Verse 60:13 translation: 'O you who believe! Have no close friendship with people condemned to Allah’s Wrath. They (people so condemned) are devoid of any belief in the Hereafter, just as the suppressors of Truth are devoid of any belief in the resurrection of those buried in the graves.'
The Verse does explain who those condemned to Allah’s Wrath are. They have no belief in the Hereafter and in the resurrection of the dead!
This does not mean that the believers should have no relationship at all with those so condemned. Unless and until they come in the way of the believers' normal day-to-day functions, Allah does not prevent the believers from maintaining normal day-to-day mundane relationship with them. It is not for the believers, but for Allah, to punish them for their disbelief despite Allah providing enough evidence of His existence! This should be well remembered for the maintenance of peace in this world. Allah just does not want the believers to be too closely friendly to be themselves influenced by the non-believers' disbelief.
