Unsung Hero Award
Nolan announced the Unsung Hero Award winner as Dale Coppin. She discussed the selection process of choosing the award winner. Emilia McCusker mentioned Dale’s many highlights and accomplishments and fully supported his choice as Award Nominee, stating he is more than worthy as an Unsung Hero. Allison Brigham stated that Dale is very deserving of the recognition, highlighting his patient and kind qualities and how he works with a broad scope of people. Nolan presented the award.
Dale Coppin thanked everyone for the award and acknowledged the large number of people willing to help in our community. Stating the Grateful Hearts organization rely on 100% volunteers to combat food insecurity and are working on opening new chapters in Bennington and Londonderry. Beattie agreed that we have a substantial number of volunteers in our community.

Chamberlain motioned, seconded by Nolan to approve the 2/28/23 Selectboard minutes. Motion passed. 4-0
Energy Commitee
Bucholt, Energy Committee Chair, gave an Energy Committee update. Bucholt highlighted the upcoming Manchester Energy Fair, scheduled for Saturday, April 22nd, 11 – 3 p.m. to be held in the Kilburn Room of the Manchester Town Hall. Bucholt also shared how they work together with other towns and their Energy committees.
Bucholt stated that the town received a $4,000 mini energy grant and is recommending the town conduct a basic energy audit. The audit would involve a “walk through” and follow-up reports showing possible areas of needed improvement. The committee is actively seeking input from the community. Chamberlin stated she supported the completion of a new town energy audit.
Liquor Licenses
Sheldon reviewed the list of Liquor License renewal applications and talked about the new format issued by the State, which provides limited information compared to earlier years. Sheldon reviewed all renewal applicants with the Selectboard.

Chamberlain motioned, seconded by Nolan to approve the existing liquor licenses. Motion passed. 4-0
Sheldon brought a new application to the Selectboard for the Kitchen Sink Restaurant Group, D/B/A Road Runner, requesting a 1st class, 3rd class and Outside Consumption Permit.
Chamberlain motioned, seconded by Kunz to approve the new application. Motion passed. 4-0
Other Business
Jollivette stated her opposition to the River Walk Bridge. Fogarazzo questioned the Selectboard about the Town owned Depot Street properties. Beattie reviewed the current situation of the property.
Murphy asked the Selectboad to sign the Emergency Watershed Protection Projects form, authorizing the Town Manager to sign documentation. The Selectboard also authorized the Town Manager to sign the Annual Highway Mileage Certificate for VTrans.
Murphy informed the Selectboard about a balloon-site test being conducted tomorrow, Wednesday, March 22rd., which is needed for the application to AT&T for a potential new cellular tower at 80 Side Road, on the property of Donald and Patricia Door.
