If you ever face difficulties in accessing healthcare and exercising your rights for reasons such as refusal to provide healthcare, poor service, or situations of discrimination or racism:
You must first seek clarification from the citizens' office (“Gabinete do Cidadão”) of the Unit or Hospital where you are.
You can also ask for help and clarification by contacting the Health Office ("Gabinete de Saúde") at the AIMA 2 Store in Lisbon or a Local Support Center for Migrant Integration (CLAIM).
If you want to register a complaint, you can request the Complaints Book (“Livro de Reclamações”) of the Unit or Hospital where the situation occurred and record what happened.
If you still have any doubts, you can contact the Health Regulatory Authority (“Entidade Reguladora da Saúde” - ERS) to request information through its online form or submit a complaint via its online complaints book.

Balcão Único de Atendimento

Citizen's Office (Gabinete do Utente)
The ULS São José Citizen 's Office has in-person service from Monday to Friday, from 9am to 4pm, at Hospital São José, Hospital Santa Marta, Hospital. Santo António dos Capuchos, Hospital Dona Estefânia, Hospital Curry Cabral and Maternity Alfredo da Costa (next to Social Services).

User Advocate (Provedora do Utente)
Since May 2025, ULS São José has has an appointed User Advocate — Nurse Fernanda Silva — dedicated to ensuring the defense and protection of the rights of all users, especially the most vulnerable.
