Most recipes can be learned by going to the professions screen and to the tab "Available Recipes". Once learned they are in the tab "All recipes". To have a few selected recipes showing on the first tab "Selected recipes" make sure to have the circle set to green in the "Selected" column.
To receive the Scroll of Earth Gift recipe you need to finish the quest "Sorcerer's trophy recipe". To start the quest you need to have a Sorcerer skill of at least 210 and talk to the Mage in Gorge of Gondi / Barrow of Saddness.
