Beattie called the meeting to order at 7:04 PM.
Jolivette lead the meeting in the Pledge of Allegiance
Minutes from September 20, 2022
Nolan moved, seconded by Kunz to approve the minutes. Motion carried 4-0-1 (Cutler abstained).
Minutes from October 4, 2022
Nolan moved, seconded by Cutler to approve the minutes. Motion carried 4-0-1 (Kunz abstained).
Errors & Omissions
Gordon presented the errors and omissions for 985 Barnumville Road. The house was torn down before April 1, 2022. $113,000 real value change, $1,133 for the Grand List, and the municipal tax change is $361.65.
Chamberlain moved to approved the errors and omissions certificate as presented by Gordon Black for 985 Barnumville Road. Seconded by Nolan. Motion carried 5-0-0.
Energy Committee Presentation
Carl Bucholt introduced the Energy Committee and thanked the Selectboard for their support of the Energy Committee. There will be a free energy audit of the town hall buildings on 10/23/22. There was an electric vehicle drive-in on 9/24/22. Further presentation on the Window Dressers (windowdressers.com). Steven Henry is creating the Energy Committee website, which will be incorporated into the Town website when it is updated. There is $40,000,000 is available from the state for grants. Joanne O'Connor is working on a spreadsheet to help identify grant programs. We are here to help the Selectboard make decisions on programs and grants for energy efficiency.
Depot Street Town Owned Properties - moved to Executive Session
Manchester Police Department Dispatch Center
We continue to wait for quotes with the renovations for the dispatch center. This will be presented once we have the final figures.
Rail Trail Easements
Merrill Bent is working with Peckham on an easement. We continue to try to contact the Israel Congregation of Manchester regarding an easement from them.
Municipal Parking Lot behind Walgreens
Jim Hand provided information on the Level 3 chargers. Steven Henry provided additional information on how Level 3 chargers are beneficial for the town and it's visitors. He discussed the need to future proof the town.
Other Business
Joe Gervais introduced himself to the board as a candidate for Vermont State Representative.
Brian Benson asked that we move the water study higher up on the project list.
Executive Session
Cutler motioned entered into executive session for the discussion of real estate transactions, contract negotiations and personnel matters that the disclosure with would put the town at a distinct disadvantage. Chamberlain seconded. Perra will be in attendance. Chamberlain seconded. Motion passed 5-0-0.

Depot Street Town Owned Properties
Regarding the Depot Street properties which will be returned to the town on March 31, 2023 Cutler motioned to authorize the Town Manager to make a request for proposal for the development of the properties in all of it' mixed use. Nolan seconded the motion. Motion passed 5-0-0.
Green Mountain Estates
Chamberlain made a motion to authorize the Interim Town Manager to sign an agreement between the Estate of Richard and Nadine Hayes pertaining to the Green Mountain Estates contingent upon legal review. Kunz seconded the motion. Motion passed 5-0-0.

Nolan motioned to adjourn the meeting. Cutler seconded the motion. Motion passed 5-0-0. Meeting adjourned at 8:49 p.m.
