TFI 2.5 INTERVENTIONS:  Options for Tier 2 Interventions

Tier 2 Systems Planning Team has multiple ongoing behavior support interventions with documented evidence of effectiveness matched to student need

Emotion Management

Practices are the interventions and strategies that are evidence-based in achieving the valued or expected outcomes. Prevention practices include defining, teaching, modeling, monitoring and acknowledging expected behaviors as well as practices for responding to students’ disruptive behaviors in class and non-classroom settings.

TFI 2.5 Big Ideas

In element, TFI 2.5, the site Tier 2 Systems Planning Team will implement at least 2 evidence-based interventions. These interventions will be monitored for effectiveness, at least monthly, to ensure they are supporting students.

Action planning includes: Attending Tier 2 trainings to develop and implement evidence-based interventions, Conducting monthly Tier 2 team meetings to monitor the effectiveness of each Tier 2 intervention

Considerations for Tier 2 Interventions

It is recommended that sites have at least 2 evidence-based interventions on site to support the needs of the 5-15% of the student population who will need more than just Tier 1 to be successful.

When considering how many and which Tier 2 Intervention should be implemented, it will be important to note:

A member of the Tier 2 Team will need to be assigned to coordinate each Tier 2 Intervention

The site has an adequate number of staff to implement the intervention, and 

Staff members have been allotted sufficient time to deliver each Tier 2 Intervention with fidelity. 

If sites choose to develop a Tier 2 intervention on there own, the following key elements of the TFI must considered:

It is important to note that besides the 1-2 evidence-based interventions, school sites will have multiple supports on their campus. Tier 2 supports are necessary to meet the immediate, short-term needs of students. However, supports do not meet the criteria of an evidence-based intervention and/or may not be held to the same level of accountability as a uniquely designed intervention. 

Examples of why Tier 2 Supports may not be as intense as interventions:

The Tier 2 team will NOT monitor the progress of students in support groups (See TFI 2.11 for more information)

The fidelity of implementation is NOT monitored for each support group (See TFI 2.12 for more information),

The Functional Assessment Checklist for Teachers and Staff (FACTS) will NOT be completed and students will NOT be placed in the support group based on their Function (See TFI 2.7 for more information).

Each site should have 1-2 intervention(s) and along with multiple supports. Examples of support groups include: Friendship, Attendance, Grievance, Bullying, etc.

Tier 2 Interventions

The Student Wellness and Support Services Department will be offering a 5 Day Training Series for site Tier 2 Teams interested in developing a Tier 2 intervention. 

Teams interested in attending should watch the Tier 2 Teams On-Demand Training to determine which intervention would be best for them.

CICO is a Tier 2 intervention designed for students whose problem behaviors:

Are unresponsive to Tier 1 practices/systems

Are observed across multiple settings

Are driven by adult attention (function)

CICO is designed to be continuously available and easily accessible. 

CICO Implementation Steps:

1st, behavioral expectations for the student are defined and documented on a Daily Progress Report (DPR).

2nd, the student begins to check-in/out with their facilitator and receives a regular cycle of prompts and feedback from teachers and family.

3rd, student data is generated on a daily basis and is used to monitor progress and make decisions about the intervention effects.

The Emotion Management intervention is a Tier 2, skills based group to help students with identifying emotions and providing them with the coping skills to regulate their emotions, thereby impacting their behavior. 

This intervention is aligned to Second Step instruction and is designed for students whose (a) problem behaviors are unresponsive to Tier 1 practices and systems, and who have (b) acquisition deficits (skills-based). 

Each student will be provided multiple opportunities for feedback (e.g. during group sessions, throughout the day, and in the home). Groups meet weekly for 30-45 minutes for 8-12 weeks.

How to Score 2 Points on TFI 2.5

To receive a 2 Point Score Teams must be able to say yes to the following set of questions.

2 Point:

Multiple Tier 2 interventions with documented evidence of effectiveness matched to student need.

1 Point:

Only 1 Tier 2 intervention with documented evidence of effectiveness is in use.

0 Point:

No Tier 2 interventions with documented evidence of effectiveness are in use.
