Nolan motioned, seconded by Cutler, to approve the Liquor Licenses as listed. All in favor, 5-0.
Vendor Application – Hound Dog Reconsideration
Murphy discussed Hound Dogs Vendor Application by Neil Shulman. Shulman answered questions from the Selectboard and asked if they knew of other possible spaces for vendors.
Chamberlain motioned to approve the permit. Cutler motioned to amend Chamberlain’s motion to add “Approve for the rest of the year”. Nolan seconded. All in favor of the Amendment. Chamberlain motioned; Nolan seconded to approve amended motion. All in favor. 5-0
Amended Resolution for Municipal Planning Grant
Kunz motioned to sign the Administrative Amendment to change the designated Municipal Authorizing Official to Scott Murphy for grants management for the Department of Housing and Community Development (DHCD) All in favor. 5-0
Amended Signature Authorization for Community Bank Account
Cutler motioned, seconded by Nolan, to authorize Scott Murphy to sign on the Community Bank Prime MM Account. All in favor. 5-0
Appointment of Tree Warden
Chamberlain motioned, seconded by Kunz, to re-appoint Beattie as Tree Warden through 3/31/24. All in favor. 5-0
Appointment of Service Officers
Nolan motioned, seconded by Cutler, to re-appoint both Chief Patrick Owens, as Public Service Officer and Wayne Bell as Assistant Public Service Officer through 3/31/24. All in favor. 5-0
Town Manager Updates
Cell Tower: Murphy reported the need for a meeting date to be set on the AT&T cell tower application, as a Joint Meeting between the Selectboard and the Planning Commission. Beattie recused himself from the discussion. This meeting will be a Public Meeting to discuss a cell tower application from AT&T, to be located at 80 Side Road. A balloon test was completed, along with a summary of the results by Downs Rachlin Martin, consultants for the project. The selectboard proposed two possible dates, 4/25 or 4/26.
Several questions were asked about the application process. Cutler stated “we are just setting a date for the public meeting” and invited all to attend.
Food Cupboard: The Food Cupboard’s contract was discussed by Murphy, who has been working with the Town’s attorney to draft a long-term lease for space in and adjacent to the town offices.
Executive Session
At 7:55 p.m. Cutler motioned, seconded by Nolan, to go into Executive Session to discuss contracts. All in favor 5-0.

Chamberlain motioned to adjourn. Kunz seconded. All in favor. 5-0
