Approval of Minutes
Motion by Madden, seconded by Kilburn to approve the minutes of 6/26/2023 All in favor; 3-0.
Town Water Supply Rules
Motion by Kilburn, seconded by Madden to update our ordinance to use the State of Vermont Design Flow Tables for the calculation of our Connection fees as the Tables are today and as they are amended in the future. All in favor; 3-0.
Rootville Road Culvert Replacement
The project is progressing very well and the projection is for the contractor to be done by October 6, they will then move on to the Bentley Hill culvert project as well as the Bromley Brook and Bourn Brook stream projects. The Water Superintendent was authorized to work with the contractor to expand the parking area just below the East Mountain water tank. There is excess material from the culvert excavation and the contractor will use at no cost to the Water Department. There was discussion as to whether the extra parking might invite unwanted use and possibly vandalism. It was decided to proceed and it could be blocked off in the future if that became necessary or security cameras could be installed.
Well #2 Pump Replacement Update
Maher Services was on site on 9/20 and 9/21 to replace the 30 plus year old submersible pump. After multiple attempts it was successfully installed and tested. There is what appears to be abnormal noise at some different speeds as the pump is attempting to ramp up to full operating rpm. It also reaches overload amperage before full operating rpm and at that point the variable frequency drive (VFD) starts to limit amperage as a safety feature and therefor slows the pump speed down. Further analysis is needed and the Water Superintendent will communicate with Maher Services who is the pump and pump motor vendor and is also the installer. He will also communicate with the VFD vendor who is Champlin Associates to try to pinpoint and fix whatever issue exists that is causing the abnormal noise.
Hayes Estate Update
Motion by Kilburn, seconded by Madden to approve the “AGREEMENT TO DEDICATE AND ACCEPT COMMON ROADS AND COMMON
WATER SERVICE AND SEWER COLLECTION SYSTEMS AND RELATED
EASEMENTS AT MOUNTAIN VIEW ESTATES A/K/A GREEN MOUNTAIN” as presented to the Board as of 9/28/2023. All in favor; 3-0.
Discussion of Deyo Mobile Home Park Connection
There was a discussion of the cost of connection fees and operational costs if the Mobil home park connects to the Town water system and what funding sources might be available to facilitate this happening.
Other Business
The Water Superintendent brought up the concept of using the old Water Department reservoir site at the end of Witherell Lane as a site for excess fill from construction jobs which could have a somewhat positive impact on bids for local construction jobs. It was thought that there would be years of capacity to accept fill at that site. The concept might include use by local contractors as well as for Town jobs. The Superintendent will talk to the Village to ascertain whether there is a permitting issue and what would have to be done from the Village perspective if we wanted to start using the site in that manner.
Madden asked if there are water usage numbers (pumped or billed) readily available to compare annual usage or quarter over quarter usage. He noted that his personal usage was down significantly from lack of need for lawn watering over the summer.
