2% Buffer allows you to lower as far as 175.17; you can see that 175.16 is too low (red).
178.74 - 2% = 175.165
In short, athlete can wrestle 175 pound weight class with a one-pound allowance on 20-Dec but not 175 flat weight class.
Without the 2% buffer, WCP allows athlete to make the 175 pound weight class on 30-Dec.
If athlete weighs in at 181 on 20-Dec, then it resets the rate of weight loss so not to be allowed at 175 on 30-Dec (only 190 weight class).
