TFI 3.15 EVALUATION: Data-based Decision Making

Each student’s individual support team meets at least monthly (or more frequently if needed) and uses data to modify the support plan to improve fidelity of plan implementation, and impact on quality of life, academic, and behavior outcomes.

Valued outcomes are specified, endorsed, emphasized and monitored frequently and regularly because of their social and educational significance.

Data are used to develop plans and actions that respond to what is really occurring in the school rather than reaching at straws and making assumptions. Data that are kept current provide a real-time look at your school climate. Data is used to select, monitor, and evaluate outcomes, practices and systems.

TFI 3.15 Big Ideas

As defined in:

  • TFI 3.2, the Tier 3 Systems Planning Team meets monthly to review data for the purpose of supporting each unique Student support Team and identify new students.

  • TFI 3.14, the Tier 3 Systems Planning Team meets monthly to review plan implementation fidelity data and student outcome data for the purpose of making informed decision regarding plan implementation supports and reporting data back to whole staff.

  • TFI 3.15, each unique Student Support Team meets monthly to review plan implementation fidelity data and student outcome data for the purpose of improving fidelity to implementation, student outcomes (behavior/academics), and the impact the behavior plan has on the student's quality of life.

Improve Fidelity of Plan Implementation

Fidelity is the degree to which the elements of the plan are being implemented consistently and correctly. Measuring fidelity is an extremely important part of the plan and assists the Tier 3 Systems Planning Team and Unique Student Support Team in determining the effectiveness of the supports and modifications being made. Fidelity data can drive decision making when considering changes to the plan.

Prior to assessing the student's response to the behavior plan, the Team will determine if the plan was implemented as intended, also known as with fidelity. Measuring fidelity assists the Team in determining the effectiveness of the supports and modifications.

Fidelity data will be collected by the Tier 3 Consultant throughout plan implementation. The Tier 3 Consultant will use the Plan Fidelity Form to collect implementation data.

Through observation and discussion the Tier 3 Consultant and staff member responsible for plan implementation, will assess execution of: Environmental Modifications, Rewards/Reinforcers, Reactive Strategies, and Tier 2 Supports/Interventions.

Each behavior plan will be scored for overall implementation:

Full Implementation = a score of 100 - 80%

Partial Implementation = a score of 79-50%

Not in Place = a score of less than 50%

Each month Tier 3 Consultants will review each active plan's fidelity data with the unique Student Support Team for the purpose of supporting staff with plan implementation. During this time the team will brainstorm strategies to support implementation for plans with scores less than 79% (Partial or Not in Place).

Quality of Life Indicators

During the unique Student Support Team (SST) Behavior Intervention Plan meetings the caregiver and student will identify the Student's Quality of Life strengths and needs.

Unique Student Support Teams will also identify actions/goals the student/caregiver can take to address the QoL indicators identified. In some cases, the student/caregiver may feel that the QoL indicators do not require a goal, an action plan, or an offer of support. QoL needs and strengths are based on the personal preferences identified by the student and/or caregiver.

Each month the unique Student Support Team will review the student's QoL goals and/or action steps for the purpose of determining if the plan, as drafted, supports the student to meet their QoL Goals. Additional action steps and/or goals may be added to the plan if the student/caregiver deem it necessary. It is also the responsibility of the Team to ensure that the behavior plan goals (desired behavior/FERB) and Tier 1, 2, and 3 supports are designed to also support the student to meet their QoL goals.

Academic & Behavior Outcomes

Additionally, each month the unique Student Support Team (SST) will also review the student's academic and behavior data. Once a baseline has been established for both, the team will monitor the student's progress to ensure the plan is helping to improve any academic and/or behavior areas which appear to be a challenge for the student. The SST should consider analyzing a variety of data sets, such as, CAASPP, ELPAC, STAR, Office Referral, and/or Suspension data.

If the student's data reveals gains are not being made within both academics and behavior, the SST should consider making modifications to the plan.

How to Score 2 Points on TFI 3.15

To receive a 2 Point Score Teams must be able to say yes to the following set of questions.

When evaluating the 3 randomly selected behavior plans:

a) The Tier 3 Systems Planning Team adopted a tool to track fidelity to behavior plan implementation - i.e., Plan Fidelity Form,

b) Each Tier 3 Consultant collected and analyzed implementation fidelity data for each of their assigned students,

c) Each unique Student Support Team reviewed implementation fidelity data during all progress review meetings (monthly),

d) Each unique Student Support Team made modifications to plan implementation based on fidelity data results - when appropriate,

e) The Tier 3 Systems Planning Team adopted a tool to track student outcome data - i.e., Student Outcome Data Collection Form/Student Outcome Data Graph or The Advanced Tiers Spreadsheet

f) Each Tier 3 Consultant collected and analyzed student outcome data for each of their assigned students,

g) Each unique Student Support Team reviewed student outcome data during all progress review meetings, and

h) Each unique Student Support Team made modifications to plan implementation based on student outcome data results - when appropriate.

2 Point:

Each student’s individual support team continuously monitors data and reviews plan at least monthly, using both fidelity and outcomes data for decision making.

1 Point:

Each student’s individual support team reviews plan, but fidelity and outcome data are not both used for decision making or not all teams review plans.

0 Point:

Student individual support teams do not review plans or use data.
