I worked for E-Quality from 2005 till 2007, an expertise center for gender and ethnicity. Later E-Quality became part of Atria. One of the projects I worked on was gender and ethnicity budgeting in sports. It was needed and is still needed in 2024 I heard at the 'Nationale Sport vakbeurs' of NOC*NSF in 2024. NOC*NSF is looking at the participation of citizens in sports on 'gemeenten' level at the moment. The goal of NOC*NSF can be compared with the goal for which this paper was written in 2006 getting every citizen to take part into sports.
Back then in 2006 as can be read in this paper most of the sports subsidies went to sport locations which men were using except for swimming pools which were used more by women. The goal of this pilot project was to look at the allocation of all the government money spent on sports on all government levels to groups of citizens using the sport locations. In this report dating from 2006 the allocation groups were:

Sometimes it was even possible to allocate for age within the groups mentioned above.
*The term 'Allochtoon' and 'Autochtoon' isn't used anymore since 2016. At the moment the term 'persoon met migratieachtergrond' ='person with a migration background' is used.
As a project employee (projectmedewerker) I was going through literature about allocation of budgets and I was the one doing the math and statistics for the allocation of the money spent on sports. Also I was the one figuring out how to combine data sources. I sometimes asked the senior policy officer (senior beleidsmedewerker) for other tools then there were available at that time at E-Quality. I got SPSS and the AVO-file on a deeper data level than was planned at first. This is one of the reasons why I was later asked by Laudius to make an online ecourse Big Data in cooperation with another teacher for them.
For the project 'Doelgericht begroten in de sport' I spent most of my time in Excel. In this project I could use my experience with Excel I got from working as a student-assistant at the HES Amsterdam during my Business Economics study there. And also my experience with budget allocation from my internship with the Police of Amsterdam came in handy. But this went further than just simple math in Excel. I got to use all kinds of formula combinations and all the tricks I explain in the Excel lessons I teach. I have some blogs about the Excel tricks I am using in my work, more blogs about Excel tricks to come in 2025.
Nowadays even statistics can be done in Excel with the add-on Real-Statistics as I explain in the blog 'Big Data Analysis With Real-Statistics In Excel' and my Big Data ecourse. In 2006 I used SPSS for the analyses needed on the file AVO for the project 'Doelgericht begroten in sport'. I made new variables, did math with variables, chi-squared, correlation and significance in SPSS. The experience with SPSS I got from my master Urban Geography (2004-2007). I was studying for my master during the time I was working for E-Quality.
