In Windows Explorer click to select the graphic you want to size, Right Click > Open With > Paint
From the Ribbon Click RESIZE > Percentage or Pixels > then click OK > File > SaveAs > give it a NEW file Name

PAINTING EDITORS - FreshPaint - a Win8.1+ app that REALLY simulates painting
Fresh Paint is very simple it would be ideal to use a ideally a Windows tablet or some other form of touch screen device. Using a Mouse use is possible, but really this is an app for touchscreen devices. Typically painting on a computer is nothing like painting in real life. Real painting is actually very complicated. Fresh Paint originated from a Microsoft’s Research project known as Project Gustav. The idea was to give MS Paint a lift from it’s original boring self to this program that was designed to mimic liquid paints and oil pastels and create something that acted more like real artwork that you could create digitally and transfer and print directly onto canvas.
