Induction
The 2-year induction requirement begins in SY24-25. LEAs are to upload their plans in their comprehensive plans, which are open for Phases 1 and 2. Phase 3 LEAs will have their new plan open in 2024. At that time, they can upload it.
Emetric

All Phase 1 Schools are due on October 31, 2023
Chapter 49
Structured Literacy - Three options that meet Chapter 49 requirements
PDE PD Structured Literacy - Free (10 hours asynchronous)
PaTTAN - The Science of Reading - Free (10 hours asynchronous)
IU1 Tracey Czajkowski - $15 per teacher (3 hours in person or via Zoom and 4 hours of asynchronous)
Ethics Workshop- Jordan Lozosky created a Moodle course for Ethics. This is available for anyone interested in getting all of their teachers trained. The cost of this training is $5 per teacher for District or building registration. The cost is $10 per teacher for any individual that registers.
CR-SE - The training that was suppose to be on the PDESAS PD center is still on hold. However, trainings could still take place for your district. Amy Lena from PDE shared the following: For any LEAs, who are ready to begin a training, any topic related to their students will be considered a Culturally Relevant and Sustaining Education training. For instance, if an LEA has a large population of students from military families, the LEA may choose to train their teachers on how this student population may feel by moving every few years and how to help them adjust to their new school (e.g., services available). Other topics include Ramadan, homelessness, trauma, etc.
Need to be in trainings from 24-26. There are no competencies that have to be implemented in the training. There is no trainings to the students. The Act 55 Trauma training can count as the CR-SE training.
The continuing professional education plan of each school entity shall satisfy the continuing education requirements of 22 Pa. Code § 49.17 (relating to continuing professional education), by including the Structured Literacy, Professional Ethics, Culturally Responsive and Sustaining Education training in the three-year plan beginning in the 2023-2024 academic year for professional employees who hold instructional certificates as noted above. To meet this requirement, teachers can certainly take the training prior to the 2023-2024 SY; however, LEAs must include planned professional development in its Act 48 Plan.
PVAAS

Act 91 Classroom Monitor Updates
The Department of Education agrees that schools would benefit from extending provisions in Act 91.
House Bill 27 (Struzzi) would provide an additional two years (2023-24 and 2024-25 school years) for schools to hire annuitants and prospective teachers as substitute teachers and to issue temporary certifications for substitute teachers. The House has passed the bill, but the Senate must still vote on it.
Schools that support extending the Act 91 provisions should contact their local legislators as soon as possible, as only the General Assembly can change state law.
