EL Updates
Update to identification procedure
Due to a flaw in the logic for identifying second semester kindergarten students using the WIDA Screener for Kindergarten and the WIDA K MODEL, it was necessary to update the cutoff tables in the K-12 identification procedure. The previous cutoff required that a student receive an oral language composite below 5.0 AND a literacy composite below 4.2 to be identified as an EL. This has been updated to require that the student receive an oral language composite score below 5.0 OR a literacy composite below 4.2 to be identified as an EL. The newest revision of the document has been posted to the EL webpage with a revision date of April, 2022.
GTT Reports
The Department discontinued the publication of Growth-to-Target (GTT) Reports in 2020. The data office at PDE will be producing reports that will contain the growth target and growth achieved along with other data for each EL included in accountability calculations. The completion date for the new reports is not available at this time. The field will be notified when they are available.
For any questions related to policies or guidance, please feel free to contact a member of the EL team at PDE – Bob Measel (romeasel@pa.gov) or Julia Hutton (juhutton@pa.gov).

Student Mentoring and Range Training (SMART) Start
