TFI 3.5 RESOURCES: Staffing

An administrative plan is used to ensure adequate staff is assigned to facilitate individualized plans for the students enrolled in Tier 3 supports.

Systems support the accurate and durable implementation of practices by staff, the efficient use of data for decision-making, and achievement of outcomes. Staff are trained to prevent many student behavior problems as well as to deal with disruptive behaviors in a proactive and positive manner. Systems provide the procedures and infrastructure to support and maintain new evidence-based practices.

TFI 3.5 Big Ideas

In element, TFI 3.5, an administrative plan must be revised/developed to include staff member(s) assigned to support implementation of Tier 3 Behavior Support Plans and Behavior Intervention Plans for at least 1% of the school's population.

Administrator Plan

The Tier 3 System's Planning Team must ensure that current team member names are written into the administrative list of adjunct duties for staff. Administrators must also provide a brief description of the roll the Tier 3 Systems Planning Team plays on each Unique Student Support Team to highlight the amount of time team members will put into FBA analysis, team meeting time, etc. This list will need to be revised each year, as Tier 3 Systems Planning Team members may change.

SAMPLE DESCRIPTION OF ADJUNCT RESPONSIBILITIES:

Each Tier 3 Systems Planning Team member will be assigned to develop, implement and monitor behavior plans for individual students. Thus, Team members will be conducting observations (initial data collection and fidelity checks), analyzing data, meeting with their unique Student Support Team(s) every 4-6 weeks, and meeting monthly with the Tier 3 Systems Planning Team.

By adding Tier 3 Systems Planning Team member names to the list of staff adjunct duties, the administrator is acknowledging that the role this Team plays takes additional time. If these additional responsibilities can not be completed during the school day, Team members should be compensated for their time.

1% of Students

How many plans each site implements annually will be dependent on the sites population. By definition, Tier 3 should be accessible to 1-5% of the student population. Tier 3 needs vary by student, therefore not all students receiving Tier 3 supports will need a behavior plan.

It is the responsibility of the Tier 3 System's Planning Team to ensure that, at minimum, 1% of the student population has a Unique Student Support Team monitoring their behavior plan implementation.

Based on the PBIS pyramid:

80 - 90% of students will be successful with Tier 1 support.

5 - 15% of students will need Tier 2 Support.

1 - 5% of students will need Tier 3 Support.

At the beginning of each school year, Tier 3 Teams should determine the approximate number of students who may need access to Tier 3 behavior plans. This will help the Tier 3 Team to determine how many unique teams will need to be formed throughout the duration of the school year.

Sample School:

SWSS Academy , total student population = 1000

Approximately 800 (80%) - 900 (90%) students will demonstrate expected behaviors when the school implements Tier 1 Universal practices with fidelity.

Approximately 50 (5%) - 150 (15%) students may need additional support, or Tier 2 Intervention, to reliably perform expected behaviors.

Finally, it is possible that 10 (1%) - 50 (5%) students may need the most intensive level of support, a Tier 3 Behavior Intervention Plan, over the course of the school year.

At SWSS Academy, the administrator should plan to have enough staff to support the development and implementation of 10 uniquely constructed Student Support Teams.

NOTE: This is an important calculation for the Administrator to consider when determining how many Tier 3 Team members and the amount of Adjunct time to write into their Administrative Plan.

For example if this school has 5 members on their Tier 3 Team, each Team member will be assigned to support at least 2 uniquely constructed Student Support Teams:

  • Completing the FBA for each Team,

  • Developing each Team's behavior plan, and

  • Attending each Team's progress monitoring meetings (every 4-6 weeks).

Question to consider for the Administrator Plan - How much time would it take each of the 5 Team members to support their assigned Student Support Teams and meet monthly with the whole Tier 3 Systems Planning Team (see TFI 3.2 for more information).

How to Score 2 Points on TFI 3.5

To receive a 2 Point Score Teams must be able to say yes to the following set of questions.

a) The administrative plan includes an approximate number (1%) of unique Student Support Teams that will need to be formed throughout the school year,

b) A current list of Team member names are written into the administrator plan and the number is appropriate to support the number of Student Support Teams that will need to be formed,

c) Adjunct responsibilities of Tier 3 Team members are described the administrative plan, and

d) Monies are dedicated for Tier 3 Team members to complete adjunct responsibilities outside of the school day.

2 Point:

Personnel are assigned to facilitate individualized plans for all students enrolled in Tier 3 supports.

1 Point:

Personnel are assigned to facilitate some individual support teams, but not at least 1% of enrollment.

0 Point:

Personnel are not assigned to facilitate individual student support teams.
