Step1: Find the PDF file in Google Drive & Click on Preview
Step2: Pop-out the Google Drive preview
Step 3: Use the More actions menu and choose Embed item
Step 4: Copy code provided
Step 5: Edit Google Sites page where you want to embed & open the HTML Editor
Step 6 : Paste the HTML embed code provided by the Google Drive preview & click the Update button and Save the page
Step 7: All Done! See results below
