Special Meeting Minutes for 4/25/23 - Draft

Public Attendees: Andrew McKeever, William Drunsic, Greg Sukinek, Ed Surjan, Sylvia Jolivette, Ed Morrow, Christine Haskins of Dufresne Engineering (by phone).


Meeting called to order by Beattie @ 5:40 PM 


(No Pledge of Allegiance was recited due to lack of flag.)  


Main Street Sewer Improvement Project

Murphy reviewed the Bid Process for the Main Street sewer line extension project and the bid tabulations completed by Haskins of Dufresne Group Engineering. They recommended awarding the contract to S.U.R. Construction West, Inc for the amount of $2,853,856.25.

Chamberlain questioned the number of companies interested in possibly providing a bid and Haskins explained the bid timeline and schedule.


Chamberlain motioned to award the contract to S.U.R. Construction West, Inc for the bid amount of $2,853,856.25, seconded by Cutler, All in favor, 5-0.


Sewer Commission Meeting

Cutler motioned to enter into the Sewer Commission meeting, seconded by Chamberlain, 

All in Favor , 5-0.

Murphy explained the need to set Connection Fee rates and discussed suggested rates for the Board. Haskins explained the supplemental Assessment Fees for all property owners along the sewer line. Haskins explained the purpose of this fee and that the current rate in the Town’s existing sewer district was just over a half penny ($.005928). Beattie discussed possible rate for Assessment Fees and how they are tied into the Grand List. Drunsic asked why this project differs from the other District. Beattie said the Commissioners didn’t want to burden existing users of the current District. Cutler recommended keeping the Assessment Rate the same as the other sewer district.

Drunsic asked about the actual connections to each property. Haskins explained there will be sewer stub connections at each property so the road and sidewalks would not have to be compromised.

Chamberlain made a motion to set the Commercial Property Connection Fee rate at $13/GPD (gallons per day) for the first year, $15/GPD for the second year, $16/GPD for the third year, and $17/GDP for the fourth year. Also, all other Connection Fees to be set at $11/GPD for the first year and $12/GPD thereafter except for Residential units of more than three bedrooms, which will be adjusted the same as the current Sewer District rates. Seconded by Cutler, All in favor, 5-0.

Beattie explained the sewer system’s Capacity limits and discussed how the Assessment Fee is affected by the Grand List.

Chamberlain motioned to set the Assessment Fee for the new Sewer District at the same rate as the existing District ($.005928), Kunz seconded, All in favor, 5-0.

Nolan motioned to come out of the Sewer Commission meeting, seconded by Cutler, All in favor, 5-0.

Nolan motioned to adjourn the Selectboard Meeting, Kunz seconded.  All in favor.  5-0
