TFI 2.4 TEAMS: Request for Assistance

Tier 2 Systems Planning Team uses written request for assistance form and process that are timely and available to all staff, families, and students.

Systems support the accurate and durable implementation of practices by staff, the efficient use of data for decision-making, and achievement of outcomes. Staff are trained to prevent many student behavior problems as well as to deal with disruptive behaviors in a proactive and positive manner. Systems provide the procedures and infrastructure to support and maintain new evidence-based practices.

TFI 2.4 Big Ideas

In element, TFI 2.4, the site Tier 2 Systems Planning Team creates and utilizes a written staff/student/parent request for assistance. The Team will define the process for distribution and collection, which includes a timely response to the written request (< 3 days).

Action planning includes: Adopting a staff/caregiver/student nomination form, Creating a process to distribute, Collect and responding to the nomination, Creating a process to collect additional data to determine next steps

Nomination Forms

Teacher, Caregiver and Student Nomination Forms provide another means for the Tier 2 Team to identify students who may benifit from Tier 2 supports.

An effective Tier 2 identification system will include a process that allows teachers, caregivers and/or students to submit candidate names to be considered for Tier 2 supports/interventions.

The Tier 2 Team will need to create a process to support the Nomination process:

How will Staff, Students and Caregivers access the Form?

Who will they contact if they have questions and/or need assistance with the nomination process?

How will Staff, Students and Caregivers submit completed Nomination Forms?

Based on the Tiered Fidelity Inventory (TFI) criteria, Tier 2 Teams have up to 3 days to let staff/caregivers/students know that their nomination form has been received and will be reviewed by the Tier 2 Team. Therefore Tier 2 Teams will need to create a process to ensure nomination forms are processed in a timely manner.

Process Nomination Forms

Once a Nomination form has been submitted, Teams have 3 days to respond to the person making the nomination. This means Tier 2 Teams will need to create a process that is time-sensitive.

Consider:

How Tier 2 Team members will be notified once a Nomination Form has been submitted?

Who on the Tier 2 Team will be responsible for processing the Nomination Form - gathering student name, student ID number, grade, teacher(s), etc.?

How will the Tier 2 Team respond to the person who completed the Nomination Form?

Review Nomination Forms to Determine Need & Placement

It is best practice that staff who complete a nomination form attach Tier 1 Intervention Log data. This will help the Team analyze what Tier 2 classroom supports have been attempted and the success of those supports.

There are some instances when the behavior is so intense that Teachers may not be able to wait to go through the Tier 1 process prior to submitting the Tier 2 Nomination Form . This will be dependent on the intensity of behavior. In some cases, the nomination to Tier 2 will happen just as teachers are starting to document supports on the Tier 1 Intervention Log, in other cases it may be in the middle, etc. Each case will be unique and be dependent on the severity of the behavior.

Review Additional Student Data

In order to determine the best support/intervention for a student, a member of the Tier 2 Team will need to gather additional data regarding the identified concern.

The Tier 2 team should collect data that will help them determine the frequency, intensity and complexity of the behavior. In doing so, need for support can be assessed.

Note: If the Tier 2 Team believes the student would benefit from one of the sites evidence-based interventions Check-in/Check-out or Emotion Management, a member of the Tier 2 Team will complete the Functional Assessment Checklist for Teachers and Staff (FACTS). Completing the FACTS will also allow the Tier 2 Team to review multiple data sets in order to clearly identify the behavior impeding learning, possible predictors for this behavior and a hypothesized function of the behavior. According to the Benchmarks of Quality, it is best practice that decisions about whether a student will receive additional behavior support are made in a timely manner and the staff/caregiver/student who completed the nomination are notified of decisions about placement in Tier 2 supports/interventions within 10 days of making a referral.

How to Score 2 Points on TFI 2.4

To receive a 2 Point Score Teams must be able to say yes to the following set of questions.

2 Point:

Written request for assistance form and process are in place and team responds to request within 3 days.

1 Point:

Informal process in place for staff and families to request assistance.

0 Point:

No formal process.
