launched by the government. The Association  responded quickly to the catastrophic Asian tsunami occurred in 2004 and launched a fundraising campaign. Scout members were responsive to the appeal by direct donations or through buying the fundraising badge. All donations were directed to WOSM’s Tsunami Scout Aid Fund for the relief and rehabilitation work in the affected areas. Under the leadership of Pau Shiu-hung, the Chief Commissioner since 2004, the Scout membership in Hong Kong reached a record high of 100,000 in 2005. Exchange between Hong Kong Scouts and the Chinese youth became increasingly common; visits were organized to allow local Scouts to get a better understanding of mainland China. In September 2005, Deputy Chief Commissioner Herman Hui Chung-shing was elected as the Chairman of the World Scout Committee at the “37th World Scout Conference”. To celebrate the 95th Anniversary of Hong Kong Scouting in 2006, the “Milestones of Hong Kong Scouting” exhibition was established beside The Scout Gallery on the 11th floor of Hong Kong Scout Centre to showcase the development and achievements of Hong Kong Scouting in the past 95 years. In late 2006, the “Metropolitan Jamboree” (MetroJam) was held at the West Kowloon Reclamation to celebrate the 95th Anniversary of Hong Kong Scouting and the Centenary of world Scouting.


2007年,香港郵政第三度發行童軍紀念郵票,慶祝世界童軍運動百周年紀念。總會組織了大型代表團,參加由童軍運動發源地英國主辦的「第21屆世界童軍大露營」,並舉辦各項慶祝活動。 除了派出人數多達699人的代表團往英國外,更在西貢舉行自1995年以來另一次大型之「慶祝童軍百周年世界同步大露營」(Join-in-Centenary Jamboree)。 同年,陳傑柱接任香港總監,成立「香港童軍總會王兆生領袖訓練學院」,及與理工大學專業進修學院合作推出「領導及管理文憑」。 同年年底,香港童軍歷史檔案室正式啟用,有效地保存及整理總會各類歷史文獻、刊物及圖片等。 2008年,四川汶川發生特大地震,香港童軍嚮應政府救災呼籲,除了發動全體成員捐款救災外,更參與災後重建。 2009年年底,派出代表團參加在菲律賓舉行之「第26屆亞太區童軍大露營」,亦為「第10屆世界童軍大露營」50周年紀念,當時的代表團團長謝炳奎連同七位成員及家屬參加在營內舉行的「第10屆世界童軍大露營金禧紀念重聚聯歡會」。 



In 2007, Hong Kong Post issued for the third time Scouts commemorative stamps, marking the centenary of world Scouting. A largest ever contingent of 699 Hong Kong Scouts was sent to participate in the “21st World Scout Jamboree” in the United Kingdom, the origin of Scouting;  “Join-in-Centenary Jamboree” was also held in Sai Kung during summer. Anthony Chan was appointed as the Chief Commissioner in 2007, a time which coincided with the opening of “Wong Siu Sang Leadership Training Institute” and the launching of the “Diploma in Leadership and Management” (DLM) with the School of Professional Education and Executive Development (SPEED) of Hong Kong Polytechnic University. By the end of 2007, the “Hong Kong Scout Archives” was set up to systematically collect and better preserve Scout-related documents, bulletins and photos, etc. In the spirit of helping others, the Association responded to the massive earthquake that hit Sichuan in 2008. An immediate relief appeal was launched to support the reconstruction of Sichuan apart from raising funds. At the end of 2009, representatives were sent to take part in “26th Asia-Pacific Region Jamboree” at Mount Makiling in the Philippines, the same site as the “10th World Scout Jamboree”. During the Jamboree, seven veteran Scouts, again led by Tse Ping-fui, attended the “10th World Scout Jamboree Golden Anniversary Reunion”. 

2010年香港童軍慶祝百周年紀念,第一項慶祝活動為2010年底在大嶼山舉行之「香港童軍100周年紀念大露營」(Hong Kong Scout Centenary Jamboree),參加的童軍來自17個國家及地區,人數多達5,000名。 多項慶祝活動相繼舉行,同時亦出版香港童軍歷史專書等,並且再次派遣人數多達529人的代表團遠赴瑞典參加「第22屆世界童軍大露營」。 2011年3月,日本發生黎克特制9級大地震,總會再次發行籌款紀念章,展示世界童軍兄弟情誼及助人精神。 張智新接替陳傑柱為新一任香港總監後,隨即帶領過百人的香港童軍代表團,參加在台灣舉行的「第28屆亞太區童軍大露營」。 2013年11月,總會再次舉行盛大國際活動,於香港童軍中心舉行「第一屆世界童軍教育會議」(1st World Scout Education Congress) ,有來自96個國家及地區的500多名代表參加。 



To celebrate the Centenary of Hong Kong Scouting, a series of celebratory events took place between 2010 and 2011. Highlights were the “Hong Kong Scout Centenary Jamboree” held on Lantau Island involving over 5,000 participants from 17 countries and regions, and the publication of a book about the history of Hong Kong Scouting. A contingent of 529 delegates was sent to Sweden to participate in the “22nd World Scout Jamboree”. In March 2011, Japan was hit by a massive earthquake. The Association again issued fundraising badges to support the relief and rehabilitation work in Japan. Cheung Chi-sun, having succeeded as the Chief Commissioner, led a contingent of over 100 participants to take part in the “28th Asia-Pacific Region Jamboree” held in Taiwan. In November 2013, the Scout Association of Hong Kong hosted another major international Scouting event, the “1st World Scout Education Congress”, involving over 500 participants from 96 countries and regions.
