TFI 2.1 TEAMS: Team Composition
Tier 3 systems planning team (or combined Tier 2 & 3 team) includes a Tier 2 systems coordinator and individuals who can provide (a) applied behavioral expertise, (b) administrative authority, (c) knowledge of students, and (d) knowledge about operations of school across grade levels and programs.
Systems support the accurate and durable implementation of practices by staff, the efficient use of data for decision-making, and achievement of outcomes. Staff are trained to prevent many student behavior problems as well as to deal with disruptive behaviors in a proactive and positive manner. Systems provide the procedures and infrastructure to support and maintain new evidence-based practices.
TFI 2.1 Big Ideas
In element, TFI 2.1, the site administrator will form a Tier 2 Systems Planning Team to oversee students receiving Tier 2 Supports.
When building a team, keep in mind that members should have specific areas of expertise - applied behavior, administrative authority, knowledge of students, and knowledge about the operations of the school across grade levels and programs.
Action planning includes: Gaining commitment (from Team members and staff), Identifying areas of expertise, Assigning roles, Scheduling monthly meetings, Adopting a sign-in sheet
Tier 2 System's Planning Team Members
The role of The Tier 2 Systems Planning Team is to meet monthly in order to:
1) identify students who require Tier 2 supports: 5-15% of the population,
2) support staff implementing evidence-based intervention(s),
3) monitor fidelity to intervention implementation,
4) monitor student response to each evidence-based intervention, and
5) intensify, modify, or fade intervention(s) based on student response.
Therefore, members of the Tier 2 Systems Planning Team must have expertise in the following areas:
Applied Behavior as it relates to how Environmental Factors can become antecedents to behavior and consequences can become the Function of the behavior. (See TFI 2.7)
Administrative Authority to support team decisions, provide more opportunities to meet as a Tier 2 team, allow time for training on Tier 2 interventions, and provide a budget to support intervention implementation.
Knowledge of Students who have been receiving Tier 1 supports (i.e., What they have received? How they responded? etc.)
Knowledge about School Operations and what supports are available (i.e., additional staffing, additional interventions, flexible schedules, etc.).
Tier 2 System's Planning Team Responsibilities
It is recommended that >50% of Tier 2 Team members have received training on the interventions, the systems needed for implementation, and progress monitoring tools.

Tier 2 System's Planning Team - The Role of a Coach
In addition, Tier 2 Team members also may serve a coaching role to support implementation of Tier 2 practices among staff.
Center on PBIS
On-going training, support and data review afford stakeholders the opportunity to ask questions and address any concerns about the intervention. Awareness about the concerns will allow the Tier 2 Team to put systems and practices in place to support future implementation of the intervention.
