Open Enrollment for Benefit Plan Year 2024-25

Open Enrollment for the State of Utah begins April 15th and runs through May 31st. It's that time of year to make changes to your PEHP benefits and/or enroll in additional coverage for you and your family. Changes to your PEHP benefits must be completed via your myPEHP account between April 15th and May 31st for the 2024-25 plan year, which begins July 1st.

Benefits Changes & Highlights
Premium Differential by Network: There will now be a difference in premium between the Advantage and Summit networks. This affects both the medical premiums, and some HSA contributions.
Changes to the STAR HSA Plan:
Deductibles will increase to meet Federal guidelines for qualified high-deductible health plans:
Single Deductible: $1,600 (was $1,500)
Double/Family: $3,200 (was $3,000)
Out of Pocket Maximums will also increase and match the Traditional plan limits:
Single: $3,000 (was $2,500)
Double: $6,000 (was $5,000)
Family: $9,000 (was $7,500)
With a new individual embedded Out-of-Pocket Maximum of $4,000 for double and family plans, this means that one individual cannot meet more than $4,000 out of pocket in a plan year.
Employer HSA Contribution Changes: The annual HSA contributions will increase as follows. All other HSA contribution amounts will remain the same.
STAR HSA Plan: Single $1,037.28 (was $909.36)
Consumer Plus Plan - Summit Network only
Single: $1,973.52 (was $1,824.72)
Double: $3,972.24 (was $3,649.68)
Family: $4,089.36 (was $3,649.68)
2024 HSA Limits Increased: These contributions follow a calendar year.

Infertility & ART Benefits: Infertility and Assisted Reproductive Technology (ART) services are no longer part of a State pilot program. These benefits are now ongoing covered benefits (excluding Consumer Plus Plan).
Important Reminders
Medical, Dental & Vision Plans: If you'd like to keep the same benefits, you do not need to re-enroll. However, you must enroll/re-enroll in the FLEX$ account if you'd like to participate. It's also a good idea to check your personal information in your myPEHP account to make sure everything is up-to-date and correct, including your contact information, beneficiaries, and dependents' names, dates of birth, and SSNs.
Flexible Spending Account (FLEX$): If you'd like to participate in a Flexible Spending Account, you must enroll or re-enroll. The Flexible Spending Account DOES NOT auto-renew. You may contribute up to $3,200 in calendar year 2024. FLEX$ accounts are use-or-lose. You may roll over up to $640 into the new plan year, but anything beyond that is forfeited.
MetLife Legal Plan: Coverage automatically renews each year unless canceled by the employee during Open Enrollment. This coverage can only be canceled or enrolled in during Open Enrollment. You must contact MetLife Legal Plans at 1-800-821-6400 to enroll or cancel.
Voluntary Short-Term Disability (The Standard): Coverage automatically renews each year unless canceled by the employee during Open Enrollment. Employees can enroll in this benefit anytime, but a late enrollment penalty will apply.
Mental Health Care & Services: If you have an emergency, you can get immediate help by calling the national crisis line at 988. Blomquist Hale offers counseling services at no cost and for any reason. Services are confidential, and they also offer a 24/7 crisis hotline. Call them at 1-800-926-9619. PEHP also offers additional information regarding mental health care and services.
Other Insurance Coverage: If you have other qualifying medical or dental coverage, you can sign up for the Opt-Out Cash Benefit during open enrollment and get cash added to your paycheck. Medical Opt-Out Cash Benefit
If you have other qualified medical coverage, you can opt-out of PEHP medical coverage in exchange for more money each paycheck. If you're interested in the Medical Opt-Out Cash Benefit, you must sign up to opt-out of the benefit by logging in to your myPEHP account. Employer Name is State of Utah.
Single: $76.93
Double/Family: $153.85
Medicare, Medicaid, and Individual Coverage through the Federal Marketplace are not qualified coverages.
To opt-out, go to the Medical Section of online enrollment. Click "Change" then select "Opt-Out" from the available plans. See instructions.
Payments are processed through State Finance.
Income is subject to tax.
Your enrollment in the Medical Opt-Out Cash Benefit will continue unless you lose your other coverage or enroll in a plan during Open Enrollment.
Dental Opt-Out Cash Benefit
If you have other qualified dental coverage, you can opt-out of PEHP dental coverage in exchange for more money each paycheck. If you're interested in the Dental Opt-Out Cash Benefit, you must sign up to opt-out of the benefit by logging in to your myPEHP account. Employer Name is State of Utah.
Single: $3.85
Double: $7.70
Family: $15.39
